STATEMENT OF WORK
Provide preventative maintenance and emergency repair/replacement service for heating and cooling systems, Fish Health Branch, U.S. Geological Survey, Leetown Science Center, 11649 Leetown Road, Kearneysville, WV, 25430, as described below and in accordance with the following terms and conditions.
GENERAL TERMS
1. Perform preventative maintenance during normal working hours, 7:30 a.m. through 4:00 p.m., Monday through Friday, excluding holidays.
2. Perform any clean up necessary as a result of routine preventative maintenance.
3. Present a service report for the signature of the Laboratory Chief or his designate at the completion of each visit.
4. Inform laboratory personnel in advance of potential for fumes, odor, excess noise, or other disruption likely during maintenance operations.
Qualification of Bidders
1. All bidders shall be staffed with certified technicians and engineers of the automation system manufacturer. The technicians shall be fully capable of providing instruction and routine emergency maintenance service on all automation system components.
2. All bidders must be authorized distributors of the automation system manufacturer.
3. All bidders shall be able to provide upgrades issued by the automation system manufacturer.
SYSTEMS/COMPONENTS
AIR FILTERS
On a semi - annual basis, perform the following scheduled maintenance:
1. Inspect belts and replace air filters in the building air handling units, as necessary.
2. Filters and belts will be provided by the Government.
AIR HANDLING UNITS / EXHAUST FANS
On an annual basis, perform the following scheduled maintenance:
Starter
1. Inspect wiring for secureness and damage, tighten all connections.
2. Inspect contacts; report condition.
3. Inspect starter for signs of wear, arcing, overheating, etc.
4. Meg motor from starter; record readings L1 to ground, L2 to ground, L3 to ground.
5. Measure and record operating voltage and amperage.
Fan and Motor
1. Inspect flexible connections and ductwork for damage and leaks.
2. Check belts; change as required.
3. Check belt tension and sheave alignment.
4. Lubricate fan shaft bearings.
5. Lubricate motor bearing.
6. Inspect and clean fan wheels as necessary.
7. Inspect for vibrations and unusual noises.
8. Inspect coils, clean as necessary.
9. Inspect coils for leaks.
10. Lubricate dampers.
Unit Structure
1. Inspect secureness of panels; replace fasteners as needed.
2. Inspect structure for corrosion and damage; paint as required.
3. Remove any grease accumulated from bearings on unit structures.
4. Inspect condition of drain pans.
Materials
1. Provide lubricant, coil cleaner, contact cleaner, degreaser, and paint as needed to perform scheduled maintenance.
AUTOMATIC TEMPERATURE CONTROLS
On an annual basis, perform the following scheduled maintenance on all pneumatic controls, thermostats, air compressor, air dryer, AHU controls, controllers, transmitters, etc.:
Air Compressor
1. Change oil.
2. Check belts; adjust or replace as necessary.
3. Check suction filters; replace as necessary.
4. Operate and inspect high pressure safety.
5. Drain tank.
6. Inspect check valve.
7. Inspect unloader assembly.
8. Lubricate motors.
9. Check PE operation and set point.
10. Inspect starter and alternator.
11. Record compressor run time.
12. Clean and paint as required.
Refrigerated Air Dryer
1. Check refrigerant temperature (35O F).
2. Clean condenser and grills in cover.
3. Operate drain trap.
4. Paint as required.
Pressure Reducing Station and Filter
1. Inspect oil filter and change as required.
2. Check particle filters and change as required.
3. Check reducing valve settings; adjust as required.
Chiller, Converter, Pumps, Boiler, and Zone Control
1. Calibrate all controllers as required.
2. Calibrate all transmitters and gauges as required.
3. Check PE switches and solenoid valves.
4. Check control valve.
5. Check switches and auxiliary controls.
HVAC Fan and Terminal Unit Controls
1. Check room thermostats; calibrate as necessary.
2. Check control valves and lubricate as necessary.
3. Check damper actuators and lubricate as necessary.
4. Calibrate all controllers and low limits as required.
5. Calibrate all transmitters and gauges as required.
6. Check auxiliary control devices.
1. Provide belts, paint, suction filters, oil and particle filters, oil, valve and damper actuator lubrication as needed.
