Cold Regions Research and Engineering Laboratory (CRREL) Hanover, NH

Extreme Low Temperature Industrial Process Cooling Circulation Pumps

REQUIREMENT: The Cold Regions Research and Engineering Laboratory (CRREL) requires new pumps for the Industrial Process Cooling circulation loops which draw glycol from the Frost Effects Research Facility (FERF)’s main glycol buffer tanks and distributes them to downstream Research Development Test & Evaluation (RDT&E) applications. Because of service issues with newer replacement pumps in the exterior tank farm environment, the new pumps should be supplied with sheet metal protective covers against rain, debris and snow, which are painted white to avoid excessive heating. Two (2) pumps have an extreme cold rating, the other four (4) pumps have a typical freezer rating. A single spare pump is also to be procured to provide an on-hand emergency replacement, for a total of seven (7) pumps. Replacement is not required for the spare pump. The four medium temperature pumps are structured as an option to be funded at any time during the contract period.

1. Pump Capabilities and Specifications

A. Low Temperature Pumps Vendor is to quote supply of three (3) low temperature pumps. Vendor will install two (2) on the low temperature glycol loop at the FERF and supply one (1) to CRREL as a SPARE. The Low Temperature Pumps shall meet the following specifications:

1) Rated to operate with a glycol/water mixture of at least 60% Dow Norkool SLH and 40% water. All seals, fittings, components and specifications must be based on 60/40 Dow Norkool SLH / water.

2) Size: 2.5x3-10. This is a requirement for a 2.5-inch discharge, 3-inch suction, and CP size of 36.

3) Must be for use with ANSI class 150 mating flanges. Flanges must be supplied by vendor.

4) GPM rating: 282 GPM rating or better.

5) Head rating: 69-FT TDH @ 282 GPM with 60/40 Dow Norkool SLH.

6) Motor rating: 7.5 horsepower, 3/60/208-230/460 VOLT, 1750 RPM.

7) Pump material: 316L stainless steel throughout.

8) Seals: 10K126 SIL-Carbide EPR throughout.

9) Frame: Stainless steel support frame.

10) Temperature rating: -45F minimum to 120F maximum.

B. Medium Temperature Pumps (Option).

Vendor shall quote supply of four (4) medium temperature pumps. The vendor shall install all four (4) pumps, with two (2) each on the hot temperature glycol and medium temperature glycol loops respectively. The medium temperature pumps must meet the following specifications:

1) Rated to operate with a glycol/water mixture of at least 60% Dow Norkool SLH and 40% water. All seals, fittings, components and specifications must be based on 60/40 Dow Norkool SLH / water.

2) Size: 2.5x3-10. This is a requirement for a 2.5-inch discharge, 3-inch suction, and CP size of 36.

3) Must be for use with ANSI class 150 mating flanges. Flanges must be supplied by vendor.

2. Ancillary Equipment Supply

A. Electrical Supply: Vendor is to supply two (2) electrical disconnects with an option for an additional four

(4) electrical disconnects, one for each unit to be installed. Each electrical disconnect will re-use the existing feeder cables.

B. Cover Supply: Vendor is to supply two (2) framed steel boxes, with an option for four (4) framed steel boxes for protecting the pumps from the elements. These boxes will mount to the concrete pad or to the frame. They will provide at least one foot of standoff from all components of the pump. They will have holes, sealed at install, for the inlet and outlet pipes and the electrical supply. They will have at least three removable sides (top and two other sides, depending on configuration) which are connected with at least four (4) quick release latches each. The framed steel boxes shall be painted highly reflective white in outdoor duty, rust-resistant metal paint (two layers) with a primer layer below.

C. Suction and Discharge Fittings: Vendor will supply new suction and discharge fittings, up to two feet in length each (flexible, metal woven jacket) to connect to existing piping. These will match ANSI 150 rated piping and be rated down to -45F. Vendor will supply three (3) with an option for an additional four (4), up to a total of seven (7); fittings may be multi-part depending on manufacturer but should be supplied one each complete with all parts necessary to work in this application and specified length.

