Scope of Work East and West Wing Roof Replacement Riis Beach Gateway National Recreation Area-PMIS #320102
1.0 BACKGROUND AND EXECUTION
This action will replace the roof systems at the Riis Beach East and West Wing Buildings. These buildings were constructed in 1932 as part of a municipal costal recreation area called Jacob Riis Beach Park. The buildings were ancillary structures to the Riis Bathhouse and are historically and significant. The existing roof systems have passed their serviceable life cycle and need to be replaced to protect the historic resources.
Water intrusion is damaging the plywood decking that is attached to the original plank decking in place on both buildings.
This damage will spread to the original roof members. The water intrusion in the East Wing Building is beginning to cause damage to the historic interior fabric.
1.1 Goals
This contracted action will replace the roof with a historically accurate representation of the original roof covering system and the Yankee Gutters around the perimeter of both buildings. This will protect the integrity of the significant historic and cultural resource, maintain safe interior areas for employees and visitors, and improve the appearance of the resources to support Visitor Experience Strategic Goals.
2.0 PERIOD OF PERFORMANCE
July 10, 2024 - October 30, 2024
Market research indicates that all materials are readily available and lead times should not be an issue.
The offeror is responsible for notifying the NPS if availability of materials has changed since market research was conducted when their proposal is submitted.
Due to NEPA stipulations regarding nesting shorebirds, roofing activities shall not begin before September 15, 2024.
3.0 MATERIAL AND INSTALLATION REQUIREMENTS
3.1 Finish roof system shall be EcoStar Majestic Niagara Slate in Federal Gray or approved equivalent product.
3.1A Roof system installation shall be code compliant to withstand pressures due to wind. This facility is classified as ASCE 7-22 Table 1.5-1 risk category 1. The roof shall be installed to withstand wind speeds of up to 110 miles per hour.
3.1B Roof system shall be UL listed Class C fire resistance (UL 790)
3.1C Roof system shall be UL Class 4 impact resistant (UL 2218)
3.1D Roof system shall be rated for Prolonged UV exposure (ASTM G155)
3.1E Roof system shall have an available 50-year limited material warranty available.
3.2 Open roof valleys on the east wing building shall be lined with 22-gauge W-type copper flashing attached with threaded copper nails.
3.3 Gables ends shall be edged with 22-gauge copper drip edge attached with threaded copper nails.
3.4 All perimeter shall install Glacier Guard 100- Ice and Water Shield.
3.4A Ice and water shield shall be applied in rows of 36” wide sheets along all eaves and rakes.
3.4B Ice and water shield shall have 6” lab at end joints.
3.5 Underlayment shall be AquaGuard Synthetic Felt or equivalent.
3.5A Underlayment shall applied in 48” wide sheet over the complete roof deck. Ice and water shield shall be lapped a minimum of 4” by the underlayment.
3.5.C Underlayment shall not be exposed to weather for more than 180 days after installation.
3.6 Two-piece, 16-gauge copper Yankee Gutter shall match the existing gutter profile.
4.0 TASKS
1. The contractor shall remove all existing roof tiles, valley metal, gutters and underlayment from the East and West Wing Buildings at Riis Beach. All resulting debris shall be removed from the Park and disposed of in accordance with Local, State, and Federal Guidelines.
2. The contractor shall remove any damaged or unserviceable sheathing materials after inspecting the substrate with the NPS COR.
3. The Contractor shall replace any damaged or unserviceable sheathing materials.Contractor shall include labor and materials cost for replacing 95 sheets of 7/16” roof sheathing in the BASE BID.
4. The contractor shall install all underlayment, ice shield, roof metal, and gutters in accordance with manufacturer’s specifications.
5. The contractor shall place roof tiles in accordance with manufacturer’s specifications.
5.0 MATERIAL SALIENT CHARACTERISTICS
5.1 Tiles are made of Starloy™ an 80% recycled rubber and plastic compound with appropriate colorants and UV stabilizers, at 10” (254 mm), 12” (305 mm) or 14” (356 mm) widths by 22” (559 mm) long and tapered from 1/4” (6 mm) to 5/8” (16 mm) thickness.
