Southwestern Indian Polytechnic Institute Statement of Work

IPM Services 12 November 2024

1. General Requirements

1.1 Introduction

The Southwestern Indian Polytechnic Institute (SIPI) requests Integrated Pest Management (IPM) services to campus buildings, designated communal areas, landscaped areas, maintained grass areas adjacent too/or within the campus loop road. A full building list is attached as APPENDIX A. Contractor shall provide the services in accordance with this statement of work (SOW). Any item(s) of work, inspections, parts and service listed in this statement of work (SOW) shall not be construed as limiting the contractor to those items but rather as minimum requirements.

1.2 Location

SIPI is located at 9169 Coors Blvd. NW, Albuquerque, NM 87120.

1.3 Performance Time

The base period of performance shall begin on 1 February 2025 and proceed through 31 January 2026, with four (4) subsequent option years and may be revised as deemed necessary by the Contracting Officer (CO).

The periods of performance are as follows:

Base Period: 1 February 2025 – 31 January 2026 Option Period 1 (OY1): 1 February 2026 – 31 January 2027 Option Period 2 (OY2): 1 February 2027 – 31 January 2028 Option Period 3 (OY3): 1 February 2028 – 31 January 2029 Option Period 4 (OY4): 1 February 2029 – 31 January 2030

Contractor hours of operation at SIPI shall commence no earlier than 8:00 a.m. (MST) and continue no later than 5:00 p.m., Monday through Friday or as agreed upon between the contractor and the Contracting Officer Representative (COR). All work shall be coordinated through the COR including work that may need to be scheduled after hours and weekends.

Holiday Schedule: If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.

Federal Holidays:

Pest Managers shall provide a written plan which will serve as an IPM SERVICE PROGRAM.

Role of IPM Program Manager

- Prevent pest problems through no pesticide means as much as possible.

- Monitor each pest habitat to determine pest population, size, occurrence, and natural enemy population, if present. Identify decisions and practices that could affect pest populations. Keep records of such monitoring.

- Set for each pest at each site and identify in an IPM implementation plan, an injury level, based on how much biological, aesthetic or economic damage the site can tolerate.

- Consider a range of potential treatments for the pest problem. Employ no pesticide management tactics first. Consider the use of pesticides only as a last resort and select and use pesticides only within an IPM program and in accordance with the provisions of this section. No regulated pesticides or pest control devices may be used on campus property unless they are applied by persons certified and licensed in the applicable pesticide applicator category by the New Mexico Department of Agriculture (NMDA).

- Monitor treatment to evaluate effectiveness. Keep monitoring records and include them in the IPM implementation plan.

- Keep current on IPM technologies.

2. Scope of Work

The contractor shall furnish all supervision, labor, materials, tools, supplies, equipment, transportation and applicable licenses and permits necessary to perform quality Integrated Pest Management (IPM) services at Southwestern Indian Polytechnic Institute. IPM services shall be performed in a manner that will ensure the health and general well-being of the public, students and SIPI personnel.

The primary objective of the IPM program is to achieve and maintain long term, environmentally sound pest control through the use of a wide variety of technological and management practices. These practices include inspection/surveillance, identification, exclusion, trapping, communication, sanitation, biological and mechanical means of control, and where appropriate, application of pesticides as well as recommendations for structural and procedural modifications intended to eliminate the food, water and shelter available to pests. Frequency of treatments for all services will be determined by IPM Manager for the campus facilities and buildings maintained free from pests and properly controlled.

An all inclusive (materials, truck charge, labor etc) rate shall be provided for emergency treatment, within 24 hours of any areas notated in Appendix A and other areas notated in other sections of the SOW if the COR is notified by SIPI staff of a need for emergency requested services for items listed below that are between regular service visits by the contractor or their subcontractor.

2.1 Integrated Pest Management

A. The contractor’s IPM Program shall address maintaining abatement of the following pests:

1. Indoor and outdoor populations of cockroaches, ants, fleas, ticks, mites, spiders, silverfish and other insects, arachnids, and arthropods.