AUTOMATION DEVICES
On an annual basis, provide scheduled maintenance for StruxureWare I/A Series by Schneider Electric:
Automation server, workstations and Systems
1. Device database back-up.
2. Provide back-up of system databases.
3. Provide back-up to floppy diskette of archived trend data files for storage.
4. Provide hard disk back-up of data files.
5. Perform disk file maintenance.
Application Controllers
1. Verify system database and modification.
2. Identify modifications to software sequences, set points, schedules, and limits.
3. Update records and database storage files.
4. Verify communications with DDC control network.
5. Verify dial-out capabilities.
6. Provide routine database back-up of all operating controller databases.
7. Verify operation of system control points.
8. Check schedules, sequences and set points.
9. Check sequence of mechanical equipment operation.
10. Check calibration of all controllers and sensors
Application Software and Verification, Consoles and Systems
1. Verify system operation.
2. Verify operation of monitor screen.
3. Verify set-up and operation of trend reports.
4. Verify set-up and operation of archival trend storage reports.
5. Verify set-up and operation of console devices.
6. Verify set-up and operation of remote site dial-up communications.
7. Verify set-up of users, passwords, and privilege levels.
8. Verify set-up and operation of maintenance time reminder applications.
9. Verify operation of print screen documentation capability.
10. Verify synchronization of network clock operations.
11. Verify operation of status log reports.
12. Verify operation of point summary reports.
13. Verify operation of real time graphic displays.
HOT WATER BOILERS
On an annual basis, provide scheduled maintenance for (2) Well-McLain 88 series boilers:
Annual Scheduled Maintenance
1. Brush and vacuum flues and combustion chamber.
2. Inspect refractory; note any defects.
3. Inspect boiler vessel for possible leaks, noting any found.
4. Flush water side of boiler (steam only) to remove loose scale; note any hard scale build-up.
5. Inspect internal parts of low water cut-off and clean as needed.
6. Check automatic feed to boiler.
7. Check fuel piping for leaks.
8. Clean and paint external surfaces as necessary.
9. Operate and check relief valves.
10. Check operating and safety controls.
11. Check operation and accuracy of temperature and pressure gauges.
12. Check electrical wiring and connections on controls and any associated equipment to boiler.
1. Provide gaskets, paint and clean-up materials as necessary.
GAS BURNER
Annual Scheduled Maintenance
1. Inspect and clean combustion and primary air passages.
2. Check all burner linkages; lubricate as required.
3. Check primary and secondary dampers.
4. Lubricate blower bearings.
5. Inspect and clean air intake screens.
6. Inspect blower coupling.
7. Inspect squirrel cage blower blades.
8. Check condition and alignment of belts.
9. Lubricate motor bearings.
10. Test gas lines and gas components for leaks.
11. Test high gas pressure safety.
12. Test air flow switch.
13. Test low gas pressure safety.
14. Inspect ignition assembly and clean as necessary.
15. Inspect pilot orifice.
16. Inspect high tension wire.
17. Inspect and set spark plug gap.
18. Remove, clean and inspect nozzles.
19. Inspect and clean air filter element.
20. Inspect and clean photocell.
21. Test flame detention device.
22. Check scanner view.
23. Test pilot flame failure.
24. Test main flame failure.
25. Test calculated burner efficiency and record.
36. Record O2 percent.
37. Record theoretical CO2 percent.
38. Adjust burner to optimum efficiency.
39. Inspect starter for signs of overheating, arcing, or loose connections.
30. Check all wiring, terminals, and accessories for burnt or loose connections.
1. Provide nozzles, electrodes, and lubricant as necessary.
CONDENSING UNITS
On an annual basis, provide scheduled maintenance for (2) Trane XR12 and (1) Ducan condensing units.
Condenser Fans
1. Inspect tension of belts and adjust and change belts as required.
2. Check alignment of fan and motor sheaves.
3. Lubricate bearings.
4. Inspect condition of fans.
5. Inspect wiring to fans and report any wiring damage.
6. Lubricate fan motors.
Condenser Coils
1. Clean condenser coils.
2. Inspect fins and straighten as necessary.
3. Clean debris from area around coil.
Unit Structure
1. Inspect unit for loose panel doors and replace fasteners as required.
2. Inspect unit for corrosion and exterior damage.
3. Paint exterior of unit as required.
Control Panel
1. Inspect wiring for secureness and damage.
2. Inspect starters for signs of wear, arcing, burns, etc.
3. Inspect electrical connection for tightness.
4. Inspect all contactors; report condition.
5. Meg all condenser fan motors and compressors; record readings: L1 to ground, L2 to ground, L3 to ground.
6. Measure and record amperage and voltage of all motors, including compressors.
7. Check all safety controls, low pressure, high pressure, oil failure, etc.
8. Check operation of any thermostats, lockout, condenser fan, etc.
9. Check operation of head pressure controls and/or controllers.
Compressor
1. Test oil for acidity (semi-hermetic only).
2. Change oil as required.
3. Check terminals for connection tightness.
4. Check oil level in compressors after machine has had time to return oil to compressor.
Air Conditioning Cycle Components
1. Check moisture indicator for moisture.
2. Check superheat on metering device.
3. Check for pressure drops across filter dryers.
4. Check operation of compressor unloaders.
5. Check operation of solenoid valves.
6. Check refrigerant charge.
7. Check entire system for refrigerant leaks and report any found.
8. Remove any oil on lines and components that has accumulated from leaks.
Materials
1. Provide lubricant, grease, oil, refrigerant oil, contact cleaner, degreaser, and paint, as needed.
PUMPS
On an annual basis, provide scheduled maintenance.
