BUSHKILL PA 18324 Statement of Work (SOW) for Re-graveling Mountain Rd

1. Project Overview

This Statement of Work (SOW) outlines the requirements for the regraveling of Mountain Rd.

The project involves hiring a contractor to deliver, spread, and compact a 4-inch layer of gravel across the entirety of Mountain Rd, which measures 18 feet in width and 3.4 miles in length.

2. Objectives

The primary objective of this project is to ensure that Mountain Rd is properly maintained and safe for vehicular traffic by replenishing the gravel layer. This will involve:

• Delivery of suitable gravel for road construction

• Even spreading of gravel across the specified area

• Proper compaction of gravel to ensure durability and safety

3. Scope of Work

The contractor will be responsible for the following tasks:

3.1. Gravel Delivery

• Procure and deliver sufficient gravel to cover 3.4 miles of Mountain Rd at a depth of 4 inches, considering the road's 18-foot width.

• Ensure the gravel meets the material specifications outlined in this SOW.

3.2. Spreading of Gravel

• Evenly spread the gravel across the entire length and width of Mountain Rd.

• Ensure a consistent depth of 4 inches of gravel across the road.

3.3. Compaction

• Compact the spread gravel to ensure a solid, durable surface that is resistant to wear and erosion.

• Achieve compaction standards suitable for supporting vehicular traffic without significant deformation or displacement of the gravel.

4. Material Specifications

The material used for this project must comply with the following specifications:

A. Pennsylvania Department of Transportation – Specifications – Publication 408 (latest version).

B. All aggregate must meet the specifications for Course Aggregate as defined in Section 703.2 of the Penn DOT specifications. It must meet the definitions of stone and gravel. The use of slag is strictly prohibited. The aggregate must conform to Table B - Course Aggregate Quality Requirements (Type C or better), and Table C - Size and Grading Requirements, ensuring compliance with state standards for road construction materials.

5. Sampling and Testing

• Sampling and testing for quality of all materials furnished in this contract will be the responsibility of the Contractor/Vendor to assure compliance with the specifications.

The Contractor/Vendor will be responsible for providing test results attesting to the gradation of materials delivered. Contractor shall also provide certification that the aggregate complies with PennDOT Specification 703.2 Table B, C, and D. Contractor is responsible for sampling and testing in accordance with Standard Specifications for Highway Materials and Methods of Sampling and Testing of AASHTO and supplements.

Certified test reports and proof of compliance with these specifications shall be provided to the Contracting Officer’s Representative upon award of contract. Contractor shall provide test results from an independent testing laboratory. The NPS retains the right to perform additional acceptance testing. Material failing to comply with the quality requirements will not be accepted and shall be loaded and removed from the park by the Contractor/Vendor, and replaced with materials meeting these specifications. The NPS will not assist in removal of unsuitable materials delivered to the site.

6. Compaction and Installation:

• Compaction Requirement: The 2A modified stone should be compacted to achieve a minimum of 95% of the Standard Proctor Density (ASTM D698) or Modified Proctor Density (ASTM D1557) as applicable. The choice between Standard or Modified Proctor test standards depends on the project requirements and soil conditions.

• Layer Thickness: For effective compaction and strength, the 2A modified stone is typically laid and compacted in layers not exceeding 4 to 6 inches before compaction.

This ensures uniform compaction throughout the depth of the material.

• Compaction Equipment: The use of appropriate compaction equipment, such as vibratory rollers or plate compactors, is crucial for achieving the required density. The equipment size and type may vary based on the project scale and the layer thickness.

• Moisture Content: Optimal moisture content is essential for achieving maximum compaction. The material should be kept at or near its optimum moisture level during compaction to facilitate the packing of particles.

7. Testing and Verification:

• Density Tests: After compaction, density tests will be conducted to ensure that the compaction meets the specified requirements. This can involve taking samples for laboratory testing or using in-situ testing methods like nuclear density gauges.

• Acceptance Criteria: The project specifications will detail the acceptance criteria based on the density tests, ensuring the 2A modified stone layer provides a stable and durable base.

5. Safety Program

The Contractor/Vendor shall be responsible for employee safety on the work site, establishing an effective accident prevention program, and ensuring a safe environment for all personnel and visitors. This includes:

• Reporting all accidents or injuries to the Contracting Officer.

• Installing protective barriers and taking measures to prevent unauthorized site access.

• Ensuring no hazards to park visitors during work execution.

5.1 Accident Prevention Plan

Before material delivery, submit an accident prevention plan to the Contracting Officer for approval, including:

• Name of responsible supervisor

• Safety meeting schedule

• First aid procedures

• Hazard assessments

• Training and qualifications of employees

• Emergency planning

• Accident reporting procedures

• Compliance of vehicles, equipment, and tools with DOT and OSHA regulations

• Personal Protective Equipment requirements

5.2 Protection of Property

The Contractor must:

• Avoid unnecessary conflict or potential hazards to road users, NPS employees, or park visitors.

• Be liable for any damage to government infrastructure or property caused by their personnel or equipment.

• Bear the cost of repair or replacement for any damage caused.

6. Deliverables

• A fully regraveled Mountain Rd meeting the specifications outlined in this SOW, including the material specifications.

• Documentation of materials used, including gravel type, quantity, and compliance with the specified material standards.

• A completion report detailing the work carried out, any challenges encountered, and the final condition of the road, confirming adherence to the Material Specifications.

8. Standards and Acceptance Criteria

The work will be considered complete and satisfactory when:

• The entire length and width of Mountain Rd is covered with a compacted layer of gravel 4 inches deep, meeting the material specifications.

• The gravel surface is even, without significant dips or mounds, and free of loose stones that could pose a hazard to vehicles.

• Inspection by the hiring entity or their representative confirms that the work meets the specified standards, including the Material Specifications.

10. Contractor Requirements

• The contractor must have experience in road graveling projects and possess the necessary equipment for gravel delivery, spreading, and compaction. Proof of insurance and adherence to all local regulations, safety standards, and material specifications as outlined in this SOW is mandatory.

11. Additional Terms and Conditions

• Provide a state-approved scale certificate at delivery time, certifying scale approval prior to hauling any stone aggregate.

• Submit "original" weigh master tickets for stone aggregate hauled from the supplier.

Loads without original tickets, showing stored weights, or with altered tickets will be rejected.

• Ensure weigh tickets include the driver's signature, truck number, weigh master's license number, and signature.

• Comply with maximum legal weight limits on Pennsylvania or New Jersey Roads to avoid fines for overweight vehicles.
