Statement of Work: HVAC Service S.O. Conte Anadromous Fish Research Laboratory, Turners Falls, MA
1. Introduction: The Conte Anadromous Fish Research Laboratory (CAFRC) has a requirement to establish an HVAC service contract. The contract will include four main parts:
A.) Performance of annual periodic maintenance (PM) tasks on various HVAC systems at the facility. Regular preventative and predicative maintenance will also be covered in this part of the contract. (HVAC systems include but may not be limited to Hot Water boiler and accessories, forced hot air systems, air handling systems, direct expansion Air Conditioning units, walk in cooler and freezer, propane and electric unit heaters, VAV systems and Automated Logic Building Automation System (ALC BAS).)
B.) An agreement to respond to service and repair calls throughout the year at a fixed hourly rate for labor plus the cost of parts or materials. A fixed hourly rate will be provided for emergency response and afterhours/weekend work.
C.) An agreement to monitor and perform simple programming in Automated Logic Controls (ALC) building automation system (BAS) when such requests are made from the Facility Manager (FM) to ensure proper operation and to make modifications in the system to accommodate changing environmental conditions. A fixed hourly rate will be determined for controls work.
D.) An agreement to use authorized ALC contractors to replace proprietary equipment, add new equipment and perform complex programming and maintenance to BAS.
ALC will bill the client for these services.
A site visit will be scheduled for interested parties. Attendance is not mandatory but is highly recommended. Some equipment is in remote spaces, and some have special access requirements.
2. Background: CAFRC has numerous HVAC systems which differ greatly in age, some being recent upgrades and some original to the facility’s construction in 1990. It is essential to the mission of the facility to have these systems working properly to ensure the success of their vital work. The facility consists of four main buildings and one outbuilding, wherein all HVAC systems are to be included in this bid. All systems must be regularly inspected, serviced and monitored and any downtime must be as minimal as possible. The contractor must be experienced in the ALC BAS system and be able to troubleshoot and make adjustments to schedules, setpoints and other minor changes in programming. Service calls to complete repairs may occur outside of normal business hours. The contractor must be committed to making the facility’s proper operation a high priority and have the necessary resources to fulfill this requirement.
3. Scope of Work: The following is a list of all the buildings and the equipment which are to be included in this bid and the required periodic maintenance where noted. All regular maintenance will be performed during quarterly visits.
The periodic maintenance (PM) visits will be scheduled for September, December, March and June. The equipment list is marked with the initial of the month in which the PM is to be performed (S, D, M, J).The contractor will be responsible for adhering to this schedule, and contact the COR via email to determine dates for service.