Starter
1. Inspect starter for signs of wear, arcing, overheating, etc.
2. Inspect contacts and report condition.
3. Inspect wiring for secureness and damage and tighten all connections.
4. Meg motor from starter and record readings: L1 to ground, L2 to ground, L3 to ground.
5. Measure and record operating voltage and amperage.
Pump
1. Inspect for vibrations and unusual noises.
2. Inspect mounts for secureness and tighten.
3. Check packing. Adjust to a slow drip and record amperage during adjustment.
4. Inspect mechanical seal.
5. Check for proper flow through sealing/flushing lines. Remove and clean filter, as appropriate.
6. Lubricate motor.
7. Lubricate pump. If pump is oil lubricated, change oil.
8. Inspect pump and flanges for leaks.
9. Inspect coupling and alignment.
10. Record discharge and suction pressures.
1. Supply paint, lubricant, contact cleaner and oil, as appropriate.
FAN COIL UNITS AND VAV BOXES
On an annual basis, provide scheduled maintenance for (85) VAV boxes and (9) fan coils.
Fan Coil Units
1. Clean coils, fan and unit interior.
2. Lubricate fan and motor bearings.
3. Check belts and replace as necessary.
4. Check sheave alignments.
5. Check dampers and linkage and lubricate as required.
6. Inspect electrical connections and tighten as needed.
7. Inspect controls and adjust and calibrate as necessary.
8. Check panel and replace fasteners as required.
Reheat Coils
1. Inspect coil and clean as required.
2. Inspect electrical connection and tighten as needed.
3. Inspect relays, contactors, and operating and safety controls.
4. Measure and record operating voltage and amperage.
VAV Boxes
1. Inspect box duct connections; lubricate dampers and linkage.
2. Check minimum and maximum CFM.
Materials
1. Supply paint, lubricant and contact cleaner as needed.

REFRIGERATION UNITS
On an annual basis, provide scheduled maintenance for one Bally walk-in freezer .
Condenser and Evaporator Fans
1. Lubricate bearings.
2. Inspect condition of fans.
3. Inspect wiring to fans; report any wiring damage.
Condenser and Evaporator Coils
1. Clean condenser coils.
2. Inspect fins and straighten as necessary.
3. Clean debris from area around coil.
Unit Structure
1. Inspect unit for loose panel doors; replace fasteners as required.
2. Inspect for corrosion and damage to exterior.
3. Paint exterior of unit as required.

On an annual basis, perform the following scheduled maintenance for (2) DAIKIN WGZ130D water cooled chillers
STARTER
1. Inspect starter components for contact wear, loose connections, burnt areas and arcing.
2. Check dash pot oil, add as necessary.
3. Check motor from terminals.
4. Check voltage to starter
CONTROLS AND SAFETIES
1. Inspect wiring and components for loose connections and arcing.
2. Check operation of vane controls and lubricate.
3. Check operation of indicator lights and alarm.
4. Check operation of anti-recycle timers.
5. Test operation of flow switches.
6. Check oil temperature controls and heaters.
7. Check settings and operation of pressure switches, record settings.
8. Test operation and settings of all temperature safety controls and record settings.
9. Test auto and manual capacity controls.
PURGE UNIT
1. Drain, clean and inspect purge drum.
2. Clean sight glass.
3. Inspect purge float assembly.
4. Check belts for proper alignment, tightness and wear.
5. Lubricate purge motor.
6. Test purge safety switch.
7. Test purge heater.
8. Change filter dryer in purge line.
9. Test purge timer.
10. Meg purge compressor motor.
11. Clean oil separator.
12. Set separator float.
13. Change oil in purge compressor.
14. Test purge operating controls and calibrate as necessary.
15. Check tightness of all mechanical joints and fittings.
16. Check all strainers and orifices in purge system.
17. Test all two-way valves.
18. Inspect float assembly switch.
LUBE SYSTEM
1. Check oil pump motor.
2. Check operation of oil cooling system.
3. Tighten terminal connection oil pump motor.
4. Check operation of the oil heater.
5. Change compressor oil.
6. Change compressor oil filter
7. Clean oil solenoid strainer.
8. Take oil sample for analysis.
9. Check operation of the oil return system.
10. Clean dirt leg.
COMPRESSOR TRANSMISSION, HOUSING AND CONNECTING LINES
1. Leak test entire unit, note any leaks that cannot be repaired by mechanical tightening of joints and / or fittings.
2. Replace filter / dryer in motor cooling line.
3. Check all mechanical joints and fitting for tightness.
4. Inspect transmission, internal piping and wiring (through access plate)
COOLER AND CONDENSER VESSELS
1. Leak test vessels, note any leaks that cannot be repaired by mechanical tightening of joints and / or fittings.
2. Brush condenser tubes.
MACHINE START-UP
1. Check amperage of compressor motor, purge motor and auxiliary oil pump motor locked rotor amps and running load amps and record readings.
