STATEMENT OF WORK (SOW)

Fish & Wildlife International Program (FWIP)

Wildlife Trafficking Cybercrime Program (WTCP)

SCOPE

Under this task order, the contractor will provide support services to satisfy the overall training objectives of the U.S. Fish and Wildlife Service/Office of Law Enforcement (OLE). The primary objective is to support OLE, Training and Development Unit (TDU) in conjunction with the USFWS Attaché Training Program (ATP).

These training missions are in support of counter-wildlife trafficking and rule of law missions conducted to support USFWS Attachés, investigations, and illegal wildlife border interdiction in countries supported by FWS Attaches or listed countries in the Eliminate, Neutralize, and Disrupt Wildlife Trafficking Act of 2016 in Africa, Southeast Asia, Central and South America, and Europe. These programs will receive guidance through TDU.

The curriculum, which covers five (5) training days, provides an overview of various wildlife trafficking investigative topics which are reinforced through field exercises. The course focuses on digital evidence, cybercrime investigative techniques, online covert operation considerations, e-mail, social media and online marketplace investigations. Participants learn to extract data from computers and cell phones for analysis. The course includes computer hardware, understanding the internet, tracking IP addresses, email exploitation and tracing, metadata, cached webpages, social media, digital currency, mobile device forensics, legal issues and internet investigations.

It encourages interaction between instructors and class participants and concentrates on exchange of information and techniques by FWS in combating wildlife trafficking using investigative techniques in the United States. Participants are also given the opportunity to use field equipment that supports wildlife investigations. The course emphasizes the importance of developing and maintaining national contacts to exchange intelligence between agencies, this open dialogue throughout the course provides the opportunity for host nations to gain insights on specific wildlife trafficking problems being faced by the participating countries.

Instructors offer techniques and methods available to combat specific wildlife investigative issues. This exchange of intelligence and cooperation on investigations is crucial in combating international wildlife trafficking.

ORGANIZATION

TASKS/SERVICES

The contractor shall:

Under the guidance of TDU, produce up to ten (10) WTCP missions in the remainder of 2022 and calendar year 2023. These ten missions will be held in Peru, Ecuador, Malaysia, Brazil, Uganda, Liberia, Thailand, Mozambique, Kenya and Columbia. Beyond the base year, each option year will have up to eight (8) missions and will be funded prior to the calendar year once INL has approved funding and locations. The training locations will be in Asia, Africa and South America and the breakdown will be similar to the base year’s locations. At the discretion of TDU and INL ONLY, countries may be replaced with prior notice.

Provide instruction team for each course. Vendor will be responsible for ensuring that the instructors are SMEs in the field of digital evidence investigations. Vendor is responsible for payment of instructors for the 5 days.

Travel days are not included as days of instruction.

Coordinate international training under the guidance of TDU. This includes coordination of participant lodging and meals. The contractor is expected to provide a hotel package that is inclusive of three on-site meals per day for each participant. The contractor is expected to provide meeting space to include break service (two per day), Internet and A/V equipment. The contractor is expected to provide interpreters, if needed. The number of participants for each training mission will not exceed twenty (20). Prior to incurring any of the above listed expenses for the participants and mission support, contractor personnel must obtain written authorization from the COR that approves purpose and estimated costs to ensure compliance with the INL budget allocation.

Prepare cables for international training for TDU to send to embassies. Cable templates will be provided by the

TDU.

Coordinate travel for the instruction team. All travel will be arranged by the vendor and funded each year by the US Govt. All travel will comply with the GSA and FTR rules to include the Fly America Act.

Facilitate lectures, discussions, demonstrations, workshops, classroom, laboratory, and practical exercises for advanced and/or complex law enforcement courses and topics. The TDU will supply participant laptops, computers and other items needed for classroom instruction and practical exercises. The contractor is expected to store, prepare and ship computers and other classroom equipment relating to each training mission.

Establish and maintain liaison with individuals at TDU involved in performing training related tasks. Attend meetings and reviews and comment on, curricula, instructional methods/techniques, instructor qualifications, utilization of training aids, adequacy of facilities/equipment, etc. These meetings are planned to be held virtually.

