STATEMENT OF WORK (SOW)

BUREAU OF LAND MANAGEMENT OLANCHA FIRE FACILITY DRIVEWAY REPLACEMENT

PART 1- GENERAL BACKGROUND INFORMATION:

The Bureau of Land Management Ridgecrest Ca Field Office / Olancha Fire Facility needs the replacement of the main entry driveway.

The current driveway measuring 40’ long x 20’ wide at 2079 US HWY 395 Olancha CA. 93549 has deteriorated and is no longer functional. The asphalt has extreme spalling and cracking in numerous areas and is no longer useable. The current asphalt driveway and curbs will be removed and replaced with concrete.

1.01 SCOPE OF WORK:

A. Work involves removal of existing 20’ X 40’asphalt driveway and two concrete curbs 40’ X 6” X 6”. All materials to be removed from site and properly disposed of according to all applicable federal, state, and local laws and regulations.

B. Form, install rebar and pour a new 40’ long x 20’ wide concrete driveway with 40’ X 6” X 6” concrete curbs along both sides of driveway in same location as existing. Concrete driveway shall be poured 6” thick with 3/4” #6 rebar reinforcement spaced at 12” on center over compacted subbase material. Concrete: 5,000 PSI; ¾ minus aggregate; water ratio (w/r) = 0.50.

C. Concrete height is to match up with existing driveway. Concrete to have a broom finish and will be saw cut for expansion according to industry standards.

D. Contractors will provide all labor, materials, equipment, necessary to safely remove the existing asphalt and concrete material and install the replacement concrete driveway and curbs according to the contract specifications.

E. The Contractor is responsible for the verification of all measurements.

F. Install two sections of 72” 9GA x 2" galvanized steel Mesh fabric chain link fence, 40 LF X 2 = 80 LF. Posts:

Terminal/End/Corner; 2 7/8" O.D., Line Post 2 3/8" O.D. Ties: 9GA Aluminum. Top rail: 1 5/8"OD. Post Caps:

Dome Style. Footings: Terminal posts 48" deep x 12"; Line Posts 24" deep x 10”. Concrete: 3000 PSI; ¾ minus aggregate; water ratio (w/r) = 0.50.

G. Excavate, form, and install concrete pad 4’ X 4’ X 6” for automatic gate opener.

H. Excavate, form, and install concrete footing 20’L X 6”W X 4”D for rolling gate V Channel.

I. Remove existing sliding gate and hardware and reinstall at new Terminal/End/Posts location.

1.02 LOCATION:

Project site is located at 2079 US HWY 395 Olancha CA. 93549. Inyo County CA. 48 mi North of Ridgecrest CA.

PERIOD OF PERFORMANCE:

The period of performance shall be October 16, 2023, through November 03, 2023.

OVERALL OBJECTIVE:

The objective of this work is to remove old asphalt driveway and concrete curbs and replace with concrete only.

1.03 SITE INVESTIGATION:

Investigate the site to ascertain the general and local conditions which can affect the work or its cost. Contact

1.04 Contracting officer Representative (COR):

The COR will ensure that the Government’s technical objectives are met. To this end, the COR will provide necessary information, direction, coordination, etcetera, within the contractual work description. The COR is not authorized to change any of the terms and conditions of this contract, nor authorize any additional work beyond the scope of work originally contracted; Changes in the scope of work will be made by the Contracting Officer (CO), only by properly written modifications to the contract. 1.05 CONTRACTOR SECURITY REQUIREMENTS:

The Contractor shall provide a list of all on-site personnel, including sub-contractors (including second and third-tier subcontractors) and suppliers, to the Contracting Officer Representative (COR). The contractor shall update this list when changes occur. Contractor personnel not listed will be denied access to the BLM Olancha Fire Facility.

Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the facility. Contractor personnel shall always have photo identification while working at the facility.

Contractors shall provide the COR with 24 hours of advance notice of every delivery to the site (e.g., concrete, lumber, parts, etc.) and provide the company name and phone number of the firm(s) making deliveries.

1.06 CONTINUITY OF FACILITIES OPERATION:

Work Hours:

The Contractor shall generally work during the normal unit operational hours, Monday through Friday, 8:00 am to

4:00pm. The Contracting Officer’s Representative (COR) must approve any deviation from these hours.

The Contractor shall provide the COR at least forty-eight hours advance notice prior to working on weekends or federal holidays. The Contracting Officer and COR reserve the right of refusal with no impact to the contract.

1.07 WORK SCHEDULE:

Schedule work to minimize interference with tenants. Notify the COR immediately if any required shutdowns of work site are necessary.

1.08 NOTIFICATION OF START AND COMPLETION OF WORK:

The Contractor shall notify the COR one (5) business days in advance of the date intended work will commence.

1.09 MATERIAL SAFETY DATA SHEETS AND MATERIAL HANDLING PROCEDURE:

Data Sheets: The Contractor shall provide Material Safety Data Sheets (MSDS) for all material to be used in the execution of the contract work that contains hazardous constituents. The MSDS Page 5 shall meet all requirements of 29 CFR 1910.1200 and shall be submitted to the COR prior to bringing these materials to the work site.

Material Storage:

The storage of all materials at the work site shall be strictly limited to that quantity needed for the execution of the contract work. The Contractor shall ensure that storage of the material complies with all applicable federal, state, and local laws and regulations. Acceptable storage areas shall be coordinated with the COR prior to the Contractor bringing any materials containing hazardous constituents to the work site. The Contractor shall ensure that adequate protective measures are taken to minimize BLM and Contractor personnel exposure to harmful substances. If protective measures are required, the Contractor shall include them in the Safety Plan, and they shall be reviewed by the COR prior to the start of any contract work involving use of the harmful substance.

1.10 RECYCLING AND DISPOSAL OF REFUSE:

Refuge, excess or waste materials resulting from construction operations shall become the property of the

Contractor and shall be recycled and/or disposed of off Government property. All disposals shall be done in accordance with federal, state, and local laws and regulations.

1.11 SAFETY:

During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by

Safety and Health Regulations for Construction and California Code of Regulations, Title 8, Div. 1, Ch 4, Subchapter

4, Construction Safety Orders. When the standards differ, the more restrictive standard shall apply. The contractor shall provide barriers, temporary fencing, trench covers, etc. wherever work could cause injury to workers, visitors, or BLM personnel.

1.12 TEMPORARY FACILITIES/STORAGE:

The location for exterior stock/piling of materials if needed shall be coordinated with the Contracting Officer

Representative (COR), Randall Masner. The Contractor shall be responsible for protecting materials stockpiled against weather, damage, theft, and other risks of loss. The Bureau of Land Management assumes no responsibility for material or equipment left in the storage area.

SANITARY FACILITIES: There are no toilet facilities available for Contractor use at the job site. The Contractor shall provide his own facilities in accordance with 29 CFR 1926, Chapter XVII, Subpart D, paragraph 1926.51 (c) (1). C.

WATER AND ELECTRICITY: Water and 120V electricity are available on site for Contractor use.

1.13 UNFORSEEN HAZARDOUS MATERIAL:

If, during work, material is found that may be hazardous to human health upon disturbance during construction operations, stop that portion of work and notify the Contracting Officer Representative (COR), Randall Masner, immediately.

1.14 DUST CONTROL:

Always keep dust down. Only wet cutting of concrete blocks, concrete, and asphalt is permitted.