2. Check operation of purge and purge any non-condensables from machine.
3. Check refrigerant charge.
4. Record the following: condenser water in, condenser water out, chilled water in, chilled water out, cooler sump temperature, cooler pressure, condenser pressure, oil temperature, oil pressure, cooler level, float chamber level, oil level, bearing temperature, purge drum level, purge drum pressure, chilled water set point and percent load setting
COOLING TOWER
On an annual basis, perform the following scheduled maintenance
STARTER
1. Inspect wiring connections and tighten as needed
2. Inspect terminals for tightness
3. Inspect contacts for signs of wear, arcing, overheating, burns and etc.
4. Check tower fan motor
5. Measure operating voltage and amperage
COOLING TOWER FANS
1. Inspect belt tension and wear, replace as necessary (govt supplied belts)
2. Lubricate fan bearings
3. Lubricate fan motor
4. Change oil in gear box as required by manufacturer
5. Lubricate couplings
6. Inspect motor and fan sheaves for alignment
7. Inspect drive shaft couplings and bearings for wear and alignment.
PIPING
1. Inspect float assembly
2. Check overflow is clean of obstructions
3. Inspect make-up water piping
4. Pull and clean condenser water strainer
UNIT STRUCTURE
1. Inspect for corrosion and damage to exterior and interior
2. Inspect spray nozzles and clean
3. Clean sump and sump strainers
ROOF TOP UNITS
FANS AND MOTORS
1. Inspect tension of belts, adjust and change belts annually (govt. supplied)
2. Check alignment of fan and motor sheaves
3. Lubricate fan and motor bearings
4. Clean any lubricate from motor and fan assembly
5. Inspect fan wheels and clean blades as necessary
6. Inspect motor windings for cleanliness
COILS
1. Inspect condition of coils, clean as necessary
2. Straighten fins, inspect for leaks
3. Inspect filters
UNIT STRUCTURE
1. Inspect unit for loose access doors, replace fasteners as required
2. Inspect for corrosion and damage to exterior
3. Clean exterior of unit as required (excluding ductwork)
4. Inspect roof curbing flashing
5. Inspect flexible connections and ductwork for damage and leaks
6. Inspect interior structure
CONTROL PANEL (S)
1. Inspect wiring terminations for damage
2. Inspect starters for signs of wear, arcing, burns and etc
3. Inspect electrical connections for tightness
4. Inspect all contactors and report condition
5. Check all motors and compressors from respective contactor and starters
6. Measure and record amperage and voltage of all motors including compressors
7. Check all safety controls, low pressure, high pressure, oil failure etc
8. Check operation of all automatic temperature control components (valves, damper motors, sequencers, controllers dampers) and lubricate as necessary
9. Check and calibrate all thermostats and sensors including space, lockout and enthalpy
COMPRESSOR(S)
1. Test oil for acidity
2. Change oil as required
3. Check terminal for connection tightness
AIR CONDITIONING CYCLE COMPONENTS
1. Check moisture indicator for moisture
2. Check superheat on metering device
3. Check for pressure drops across filter dryers
4. Check operation of solenoid valves
5. Check operation of compressor unloaders
6. Check operation of head pressure controllers and controls
7. Check for excessive liquid feeding to suction line accumulator
8. Check operation of reversing valve
9. Check refrigerant charge
10. Check oil level in compressor
11. Leak check entire system for refrigerant leaks, report any found
12. Remove any oil on lines and components that has accumulated from leaks
HOT WATER HEAT
1. Check operation of controls and controllers
2. Check operation of steam traps
3. Inspect for leaks
CHILLED WATER COIL
1. Check operation of controls and controllers
2. Inspect for leaks
ELECTRIC HEAT
1. Check contactors for wear, arcing, burns etc
2. Check for wiring connection tightness
3. Inspect isolators for damage or cracks
4. Check elements and overloads for damage
5. Check amperage on all stages
6. Check operating voltage
SPECIAL CONSIDERATIONS
1. Safety, Environment Contractor will wear proper PPE when necessary and work safely within State and Federal OSHA mandated guidance.
2. The Contractor is required to wear face covering and gloves before entering the building due to COVID 19 until further notice.
3. The Contractor is responsible for providing a written estimate (labor and parts) before beginning any emergency / unscheduled work with the understanding that the final amount of repairs will be determined after all work has been completed.