Establish and maintain liaison with foreign government officials, embassy staff, non-governmental organizations (NGOs) and other state/federal/foreign conservation partners in coordination of foreign training and capacity building missions.

Coordinate training needs assessments, analyze data, evaluate and identify specific technical training needs, and recommend appropriate changes, modifications or additional, specialized and/or safety training to TDU personnel to assure compliance with best practices, standards and policies. This curriculum assessment should be conducted by the instruction team prior to the delivery of each mission. Vendor is responsible for staying on top of developments in the field, researching and/or developing new teaching techniques in law enforcement;

and conducting comparative studies of law enforcement training being provided by other law enforcement agencies and educational institutions. All curriculum, including updates, continue to be property of the US Fish and Wildlife Service, Office of Law Enforcement, Training and Development Unit.

Use virtual and or in person courses to satisfy the training requirements. Use the TDU approved online platform for virtual training if needed. Use the TDU approved Learning Management System for course content.

Purchase, receive, store, assemble and ship all kits for donation to participants. Each class should not exceed 20 participants. Equipment list will be provided by TDU. Kits are not to exceed $300 per student or $6,000 total for 20 participants. The instruction team should have one identical kit per instructor for demonstration purposes.

Contractor makes decisions that are in the best interest of the mission, Service and TDU to accomplish the training mission. Contractor research training needs and consults with others to solve problems under the guidance of Service Attachés and TDU.

KEY PRODUCT CLAUSE

ALL training products will remain the property of the Training and Development Unit and will not be reproduced or shared without TDUs permission. The contractor(s) may not retain, after separation, any equipment, work product or training materials produced in support of the TDU Attaché Training Program and the FWS International Program (FWIP).

KEY PERSONNEL CLAUSE

The key personnel specified below in this contract are considered to be essential to work performance. The vendor must submit in writing at least 45 days prior to postponement or cancellation of any specified training mission for inability to perform.

The contractor shall notify the TDU and submit a justification for the diversion or replacement request to alter training missions and the impact on performance under this contract. The contractor shall not divert or otherwise replace key personnel on training missions without the written consent of TDU. TDU will approve all contract instructors for this task order.

DELIVERABLES

• Logistics and instruction for up to ten (10) WTCP international missions for 20 participants each course, for the remainder of calendar year 2022 and base year of 2023. Countries include Peru, Ecuador, Malaysia, Brazil, Uganda, Liberia, Thailand, Mozambique, Kenya and Columbia * Lesson plans and course materials provided

• Instruct in person training courses (virtually, if requested by the TDU and/or US Embassy)

• Use TDU virtual training platform and learning management system

• Use TDU approved lesson plans and course material for each course

• Coordinate with TDU and OLE Attachés for each training mission

• Manage entire course of instruction

• Provide interpretation services for training missions in countries where English is not the primary language

• Utilize TDU current contract holder and ensure presentations are translated into host country language for use by interpreters for each training mission * Current translation contract holder will bill the TDU directly for translation services.

• Coordinate travel for WTCP instruction team in support of all WTCP missions

• Secure visas and vaccinations for instructor team *Travel insurance and non-required vaccinations are the responsibility of the vendor or traveler. US Govt will not reimburse for insurance and any NON-required vaccinations

• Procure, receive, store, assemble and ship Cyber kits for participants * Kits are not to exceed $300 per student or $6,000 total for 20 participants. Kit equipment list will be provided by TDU

• Responsible for invitational cable for each course and getting Leahy vetting list of participants

• Recommend changes to Power Point presentations 90 days in advance of training missions

• Provide post course trip report, testing and evaluations

• Provide post course media to be utilized by the Service and TDU to promote training accomplishments

• Report on success stories of participants

CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED

The best-qualified instruction team member should have:

• Prior digital evidence investigations experience

• Prior digital evidence forensic analysis experience

• Prior wildlife law enforcement investigative experience

• Prior international training experience

• International travel experience

• Prior law enforcement experience

• Prior wildlife law enforcement experience

• Federal Law Enforcement Training Center (FLETC) training experience

• LE leadership training experience

• Experience developing training for law enforcement

• Ability to manage training scheduling system

• Proficient in Microsoft Office software programs i.e. PowerPoint, EXCEL, Word, CLIN 1: {Project Coordination – (Part time Position)

TDU will work with governments and partners around the world to implement the capacity-building activities.