3. Installation:

Vendor shall install six (6) pumps, two (2) being low temperature pumps and optionally, an additional four (4) medium temperature pumps. These pumps are installed in parallel in three (3) loops, the high temperature, medium temperature, and low temperature loops. The medium and high temperature loops are the process glycol loops for the optional CLIN. The medium temperature pumps will be used in the HT and MT loops and the low temperature pumps in the LT loop. Vendor will conduct a site survey before ordering fittings and will fabricate supports and framed steel boxes according to site conditions for successful installation of the pumps.

4. Technical Point of Contact (TPOC): Contract TPOCs are CRREL or ERDC scientists and engineers with technical backgrounds serving as subject matter experts (SMEs) in areas relevant to the contract. TPOCs provide technical feedback to the vendor and contractor performance feedback to the Contracting Officer. TPOCs may: coordinate with the contractor to consult, advise, review technical execution; provide access to necessary government data, hardware, facilities, supplies, or equipment; review monthly progress reports and deliverables; and, act as the government sponsor where engagement with other government entities is beneficial (e.g., site access, product transition).

Other government employees may engage on this contract as TPOCs as the effort evolves, as introduced by the lead TPOC. The offeror is reminded that if this project coordinates with other governmental organizations or stakeholders regarding this contract, then the TPOC should be made aware of such meetings. CRREL’s TPOC may wish to participate. The offeror is also reminded that only CRREL’s Contracting Officer has the authority to modify the scope, schedule, deliverables, etc.

5. Other Provisions: The following are covering requirements for personnel conducting the installation work for this supply contract:

A. Licensing/Certifications/Training

1) Overview: The Contractor must provide copies of their personnel’s licenses and/or certifications that pertain to this project.

2) Disciplines: Contractor shall provide a copy of each employee’s licenses and certifications to the Technical Point of Contact (TPOC).

(1) HVAC&R Technicians – Contractor personnel performing the relocation of the refrigeration equipment shall have an HVAC&R Technicians license. It shall be provided either from a reciprocal state, NATE, or other equivalent recognized certification. Refrigeration and HVAC technicians shall hold an EPA Universal Refrigerant License.

(2) Electrical – Contractor personnel accessing panels shall have NFPA 70E Compliant

Arc Flash Safety training.

B. Post Award Conference

a. Overview: Contractor shall attend an onsite post award conference that will be arranged by the

Government representative before any work on site commences.

b. Purpose: The purpose of the conference is to ensure all requirements for submittals are met, to discuss scheduling, to review safety, security, describe how installation shall be executed, inform Contractor of Government lines of authority, and to address other subjects or questions that may be raised by either the Government or Contractor.

c. Requirements: Work shall not commence on site until the conference has taken place, all submittals have been approved, and there are no outstanding issues.

C. Safety

1) Department of Defense Safety Policies: DoD safety protocols are enforced on the CRREL site. All

Contractor personnel shall comply with the safety guidelines in effect before being allowed on the premises. This may include, but is not limited to, answering a health questionnaire and wearing personal protective equipment (PPE) while on site.

2) Overview: This contract is subject to the requirements of and shall be in accordance with EM 385-1-1, U. S. Army Corps of Engineers Safety and Health Requirements Manual, OSHA 29 CFR 1910 regulations covering personnel protective equipment, the CRREL Safety Office, and to any other local, state, and federal regulations that apply to the work. All Contractor personnel shall maintain safe practices and procedures at all times while on the CRREL site. Materials or products which are toxic, hazardous, or otherwise pose a health risk to any personnel shall not be used, with the exception of oil, glycol, and refrigerant required for the function of the system. Other exceptions may be approved by the TPOC on a case-by-case basis.

