STATEMENT OF WORK

CERC ACID HOOD DUCT REPLACEMENT

I. GENERAL INFORMATION

a. INTRODUCTION. The Department of the Interior (DOI), U.S. Geological Survey (USGS), Columbia Environmental Research Center (CERC) 4200 New Haven Road, Columbia, MO 65202 has a requirement for the modification of exhaust ducts and to disassemble and unhook the exhaust blower fans and assembly and move to a different area for both the A-3 main building and C-3 building acid hoods.

b. BACKGROUND. The Columbia Environmental Research Center (CERC) conducts research needed to address national and international environmental contaminant issues and effects of habitat alterations on aquatic and terrestrial ecosystems. The A3 Main Building at the CERC is a 34,019 square foot research laboratory building that houses several research laboratories, office space, and a 6,000 square foot research wet laboratory.

The center recently had two acid hoods installed in the facility's wet labs. Months after the install, the center noticed large amounts of corrosion fluid leaking out of the fume hood duct work on both acid fume hoods. The center had stainless duct work installed for one hood in the A-3 main building and the C-3 hood they left the original duck work. Both hoods have corrosion that is dripping down the hood.

c. DEFINITION/APPLICABLE DOCUMENTS. N/A.

d. SCOPE. The contractor shall provide all materials, labor, equipment, travel and supervision necessary to disconnect the fume hood exhaust stack at the top of the fume hood in the A-3 Main building wet-lab and remove and dispose of the existing duck work. The contractor shall disconnect the fume hood exhaust stack at the top of the fume hood in the C-3 building and remove and dispose of the existing duck work.

The contractor shall install new corrosion resistant exhaust duct (see below) from the acid fume hood output exhaust. The new duct shall route up and extend thought the closest window on the north side of the roof top in A-3 wet lab. The contractor shall remove the exhaust fan from the west side of the roof and reinstall it on the north end of the roof.

The contractor shall remove and replace the acid fume hood duct in the C-3 building.

II. WORK REQUIREMENTS

a. TECHNICAL REQUIREMENTS

i. DEMOLITION.

1. The contractor shall be responsible for demolition of existing mechanical aspects of the fume hood duct work which will be removed to make room for retrofit duct work.

2. Disposal shall be in accordance with all local, state, and federal regulations.

ii. CONSTRUCTION.

1. Existing site conditions.

a. The existing fume hoods are located in laboratory room A-3 wet-lab and C-3 lab 06. Access is through a standard double door entryway. Access to the roof is available via an outdoor stairway located on the south side of the building.

b. Electrical. The load panel for the A-3 main building fume hood is P-1 breaker 17. The load panel for the C-3 building fume hood is panel 3 breaker 18.

2. The contractor shall disconnect the fume hood exhaust stack at the top of the fume hood in the A-3 Main building wet-lab and remove and dispose of the existing duck work. The contractor shall disconnect the fume hood exhaust stack at the top of the fume hood in the C-3 building and remove and dispose of the existing duck work.

3. The contractor shall install new corrosion resistant exhaust duct (see below) from the acid fume hood output exhaust. The new duct shall route up and extend thought the closest window on the north side of the roof top in A-3 wet lab. The contractor shall remove the exhaust fan from the west side of the roof and reinstall it on the north end of the roof.

4. The contractor shall remove and replace the acid fume hood duct in the C-3 building.

5. Mechanical.

a. The contractor shall provide and install 12” PVDC (polyvinylidene chloride) exhaust duct designed specifically for use with highly corrosive acids such as nitric and hydrochloric. Couplings, connectors, hangers, supports, and other items that may come in contact with fume hood exhausts shall be appropriate for use in highly corrosive environments. Duct route shall minimize angles and distance as much as possible. Where possible a minimum of three feet straight pipe shall precede any elbow. A zero-pressure weather-cap shall be installed instead of a cone shaped or gooseneck termination. Duct shall be installed in accordance with NFPA 45 and NFPA 91 and in accordance with Federal, State, and local fire codes.

b. The contractor shall be responsible for all penetration through the building’s roof. The roof is a low slope, nearly flat surface, constructed of a PUF. Penetrations through the roof shall be coordinated with and be approved by Weathercraft P.O. 105108 Jefferson City Mo. 65110 Phone # 573-635-0141. All materials used for sealing roof penetrations shall be approved by the roof manufacturer and professionally installed by skilled craftsmen trained on the installation of PUF. The contractor shall take all necessary precautions to protect the roof from damage. Any damage that occurs to the roof from work on the roof shall be repaired by the contractor at no additional cost to the Government.

c. The contractor shall uninstall then reinstall the roof-top exhaust fan and stack to the north end of the building to the closest point where the fume hood in the A-3 wet-lab stack shall meet.

b. GENERAL REQUIREMENTS

i. Schedule. Within five (5) calendar days after the notice to proceed is issued, the Contractor shall submit in writing to the USGS Technical Liaison a schedule of construction for the project. The schedule shall indicate the dates of the periods of time that the Contractor intends to be on site. The schedule shall indicate the dates that major components of the work will be accomplished. When preparing the schedule, the Contractor shall consider lead times for utility outages, permit requirements and material/ equipment procurement, and shall consider the permitted hours of work indicated in Time of Work Performance clause. The Contractor shall notify the USGS Technical Liaison immediately if any anticipated on-site date is expected to change from the original schedule. The Contractor shall be responsible for determining the labor staffing levels needed to complete the project by the established delivery date.