5.2 Roofing underlayment recognized for use as an alternative to Type 30 roofing underlayment, consisting of spun bonded polyolefin coated with a layer of U.V. stabilized polyolefin on both sides, meeting requirements of ASTM D2626, referred to as 30 lb and without perforations.
5.3 Ice and Water Shield shall be a self-adhesive Granular Surface 100 (55-mil), or Smooth Surface High
Temperature 300 (40-mil) a composite membrane consisting of fiberglass-reinforced rubberized asphalt laminated to an impermeable polyethylene film layer (Smooth Surface High Temperature) or coated with a granular surface providing maximum skid resistance (Granular Surface).
5.4 Underlayment fasteners shall be corrosive-resistant, plastic-capped roofing nails with a minimum plastic cap diameter of 1” (25 mm). Fasteners shall be 90° to the roof deck and shall not be under or over driven.
5.5 Tiles shall be fastened with ring shank roofing nail that comply with manufacturer’s specifications.
6.0 DELIVERABLES
6.1 Division 1 Submittals
The following submittals shall be forwarded to the Contract Officer within 2 weeks of award. The government shall review and return Division 1 submittals within 2 calendar weeks of receipt.
1. Safety Plan
2. Letter designating the Project Superintendent or Foreman
3. Tentative construction schedule based on researched materials lead times.
4. List of any subcontractors working on the project
5. Quality Control Plan
6.2 Product Submittals
The following product submittals shall be forwarded to the contract officer within 3 weeks of award. The Government shall review and return Product Submittals within 2 calendar weeks of receipt.
1. Proposed roofing tiles
2. Proposed underlayment
3. Proposed ice and water shield
4. Proposed fasteners
5. Proposed roof metal
6. Proposed gutter material and shop drawings
7.0 PLACE OF PERFORMANCE
Work will take place at Jacob Riis Beach Park at Bay 3 and Bay 5.
8.0 EVALUATION FACTORS
A. The successful bidder shall provide 3 relevant project references.
B. The successful bidder shall provide a completed Contract Price Schedule.
C. The successful bidder shall hold a Roofing Trade License.
D. The successful bidder shall provide a project schedule based on product lead times.
9.0 PAYMENT
A Contact Price Schedule shall be furnished by the contractor before the start of work. Progress Payments shall be based on work completed per the Contract Price Schedule
10.0 PROJECT CLOSEOUT
A. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish.
B. Revegetate areas that are damaged due to the work of this contract to original condition.
C. The contractor shall leave the site clean and free of left-over materials. At time of final inspection, project shall be thoroughly clean and ready for use.
D. The contractor shall provide 2 bundles of composite slate for attic stock.
The following warranty information shall be submitted within 2 weeks of final acceptance of work.
1. One-year installation warranty
2. Manufacturers’ materials warranty
11.0 SUBSTANTIAL COMPLETTION AND FINAL ACCEPTANCE
Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection. Upon receipt of written request that project is substantially complete, the Contracting Officer or his/her designated representative, will proceed with inspection within 10 days of receipt of request or will advise the Contractor of items that prevent the project from being designated as substantially complete.
When work is determined to be substantially complete, the Contracting Officer or his/her designated representative, will prepare a list of deficiencies ("Punch List") to be corrected before final acceptance. The Contracting Officer or his/her designated representative will issue a Letter of Substantial Completion. If work is not determined to be substantially complete, the Contracting Officer will notify the Contractor in writing. After completing work, the Contractor shall resubmit certification and request a new final inspection.
If, following final inspection, the work is determined to be substantially complete, the Contracting Officer or his/her designated representative will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion. Contractor shall complete the work described on the list of deficiencies within 30 calendar days, as weather permits. If the Contractor fails to complete the work within this time frame, the Contracting Officer or his/her designated representative may either replace or correct the work with an appropriate reduction in the contract price or charge for re-inspection costs.
When all deficiencies have been corrected and the written warranty has been received, the Contracting Officer or their representative will issue a Letter of Acceptance.