OLE has Attachés in and or near the countries where training will take place who can assist the contractor in the implementation of this project. It will be essential for the contractor to work with the Attachés and TDU to ensure the project has adequate oversight and is effectively implemented. The contractor will be responsible for financial and progress reporting requirements. The risks to success for this project component are navigating the continued challenges of the COVID-19 pandemic which may prevent some planned activities and travel from happening over the next couple of years.

PERIOD OF PERFORMANCE

The period of performance includes a base year beginning October, 2022 and ending September, 2023 plus 2 option years. Option years must be agreed to by both parties no later than March 31st during the active contract.

PLACE OF PERFORMANCE

Office of Law Enforcement, Training and Development Unit, Federal Law Enforcement Training Center (FLETC), Glynco, GA will be the reporting office. Remote work is required. No remote office space will be provided by TDU.

OPERATIONAL HOURS

Work will be performed to satisfy all WTCP missions. Work will be performed to satisfy the Tasks/Services and Deliverables in this Statement of Work excluding foreign recognized holidays.

OVERTIME

Overtime and Compensation (Comp) Time in lieu is is not authorized.

ESTIMATED TRAVEL ASSIGNMENTS

This task order is estimated to have 24 virtual and/or in-person international training missions over the life of this program (8 per year). Each international training mission will be 5 training days in duration in foreign countries.

The vendor will be required, or as directed by the TDU, to travel to each training location. If the course is being conducted virtually through an online platform the contractor will produce the training mission from a remote office.

Travel may be required to attend mission related and TDU meetings. Prior to incurring any travel expenses for the instructional team, contractor personnel must obtain written authorization from the COR that approves approximate travel, dates, expected duration, origin and destination, purpose, estimated costs and the number and names of contracted personnel traveling. Contractor travel, authorizations and expense reports shall be prepared and processed in accordance with the Federal Travel Regulations (FTR).

All authorized travel costs will be reimbursed in full by the US Government utilizing GSA foreign per diem rates.

GOVERNMENT-FURNISHED EQUIPMENT, BADGE, KEYS AND/OR FACILITIES PROVIDED

• The Government will provide contractor personnel with PIV Smart Card for only those needing access to the virtual private network (VPN).

SECURITY CLEARANCE/POLICE CHECK/DRIVING RECORD CHECK

National Agency Check and Inquiries background investigation performed which requires (responsibility of Contract Company or third party entity for single proprietor):

• NCIC check

• Provide prior background security clearance from previous agency

REIMBURSABLE EXPENSES (TRAVEL, CONFERENCE, TRAINING, EQUIPMENT OR

MATERIALS, ETC.)

Travel is is not required. The contractor will be required to travel in support of the tasks described in this statement of work. Prior to incurring any travel expenses, contractor personnel must obtain written authorization from the Contracting Officers Representative (COR) that approves approximate travel, dates, expected duration, origin and destination, and purpose. Contractor will arrange all travel to and from the training mission. Contractor may invoice up to the established GSA domestic and State Department foreign per diem rates. Contractor expense reports shall be prepared and processed in accordance with the Federal Travel Regulation (FTR).

NON-PERSONAL SERVICE STATEMENT

Contractor employee performing services under this order, and under the guidance of TDU staff, will perform independent of and without the supervision of any Government official. Actions of contractor employee may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control inspection and acceptance of the completed work.

GOVERNMENT PROJECT OFFICER

The Government Project Officer will provide general instructions on limitations and deadlines, and is responsible for administration of the task order in compliance with the contract to include inspection and acceptance of deliverables.