2. Individuals of all excluded pest populations that are incidental invaders inside the specified buildings, including winged termite swarmer’s emerging indoors.

3. Mosquitoes, Bees of varying species, Wasps of varying species and other indoor /and outdoor populations of winged stinging insects including nests, native to New Mexico and Albuquerque metro area.

4. Nesting Swallows, Nesting Geese, Cranes, Pigeons and other flying aviary not protected by state or federal laws, mechanical means of deterring from nesting, defecating on roof top equipment and roofing membrane material

5. Snakes, all species, poisonous, non-poisonous, native to New Mexico and surrounding areas not protected under state or federal law, abatement by means of deterrent and or trapping, keeping snakes to the outer perimeter of the building campus locations.

6. Prevention, monitoring and treatment for Bedbug services in Bldg. 113 (Four Winds Lodge) and Bldg. 114 (Golden Eagle Lodge), contractor shall provide all-inclusive cost for preventive, monitoring and treatment of the entire dormitory building and its complete furnishings located in each room at Four Winds Lodge and Golden Eagle Lodge respectively.

7. Pockets Gophers, moles, voles and other subterranean pests identified and located on SIPI campus.

8. Indoor and outdoor populations of mice, rats and other disease carrying pests identified and located on SIPI campus.

2.2 Detail of Services

The contractor’s IPM Program shall use safe, effective, environmentally sound methods including biological/genetic/cultural control, mechanical/physical control, and where necessary, the judicious use of least hazardous pesticides. All services shall conform to the requirements specified herein.

A. Insect Control

1. The contractor shall use non-pesticide methods of control wherever possible. Trapping devices, rather than pesticide sprays, shall the standard method for indoor fly control.

2. As a general rule, the contractor shall apply all insecticides as “crack and crevice” treatments only, defined in this contract as treatments in which the formulated insecticide is not visible to a bystander during or after the application process.

3. Application of insecticides to exposed surfaces or as space sprays (fogging) shall be restricted to exceptional circumstances where no alternative measures are practical. No surface application or space spray shall be made while visitors, students, and SIPI personnel are present. The contractor shall take all necessary precautions to ensure visitor, student and SIPI employee safety, and all necessary steps to ensure the containment of the pesticide to the site of application.

4. Bait formulations shall be the standard pesticide technology for cockroach and ant control, with alternate formulations restricted to unique situations where baits are not practical.

5. Sticky traps shall be used to guide and evaluate indoor insect control efforts wherever necessary.

Use of Pesticide for insect control

1. The application of all pesticides shall adhere to all federal, state and local laws and regulations, including all applicable Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), state/local regulatory guidance on pesticide storage, disposal and applications.

2. Pesticides shall be applied according to the methods, rates and precautions on the manufacturer’s label.

3. Pesticide application shall be according to need and by schedule. As a general rule, application of pesticides in any inside or outside area shall not occur unless visual sighting, inspection or monitoring devices indicate the presence of pests in that specific area.

4. When pesticide use is necessary, the contractor shall employ the least hazardous material, most precise application technique, and minimum quantity of pesticide necessary to achieve control.

5. Pesticides shall only be applied by personnel with a Commercial Pesticide Applicator Certificate or License.

6. The contractor shall not store any pesticide product on the job site.

7. The contractor shall obtain the approval of the COR prior to any application of pesticide liquid, aerosol, or dust to exposed surfaces, or any space spray treatment. The contractor shall take all necessary precautions to ensure tenant and employee safety, and all necessary steps to ensure the containment of the pesticide to the site of application. Other than crack and crevice treatments, no liquid, aerosol, or dust applications shall be made while tenant personnel are present.

B. Rodent Control

1. Indoor trapping

As a general rule, rodent control inside buildings shall be accomplished with trapping devices only. All such devices shall be concealed out of the general view and in protected areas so as not to be affected by routine cleaning and other operations. The contractor shall check all trapping devices for rodents in frequency deemed necessary by the IPM Manager and shall dispose of the rodents in an appropriate manner.