3) Personal Protective Equipment (PPE): Contractor personnel performing work on site shall comply with NFPA 70, NPFA 70E, EM 385-1-1 and OSHA PPE standards for protective equipment. Each specific task will be assessed and the appropriate PPE shall be used. Examples include, but are not limited to: Gloves, glasses, hard hat, face shield, steel toed shoes, and Arc Flash clothing. Contractor is required to supply his employees with proper PPE.

4) SDS Sheets: Contractor shall submit to TPOC for review at least 2 business days before bringing on site. NOTE: No products or equipment containing Trichloroethylene (TCE) or exposed to TCE may be used or brought on site.

5) Routes of Egress: The Contractor shall ensure work does not block egress routes in the case of an emergency.

6) Safety Briefing: The CRREL Safety Office or TPOC will provide a safety briefing that the Contractor shall ensure is reviewed by each Contractor employee before starting work.

7) Fall Protection: Fall protection threshold height is 6 feet. The Contractor shall comply with EM 385-

1-1 Safety and Health Requirements Manual when accessing work areas at or above that threshold.

OSHA Fall Protection Training for Competent Person is acceptable.

8) Equipment: Contractor equipment used to access work areas (i.e. ladders, lifts, cranes) shall be current with manufacturer’s safety inspections and certificates. Inspection certificates must accompany any equipment used on site. Equipment shall be made available for inspection by the TPOC prior to start of work on site.

9) Barriers/Barricades and Signage: The Contractor shall provide barriers or barricades and signage as necessary to ensure unauthorized pedestrian or vehicle traffic cannot enter into work areas until safe to do so.

10) Portable Extension Cords: If it is necessary to use portable extension Cords, they shall be sized in accordance with manufacturer ratings for the tool to be powered and protected from damage. Portable extension cords shall be GFCI and shall meet the requirements of NFPA 70, NFPA 70E and OSHA electrical standards.

11) Asbestos: If the Contractor encounters any material that could contain asbestos, they shall immediately report finding to TPOC. The material shall not be disturbed until it has been investigated and identified.

D. SCHEDULING

a. Overview: Scheduling will be discussed at the post award conference. Work shall not commence until the work schedule has been approved. Once approved, the schedule shall be strictly followed. No changes can be made by the Contractor without prior approval of the TPOC.

b. Work Hours: Unless otherwise authorized in writing by the TPOC, the project site will be available for activities during normal work hours of CRREL, from 6:00AM to 6:00PM, weekdays, excluding Federal holidays. The Government reserves the right to make changes to work hours/days.

c. Period of Performance: All deliverables shall be completed by 15 December 2021.

6. Security Requirements:

5.1. Access and General Protection/Security Policy and Procedures: Contractor personnel allowed on site shall follow all sign-in and security regulations as directed by the CRREL Security Office and the TPOC, and as listed below:

A. U.S. Citizens – Only U. S. Citizens are allowed on site.

B. Personnel List – Contractor shall supply the TPOC with a list of his employees who will be working on the CRREL site.

C. Positive Picture ID – Contract personnel shall provide a positive picture ID prior to site access.

D. Identification Badges – Contractor personnel are required to sign in with Security and to obtain and wear security identification badges while on the Government site.

E. Weapons – No weapons of any kind are allowed on site either in vehicles or on persons.

F. Access/Deliveries – Contractor shall notify the TPOC the day before or as soon as possible when Contractor or his subcontractors are to arrive or deliveries of equipment and/or supplies are to occur. Contractor must receive his or his subcontractor’s own deliveries. Government personnel are not allowed to receive deliveries for any Contractor.

G. General Disruption – General disruption by Contractor is limited to the immediate work areas.

Contractor products, tools, and/or equipment shall stay within the immediate work areas.

H. Tools/Equipment – Contractor is strictly responsible for the security of all products, tools, and/or equipment used during the duration of this contract.

I. Site Visits – Contractor should provide notice two (2) weeks before commencing work with a scheduled date to arrange security clearance on site. For site visits related to planning before work begins, two days of notice with TPOC are required, including full legal names of any visitors.

