1.0 Background on the Government’s Requirement
The Clear Creek Administrative Site (CCAS) is located within the Bureau of Land Management’s Clear Creek Administrative Management Area in San Benito County, California, approximately 35 miles east of King City, CA. The CCAS houses an asbestos decontamination facility where personnel, vehicles, and equipment can be decontaminated of possible exposure to naturally occurring asbestos present across the Management Area.
Currently, water is supplied to the CCAS via batches of hauled water which are routinely delivered to an existing water tank via trucking. The hauled water effectively supplies all site uses for the facility including potable uses, showers and the vehicle/equipment wash.
A need exists to supply the CCAS with water that will be pumped and conveyed from a newly constructed well, located approximately 1,500 feet north west of the decontamination facility.
In addition, a need exists to install new plumbing and reroute existing site plumbing to create two different water systems, both of which will be supplied with water from the new well. The potable system will provide water to the decontamination building while the other, non-potable system will utilize the existing storage tank to supply all other uses at the site including the vehicle/equipment wash, the fire suppression system in the decontamination building, and exterior site plumbing fixtures.
In support of these needs this contract will also furnish and install all materials needed for other requirements listed elsewhere in this Statement of Work. Such work includes construction of a prefabricated structure with reinforced concrete foundation, general earthwork site improvements, retrofitting an existing water storage tank for improved sanitary function, and all plumbing and electrical work needed for function of other project components.
The plans, objectives, and scope of work presented in support of this contract are subject to results from the also required step-drawdown pump test. Should the safe or sustainable yield as determined by that test result in a safe or sustainable yield of less than two (2) gallons per minute, further consultation may be required with a likely modification of contract needed.
2.0 General Scope of Work
The awarded contractor will perform a variety of construction services to include:
• Completing a step-drawdown pump test on the existing well
• Equipping the current well with a submersible groundwater pump and necessary appurtenances
• Installing a reinforced concrete pad and pre-fabricated structure at the well site
• Installing hydropneumatic tanks at the well outlet
• Installing High Density Polyethylene (HDPE) pipe between the well site and the
CCAS
• Retrofitting an existing water tank for plumbing upgrades
• Installing other site plumbing as needed to separate systems for different site uses
SOW Page 3
• Completing all electrical work needed to complete project objectives
Place of Performance:
All work associated with this contract will be accomplished at the well site, the CCAS facility, and the pipeline alignment between them.
The existing well is located at 36.3614°, -120.7780° (Latitude, Longitude). The CCAS is located roughly 1,500 feet away from the well site at 36.3592°, -120.7740°.
Period of Performance:
Upon award, the selected contractor shall complete and deliver results of the well test (Task 1) to the Contracting Officer’s Representative (COR) within thirty calendar days of award. The awarded contractor will then have up to thirty calendar days to receive COR approval on all items listed on the submittal schedule.
Contractor is advised that precipitation events and freezing temperatures are likely November through April. Conditions may not be advisable for construction during these months. However, construction may be allowed during these months upon COR approval.
After receiving COR approval of all requested submittals, including construction schedule, a notice to proceed (NTP) will be given for construction activities. All construction activities shall be completed within 120 days of receiving the NTP.
3.0 Overall Objective
The overall objective of this contract will be to construct and make operational the water system, as described herein.
Making the water system operational will require the contractor to test and equip the existing well, recently constructed by the United States Geological Survey in 2020. It will also require the contractor to construct a building around the well site, install a conveyance line from the well to the CCAS facility, and complete all plumbing and electrical upgrades create the two water systems as described.
