SOW 1.0 Background on the Government’s Requirement

~ North Horse Lake Allotment Fence: The North Horse Lake Allotment is an active

Bureau of Land Management (BLM) grazing allotment managed by the Eagle Lake Field

Office (ELFO). This fence was constructed in the early 1960s. The fence has been impacted by multiple fires and heavy snowpacks since it’s construction over 60 years ago. The fence was not built using current wildlife-friendly specifications posing a hazard to wildlife. The fence is located within greater sage-grouse (Centrocercus urophasianus;

GRSG) habitat designated as Other Habitat Management Area (OHMA) and General

Habitat Management Area (GHMA). The location of the fence is not within four miles of any active or pending sage-grouse lek, so seasonal habitat timing restrictions will not apply. The fence has been repaired and patched many times however, there are many sections of the fence in complete disrepair. These areas pose a larger threat of entanglement of wildlife species that may be crossing.

~Dutchman Spring Exclosure: The project area is currently experiencing high utilization levels and disturbances by livestock, wild horses and burros, and human activities. These uses are causing significant degradation to upland, riparian, and aquatic ecosystems.

Restoration and management changes are necessary to prevent further habitat loss and degradation. In addition, portions of the project area have recently burned in the Rush

Fire. Dutchman Spring is an existing water development that has recently been redeveloped, however there is no fence to deter pressure from various livestock species.

The riparian area has seen significant decline in vegetative cover and production. The redevelopment and exclusion of livestock will offer clean water availability and improve overall condition of the riparian area.

Fence Specifications are attached.

SOW 2.0 General Scope of Work

The types of services that are to be performed include the construction of BLM Wildlife

Friendly fence.

~North Horse Lake Allotment Fence: Repair/replace approximately 5.7 miles of barbed wire fence to meet wildlife passage needs.

~Dutchman Spring Exclosure: Construct an exclosure fence that meets BLM Wildlife

Friendly standards to exclude excessive utilization from livestock, wild horse and burros, and human activity.

Place of Performance:

~North Horse Lake Fence: 40o 46’47.03” N, 120o 38’23.43” W

~Dutchman Spring Fence: 40o 45’54.63” N, 120o 18’20.08” W

SOW 4.0 Specific Tasks

North Horse Lake Allotment and Dutchman Spring Exclosure Fence Task

Task 1: Driving Posts:

1. Steel T-Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface.

T-Posts shall be driven plumb. When rock formations prevent driving remove anchor plate and excavate or drill holes a minimum of 18 inches in depth with a diameter such that when the t-post is driven, it will be firm and tight in the hole.

2. Steel Pipe: The material shall be drill-stem pipe along with the hardware needed to attach or weld top horizontal bracing. The steel pipe posts do not need to be capped. All pipe post OD diameters may range from 2 3/8” to 2 7/8”. Pipe wall thickness range is .140 to .218 inches. Appurtenances crosspieces or horizontal bracing constructed of pipe will have an OD diameter range of 1 7/8” to 2 7/8”. Refer to drawings for required lengths, diameters, hardware and design needed to construct a corner, end panel and or stress panel.

Task 2: Corner Panel, End Panel and Stress Panel Assemblies: Construct as shown on the drawings, maps or as staked in the field. Rock basket substitution(s) must be approved by the COR. Construct stress panels on crests of hills, and a maximum of 1,320 feet center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs unless shown otherwise on the map drawings. This applies to either steel or wood materials used for construction.

Task 3: Wire: Stretch tightly and securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. The wire shall be free to move through the let down clips as it expands and contracts.

Terminate wire at each end post, gate post, corner post, or stress panel.

Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.

Task 4: Brace Wire: Shall be twisted tight and tie off wire to prevent unwinding.

Task 5: Gates: Shall be installed according to the Work Data Sheet and the drawings.

Task 6: Spiking: For spikes larger than 40d, predrilled lead holes shall be used.

The hole diameter shall be three-fourths the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.

SOW Page 5

Task 7: Fence Repair: Requires repair of existing fencing, including replacing sections of damaged wire; unclipping, splicing, and retightening wire;

repairing or replacing bent wire stays; and straightening or replacing steel posts as needed. Add additional steel posts and wire stays as needed to match existing fence. All leaning sections of fence will require unclipping of wire, resetting steel posts, retightening wire, and re-clipping wire to match existing spacing. All live or dead trees and tall brush will be cleared back to

2’ on either side of fence as necessary to facilitate repair. Contractor shall properly dispose of all damaged wire, wire stays, and steel posts at an approved disposal facility.

Specific Descriptions of each fence project:

North Horse Lake Allotment Fence Repair/Replace

Existing fence was constructed in the 1960’s and has never been replaced. Geography of this area consists of substantial rock and steep terrain. The contractor will work closely with assigned COR in this area. The fence can be repaired by installing pipe braces or rock baskets in place of current braces or as needed to strengthen the fence. Existing T-posts and wire can be reused unless proven to be no longer suitable. Posts will be no more than 16 ft apart unless approved by COR. All wire gates may also need to be replaced. Let down fence will be necessary in identified sections. Necessary let-down clips will be furnished by the contractor. Fence wire spacing will be wildlife friendly including:

• The top wire height above flat ground should be 38 inches.

• The bottom wire must be smooth wire placed 16 inches above the ground.

• The middle wire should be 10 inches above the bottom wire and 12 inches below the top wire.

Dutchman Spring Fence

Construct a new exclosures fence around Dutchman Spring. Steel pipe will be used for corner braces (see specs). The exclosure will have 1 wire gate as seen on the attached map. The contractor will need to work with onsite COR to determine the best path for the fence line. Fence wire spacing will be wildlife friendly including:

• The top wire height 30 to 42 inches (40 inches being ideal).

• The bottom wire must be smooth wire placed 16 to 18 inches above the ground.

• From the bottom wire up, spacing will be 6 inches between the bottom wire and second wire, 8 inches between the second wire and third wire, and 12 inches between the third wire and top wire.

Sage-grouse markers will be required to be installed on the exclosure fence. Markers will be provided by ELFO.