Use of Rodenticides for Rodent control

The contractor shall use rodenticides in circumstances when rodenticides are deemed essential for adequate rodent control inside buildings. All rodenticides, regardless of packaging, shall be placed either in locations not accessible to children, pets, wildlife and domestic animals, and in EPA-approved tamper-resistant bait boxes. As a general rule, rodenticide application outside buildings shall emphasize the direct treatment of rodent burrows wherever feasible. Contractor shall be responsible for the dispose of dead rodents and shall do so in an appropriate manner. On occasion treatment of storm and/or sanitary drains may be required, this will be accomplished using appropriate methods for such treatment.

Use of Bait Boxes for Rodent Control

All bait boxes shall be maintained in accordance with EPA regulations, with an emphasis on the safety of non-targeted organisms. The contractor shall adhere to the following:

a. All bait boxes shall be placed out of the general view, in locations where it will not be disturbed by routine operations.

b. The lids of all bait boxes shall be securely locked or fastened shut.

c. All bait boxes shall be securely attached or anchored to floor, ground, wall, or other immovable surface, so that the box cannot be easily picked up or moved.

d. Bait shall always be secured in the feeding chamber of the box and never placed in the runway or entryways of the box.

e. All bait boxes shall be labeled on the inside with the contractor’s business name, phone number and address, and dated by the contractor’s technician at the time of installation and each servicing.

f. The contractor shall install and maintain bait boxes where ever is deemed necessary by the IPM manager, inside and/or outside of buildings for rodent control including, but not limited to, the vicinity of dumpsters, roll-off containers and trash compactors around the Bldg 100, Bldg 107, Bldg 104, Bldg 109, Bldg 113, Bldg 114. There are approximately eight (8) dumpsters, roll offs and compactors at SIPI.

g. Contractor will assess current number of bait boxes and replace obsolete, damaged or add additional to meet IPM goals for SIPI campus facility.

h. Contractor will identify all bait box locations per building on floor plans provided by

SIPI.

C. Pest Aviary/Bird Control

All buildings will be assessed before placement and or implementation of preventative maintenance and or maintenance measures/repairs of existing installations such as commercial repellent, bird spikes, netting or other means of deterrent designated by the IPM manager.

Contractor will designate areas of usage and what method will be used to abate Pest Birds on campus buildings.

Contractor shall assess, modify, and/or repair existing netting installation and address maintenance personnel access to under canopy lighting fixtures by boom lift so as not to damage netting but to allow maintenance personnel access to lighting fixtures easily, while still serving the purpose of a nesting mitigation.

Contractor will follow and adhere to all federal, state and local laws and regulations deemed applicable to the capture, removal, repelling of Pest Birds identified to SIPI campus and according the prescribed method therein:

1. Use of Commercial Bird Repellents for Pest Aviary/Bird control

Bird repellants shall be non-toxic, non-lethal and harmless to metal structures, sealed masonry and ornamental metal and shall not be harmful to people, pets and children. SDS will be provided to COR for approval of usage.

2. Use of Commercial Bird Spikes for Pest Aviary/Bird control

Dense, transparent needle strips to block pest from their landing areas. Contractor shall place bird spikes in accordance to all applicable federal, state and local laws and shall not be harmful to people, pets and or children.

3. Use of Commercial Netting for Pest Aviary/Bird control

Netting method is to prevent birds from entering covered areas for nesting purposes. Netting must be manufactured from knotted polyethylene twine, flame resistant and suitable to the environment being placed in. Netting will not interfere with the aesthetics of SIPI campus buildings.

D. Snake/Reptile Control

All buildings within the campus loop road will be assessed for habitation and before any placement of any commercial repellent, trap or other means of deterrent designated by the IPM manager. Contractor will designate areas of usage and what method will be used to abate snakes in the area interior to the campus loop road and all designated areas of occupation by students, staff and visitors. Contractor will follow and adhere to all federal, state and local laws and regulations deemed applicable to the capture, removal, repelling of poisonous and non-poisonous snakes identified to SIPI campus and according the prescribed best practices.

