STATEMENT OF WORK

I. GENERAL INFORMATION

A. Introduction:

The USGS St Petersburg Science Center requires the removal and installation of new laboratory-grade flooring for the sediment laboratories located on the 2nd floor of the Getting building, located at 600 4th Street South, St. Petersburg, FL 33701.

B. Background:

The sediment laboratories will be remodeled with new surfaces, cabinets, and equipment. Before this happens, the aged flooring currently installed in the space will need to be replaced. The space encompasses one major lab and a second ancillary lab located adjacent to the main lab. The calculated total area is approximately 1830 sq. ft.

C. Scope:

The contractor shall furnish all labor, materials, equipment, and supervision required to complete the removal of the old flooring, and the installation of the new flooring. The contractor is responsible for off-site disposal of all packaging material and flooring debris. Removal of the old flooring shall include removal of the VCT/skim and flashing. The floor to be installed should be a rubber-based, durable, slip-resistant, sound-absorbing flooring that is also easy to maintain. The flooring will also be aesthetically pleasing, and we will be given a choice of colors from which to select.

The requested flooring replacement is Phase 2 of a three-phase laboratory renovation of the Getting Building laboratories. The flooring needs to be Mondo Harmoni or similar product such that there is consistency in the wear and durability, cleaning and maintenance requirements, and visual continuity for all portions of the sediment laboratories.

D. Solicitation:

During the period of solicitation, vendors will be able to request a site visit to view and measure the spaces. Vendors will coordinate with the on-site building manager and appropriate U.S. Geological Survey staff on all facets of installation. There are no IT systems affected, therefore FISMA and Section 508 do not apply.

II. WORK REQUIREMENTS

a. Physical Specifications: The flooring needs to be rubber-based product at least 3mm thick and come in rolls that can be seam-welded. The flooring will need to come up on each wall (6-inch Cove Flashing) in case of chemical spills. The color will be chosen be representatives of the USGS SPCMSC. The seam welding rod should match the color of the flooring. The walls will have an MP 100 adhesive Cap/stick for coving base. The flooring must be installed with clean, finished cuts around all existing beams, drains, and piping. The flooring must be installed to minimize seams. All seams and edges must be straight and parallel to the walls. The flooring must be flush with underlayment with no bubbles, ridges, or curling.

b. Durability: The flooring should be highly durable, as it will be installed in a laboratory setting. It should meet the abrasion resistant factor of ASTM D3389, and the high-stain and chemical resistance standard ASTM F925.

c. Comfort and Noise: The floor should meet the noise absorption qualities for improved acoustics – ASTM E2179, and have anti-fatigue properties.

d. Safety: The flooring should have excellent anti-fungal and microbial resistance properties, as well as slip-resistance standards that comply with ADA 302 Floor and ground surfaces and have a Class 1 fire rating – ASTM E648.

e. Warranty - A written warranty shall be provided for work and materials that provides for replacement or repairs for manufacturing defects, discoloration, cracking, warping, or installation deficiencies.

III. SUPPORTING INFORMATION

a. Place of Performance:

b. Period of Performance: All old flooring shall be removed, and new flooring installed and functional within thirty days after receipt of notice to proceed.

A. Special Considerations.

1) The work completed under these specifications shall be on the highest professional quality and craftsmanship. Installation work shall be performed during normal working hours when practicable. Coordination with the Government Technical Liaison is necessary when deviating from normal work hours. Work will not be scheduled on Federal holidays unless approved by the Government Technical Liaison.

2) Requirements for room preparations must be stated clearly in writing, and outline of whether vendor will provide or whether customer will provide these aspects.

3) Permits with the appropriate city officials will need to be obtained by the vendor.

4) Engineering drawings verified by qualified engineers will need to be obtained by the vendor.

5) Government Technical Liaison shall provide access to building and installation location.

6) The Vendor shall submit to the Government Technical Liaison a written schedule of construction for the project. The schedule shall indicate the dates the Vendor and/or Subcontractors shall be on site and dates (or number of days from start) that major milestones shall be accomplished.

7) The successful bidder will be fully licensed and bonded, according to federal and state requirements.

8) The use of subcontractors will be evaluated by the Facilities chief – Kyle Kelso at the USGS SPCMSC. If the subcontractor fails to meet the qualifications and licensing standards required by the USGS, we have the right to refuse site access to subcontractors.

9) Due to the ongoing COVID pandemic, the USGS has requested proof of vaccination for all employees and subcontractors. If subcontractors are not vaccinated, then the subcontractor must have a negative COVID test within three days before entering the building. If contractors or subcontractors are unable to provide proof of vaccination or proof of a negative test, then they will not be allowed in the building until they can provide proof.

10) A site visit to the facility is highly recommended to view the space and calculate the accurate area to be covered.