J. iWATCH Training: The Contractor and all associated subcontractors shall brief all employees on the USACE iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the TPOC. This training shall be comleted within fourty-five (45) calendar days of contract award and within fourty-five (45) days of new employees commencing performance on the contract.

The Contractor shall provide certification of completion to the TPOC with ten (10) days of training completion. Training documents will be provided by the Security Office.

K. Personnel Security Screening: Pre-screen candidates using E-Verify Program – The Contract must pre-screen Candidates using the E-Verify Program (https://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two (2) valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-Verify system. An initial list of verified/eligible Candidates must be provide to the TPOC no later than three (3) business days after the initial contract award. *When contracts are with individuals, the individuals must be required to complete a Form I-9, Employment Verification, with the designated Government representative. This form will be provided to the Contracting Officer and shall become part of the official contract file.

L. For Contractors who do not require CAC, but require access to a DoD facility or installation.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

7. Smoking Policy - Smoking shall comply with the CRREL Smoking Policy, which, in general, prohibits smoking on site except in a designated smoking area. Designated smoking areas will be discussed at the post award conference.

8. Government Furnished Utilities – The Government shall furnish to the Contractor, in reasonable quantities, water and electricity in order to successfully complete this contract. The Contractor may use the sanitary facilities in the Main Laboratory basement.

9. Control of Waste - During performance of all work on site, Contractor shall control waste and debris to ensure that it stays within the work area. Contractor shall remove waste and debris from the site and properly dispose of it on a daily basis.

10. Tools and Equipment - Tools and equipment used under this contract shall be maintained in good condition and shall be used and stored using safe practices and procedures at all times in accordance with manufacturer’s instructions and recommendations. Tools and equipment shall be restricted to the immediate work area unless alternate arrangements are requested and approved through the TPOC. GFCI protection is required for portable tools and portable extension cords.

11. Damage to Work or Site - Installation of new materials shall not cause any damage to surrounding areas or items. Contractor shall repair, at his own expense, all damages that occur to new work, the work areas, or any surrounding areas or items if damages are caused as a result of the performance of Contractor work under this contract. All repairs shall be performed as directed by the Government.

12. Contractor Instructions – The Contractor is hereby notified that no CRREL/DPW employee has the authority to direct contract employees in any way which alters their contractual obligations. If the Government does desire to alter requirements, changes will be issued in writing and signed by the contract’s Contracting Officer (KO). The Contractor’s employees shall take no action on any change unless and until the Contractor receives such an approved contract modification.

13. Inspection and Work Completion

1) Overview: This contract is subject to routine Government inspections throughout the performance of

Contractor work and a final Government inspection upon completion of each deliverable.

2) Inspections: Routine Government inspections will, among other things, help ensure continuous quality assurance and quickly identify defects. The Contractor shall repair defects as directed by the Government at the Contractor’s own expense.

3) Work Completion: Upon Contractor completion of the work, the Government shall make a final inspection to confirm the following:

(1) All defects have been corrected as directed.

(2) All work has been completed.

(3) All work areas are left clean.

(4) All badges issued to Contractor employees have been returned to the CRREL

Security Office.

14. Structuring the Quote: The vendor shall complete Section B – Supplies or Services and Prices, of this Request for Quote (RFQ). Section B provides contract line item numbers (CLINs) to propose prices for the low temperature pumps (CLIN0001), the installation of the low temperature pumps (CLIN0002), the medium temperature pumps (CLIN0003) as one group of four (4) medium temperature pumps as an option, with an additional option (CLIN0004) for installation of the medium temperature pumps. Electrical supplies (CLIN0005), cover supplies (CLIN0006) and sucion and discharge fittings (CLIN0007) makes a total of seven (7) CLINs. In addition to completing Section B of this solicitation, Offerors may submit an additional quote with alternative line items to ensure that the resulting contract is economically and administratively advantageous to the Government and the Offeror. Quotes that are ambiguous or are missing required information may be disqualified.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