E. Bedbug Prevention, Monitoring, Inspection and Treatment

Building 113 (Four Winds Lodge) and Building 114 (Golden Eagle Lodge) will be assessed for habitation and before any placement of any commercial repellant or abatement pesticide by the IPM manager. Quarterly Bed bug inspections will be done to a random room on each wing, each direction, each floor, each building. A report of findings will be drawn up with identifying information, what building? What wing? What floor? What room? or any pertinent information for preventative maintenance purposes.

F. Gopher/Mole or Burrowing Pest Monitoring, Trapping & Removal Services

The gopher, mole or burrowing pest removal process consists of identifying existing tunnels and placing mechanical traps well below the ground surface, covering and tagging area and identified on grounds map provided by SIPI of approximate locations of traps. Traps are to be checked often then replaced in location of gopher activity. No pesticides or chemicals are to be used and all materials must be environmentally safe. Once an area is deemed clear of any burrowing pests the mounds must be leveled out in that area, to reduce trip and fall hazards.

SIPI natural resources program shall be coordinated with at the beginning and during each trimester period for any research projects being conducted to ensure areas of interest and use by the program are not interfered with by pest control services technician or their subcontractors.

3. ADDITIONAL INFORMATION:

The Contractor shall be able to provide the following:

1. Vendor must provide their own mechanical traps; any traps lost or stolen during the trapping are not the responsibility of Southwestern Indian Polytechnic Institute.

2. The invoice must contain cost for trapping the gophers as a per gopher fee.

3.1 Minimum Qualifications

Licensing, Insurance, and Credentials

i. Current Insurance Certificate

ii. Current state licenses of all personnel that provide service to the site.

iii. Any other validations or credentials of site services

3. Work Place Safety

Due to the nature of the educational environment of the facility and daily operations, all work shall be in accordance with common safe work practice.

The Contractor shall comply with all applicable Federal laws and with such additional measures as the Contracting Officer may find necessary. The Contractor is required to implement a ZERO INJURY PROGRAM for this project.

4. Deliverables and Reporting Requirements

Approved or agreed upon pesticide list, labels, and SDS. Labels and SDS of all pesticide materials used or that might be used for covered or ancillary pests are listed on a master list, electronic and binder format.

Service Reports and Treatment Records: All captured data from each service event is placed in a report to ensure work has been accomplished.

Changes to pesticides used. In the event that changes have to be made to the chemicals used, contractor shall provide the COR with the SDS sheet and justification on why the change is requested.

5. Contracting Office Representative (COR)

6. Progress Payments

Payments shall be made in accordance with the payment provisions contained in the base contract.

9. Invoice Submission

Payments shall be made via the Governments Invoice Processing Platform (IPP) System. Submit courtesy invoice (via email listed below) to COR for review of accuracy and approval to submit for IPP processing. Invoices shall be submitted monthly. Improperly prepared invoices shall be returned to the contractor, resulting in delayed payment.

As a minimum, a properly prepared invoice shall include:

I. Invoice date and invoice number II. Purchase Order Number and line item number

III. Contract name, address, and telephone number

10. Clearance Requirements

The Contractor shall obtain personal identification passes for all employees and vehicle passes for all contractors’ vehicles requiring entry onto SIPI campus, if required by SIPI Safety & Security Department.

The Contractor must complete required documents and submit it through the COR to the BIE Personnel Security Office for adjudication. An escort shall be provided by SIPI if needed and will be assigned at that time in order for service to start but only on a temporary basis while background clearance processing is completed and approved.

If deemed applicable by SIPI Safety & Security Department, vehicle registration, proof of vehicle insurance and a valid driver’s license must be presented for all vehicles to be registered.

11. Background Clearance

The contractor’s supervisory/lead personnel shall complete BIE PerSec clearance request package through SIPI Human resources department upon award and shall ensure follow up until completion.

12. Safety & Security

Contractor/Employee Identification, Sign-In and Safety Orientation

A. All employees shall sign-in/out at the Facilities Department prior to beginning services and end of services. Employee(s) will require an escort until background clearance has been approved.

B. All employees shall wear a nametag or other identifying apparel.

C. All employees shall go through SIPI’s Safety Orientation the first time they provide services on the SIPI campus. This is to be completed by the Security Department.
