STATEMENT OF WORK

SPCMSC FACILITY RENOVATIONS

I. GENERAL INFORMATION

a. INTRODUCTION. The Department of the Interior (DOI), U.S. Geological Survey (USGS), St. Petersburg Coastal and Marine Science Center (SPCMSC) located at 600 4th Street S.

St. Petersburg, FL 33701 has a requirement for three (3) site modifications which include but are not limited to the conversion of office space to a lactation space for nursing mothers in the Young building, construction of a room for IT equipment storage in the Studebaker building and testing and modification to a breezeway between the Studebaker and Getting buildings.

b. BACKGROUND. The SPCMSC has several areas within the facility that require modification or adaptations to accommodate current requirements of center staff. The Studebaker building, which was built in the early 1920’s, underwent its last major renovation in the mid-1980’s. The Getting building, built in the mid-1990’s, has not been renovated since original construction. The Young building, built in 2007 requires one office modification to accommodate the growing number of nursing mothers we have at the facility. Additional modifications to the facility will be requested in years to come to meet the needs of center scientists and staff.

c. DEFINITION/APPLICABLE DOCUMENTS.

i. Attachment 1 Site Pictures

ii. Attachment 2 Drawings

d. SCOPE. The contractor shall provide all materials, labor, equipment, travel and supervision necessary to measure, design and renovate three separate areas of the facility:

i. Convert Site 1, an office space to a lactation space for nursing mothers in the Young building.

ii. Construct Site 2, a room for IT equipment storage in the Studebaker building.

iii. Expansion of a breezeway between the Studebaker and Getting buildings.

II. WORK REQUIREMENTS

a. TECHNICAL REQUIREMENTS

i. Design Services

1. Provide a design and schematic with draft specifications and visual representation of completed plan to the USGS Facility Manager or USGS Technical Liaison for review and approval.

ii. SITE 1: Lactation Space Requirements and Construction

1. Partition Build – One office in the facility will be split into two equal separate spaces by the construction of 100”+/- wall with a locking 36” wide one-hour fire resistant door and installation of key code lock on outer door. The wall height will be approximately 9’ and will not extend to the ceiling. The wall should consist of 20-gauge steel framing, 18-gauge steel tracks with 5/8” type x drywall covering. This is to provide a secure space within the room for nursing mothers to feel safe to conduct lactation pumping, while the other part of the room can be accessed by others who will be storing items in the cubbies/lockers and refrigerator. Baseboards will need to be installed to match the existing building design.

2. Lighting – Fixtures (baluster) may need be added to the space to ensure adequate lighting in both partitions within the room.

3. Storage – Storage cubbies or lockers will be constructed/installed to provide a place for nursing mothers to store gear. Six cubby units with lockable doors stacked two high will be installed along the newly built interior wall. The dimensions of the cubbies should be 12” W x 18” D x 36” H. The cubbies should have hinged doors that are lockable with a padlock system. The cubbies should have shelves and hanging hooks. The shelves must be constructed of hardwood or high-quality laminate.

4. Shelving and a Mirror – Shelving will be constructed and installed in the common room to provide a place to set personal items while nursing. This is to include personal property shelving, and decorative shelving.

5. Sink -A sink will be installed with a deep basin to provide a place for washing and sanitizing gear and hands. The sink will need attached counter space with drying rack/area to allow temporary storage of equipment and supplies. The sink will include hot water on demand system. Drainage for the sink will need to be run to the adjacent office through the wall. Water supply is available but will require the tapping into the copper line.

6. Refrigerator/Freezer Combination – A combination refrigerator-freezer will be installed to allow for nursing mothers to hold personal items. The refrigerator-freezer should have an approximate capacity of 14 ft3.

7. Painting & Wallpaper – The space will be painted and/or wallpapered according to specifications of the SPMSC lead.

8. HVAC Modification – The HVAC system will need to be modified to accommodate the separation of the space into two areas. Additional ducts may need to be installed in the main HVAC ductwork so both sides of the partition have adequate HVAC.

9. Electrical Modification – The electrical system that powers the appliances and fixtures in the lactation space will require inspection regarding load usage. If the current breaker is not sufficient to support the added appliances the electrical system will need to be upgraded per code.

iii. SITE 2: IT Secure Storage Room Requirements and Construction

1. New Room Construction - Construction of a room to house, store, repair, and test government IT equipment on the 2nd floor of the Studebaker building. The approximate size of the room will be 25ft x 15ft. Room walls will be built using 20-gauge steel framing, 18-gauge tracks and 5/8” type x drywall. The wall height will not extend to the ceiling. The approximate height will be 9ft. A 36” wide, one-hour fire-proof door with key code lock will need to be installed for access into the space. The walls will need to match existing interior spaces, including decorative tempered glass caps and poplar or furniture-grade pine wood molding with correct paint patterns and colors.

2. HVAC Modification – The construction of the space may require the modification of the HVAC flow to ensure the space is properly climate controlled. The modification may include adding supply ducts to the main air supply ductwork.

3. Lighting and Power – Additional lighting, receptacles and wiring may be required to be added to the newly created space.

iv. SITE 3: Breezeway Expansion Requirements and Construction

1. Concrete Pad - Between the Studebaker and Getting buildings is an open-air breezeway with a concrete pad that will need to be extended to the North fence line. The approximate size of the required concrete pad addition is 400 square feet. The concrete pad must have a 3200-psi minimum and must be tied into the existing pad with #5 rebar or equivalent. Prior to concrete install the existing vegetation will need to be removed.

2. Ceiling Fan(s) – Ceiling fan(s) are to be installed in the ceiling to help cool the space in the warm summer months. The fan or fans need to be of adequate size to provide cooling to the entire breezeway space, both existing and proposed spaces. The fan(s) will need to be designed for exterior use. Electrical supply may need to be evaluated to determine load on the supplying breaker.

3. Shrubbery - Shrubbery, suitable for the sun exposure and Florida climate, will need to be installed along the fence line opposite the space that will receive the concrete pad. The approximate linear feet of the privacy shrubs will be 25 feet. The vegetation will need to be tall enough to provide privacy from 6th Avenue South vehicle and pedestrian traffic.