1. The A-3 and C-3 buildings are occupied during normal working hours. The contractor shall make every effort to minimize fume hood down time and disruption to the normal operation of the laboratory.

ii. A pre-construction conference will be scheduled after contract award.

iii. The contractor shall maintain the work site in a clean and neat manner. All materials to be discarded shall be removed from the building and grounds at the end of each workday. There is inadequate storage space at the work site to provide storage for large items. The contractor shall make provisions for storing or scheduling delivery of large items. If necessary, the contractor may temporarily park a storage trailer at the site at a location agreed upon by the contractor and the project manager.

iv. The contractor shall be responsible for the transportation and disposal of all debris and material to be discarded from the worksite and the facility. The facility does not have adequate trash receptacles for such items. Should the contractor desire to place on site a dumpster to facilitate debris and material removal a request to the project manager, including the size of container and anticipated dates needed, shall be given a minimum of 48 hours in advance of the scheduled date. The project manager will identify an acceptable location for placement of the dumpster.

v. All equipment and materials furnished and installed by the contractor shall be approved by Underwriters Laboratories, Inc., and shall be UL-Listed.

vi. The contractor shall furnish all materials necessary for this work. The contractor shall provide all labor for the complete installation of the retrofit including restoring all surfaces to their original condition. Any damages that occur as a result of this work shall be corrected by the contractor at no additional cost to the Government.

vii. The contractor or subcontractors shall be manufacturer-approved installers for any roofing work that may be necessary.

c. WARRANTY. The Contractor shall warranty all workmanship to meet the specifications set forth in this Statement of Work. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 12 months from the date of Government acceptance.

d. DELIVERABLES.

i. Prior to the Government accepting the work on this project the contractor shall ensure that the fume hood is certified by an independent firm that is licensed to certify fume hoods in the State of Missouri. The fume hood shall be certified to be in compliance with ASHRAE-110 and face velocity average between 80 and 120 FPM. Testing shall include, at a minimum; inflow (face velocity profiling, air-flow smoke testing, and cross draft airflow resting.

1. The contractor shall provide the completed test report to the CERC project manager and install a label on the fume hood that indicates that the fume hood passed testing requirements, the date of the tests and the name of the person who conducted the test and certified the test results.

2. CERC has all campus fume hoods certified annually by Ace Laboratory Systems, 1550 South Kingshighway Blvd, St. Louis, MO 63110, telephone # 314-771-7272. Contractors are not required to use this firm for testing. This information is provided only as a recommended.

ii. The contractor shall provide start up and verification of proper operation of the fume hood with new independent exhaust system.

iii. The contractor shall provide operators manuals (minimum of 2) and training on the fume hood’s exhaust system operation to a minimum of two CERC employees.

III. SUPPORTING INFORMATION.

a. GOVERNMENT FURNISHED PROPERTY (GFP): None.

b. SECURITY. Building access shall be coordinated with the Facility Manager or USGS Technical Liaison.

i. TBD at award

c. PLACE OF PERFORMANCE. USGS, Columbia Environmental Research Center (CERC), 4200 New Haven Road, Columbia, MO 65201

d. PERIOD OF PERFORMANCE. 30 days ARO

i. The time stated for completion shall include final cleanup of the premises.

e. SPECIAL CONSIDERATIONS

i. The CERC normal facility business hours are 7:00 AM to 4:30 PM, Monday thru Friday.

1. The contractor shall perform the work during NORMAL hours only. Exceptions shall be requested a minimum of 48 hours in advance. Contractor shall minimize to the maximum extent possible the period of time for fume hood duct and blower installation. The specified time of day in which the work may be performed is:

a. Weekdays (Monday-Friday) from 7:00 a.m. to 4:30 p.m.

b. Work shall not be completed on Federal holidays.

ii. Utility/Service Interruptions: The Facility Manager and USGS Technical Liaison shall be notified not less than 3 calendar days in advance of any interruptions of building utility/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the USGS Technical Liaison.

iii. The contractor shall be responsible for complying with all National, Federal, State and local laws, codes and regulations in connection with the execution of the contract.

iv. Contractor is responsible for visiting the worksite to verify measurements and to ascertain the nature and location of the work to be performed and the general and local conditions which can affect the work or the cost thereof. Failure to do so will not relieve the contractor of his responsibility for estimating properly the difficulty or cost of successfully performing the work.

v. Occupancy: During construction the Government will occupy the existing facility. The contractor shall not restrict nearby pedestrian or vehicular traffic to this facility and shall coordinate construction with the Contracting Officer to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations.

vi. Any changes affecting the scope of work shall be originated from and approved by the Contracting Officer.

vii. All materials and workmanship shall be subject to the inspection and approval of the USGS Technical Liaison. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional Cost.

viii. Final inspection and acceptance shall be performed with the contractor, on site by the USGS Technical Liaison upon completion of job performance.

ix. MATERIALS. The contractor shall furnish all supplies, materials, and equipment necessary for performance of the work included in this contract unless otherwise specified. Materials and supplies to be used shall be commercially available products of reputable manufacturers or suppliers and shall be of a quality to conform to applicable Federal Specifications.

x. SPECIFICATIONS. In any case of discrepancy in the specifications, the matter shall be immediately submitted to the Contracting Officer, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at his own risk and expense. Any changes affecting the scope of the work shall originate from and be approved by the Contracting Officer.

xi. SCHEDULING CONTRACT WORK. The contractor shall make necessary arrangement with the Facility Manager and USGS Technical Liaison to perform the work and shall arrange and schedule his work so that the minimum amount of interference with government activities will result.

xii. USE OF BUILDING FACILITIES. The contractor may use utility services and toilet facilities of the building subject to approval of the Facility Manager.

xiii. CONDITIONS AFFECTING THE WORK. It will be the responsibility of the contractor to inspect the site, determine quality of work involved. Compare the specifications with the work to be done, and inform themselves as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the successful contractor from the necessity of furnishing any materials or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government.

xiv. EMPLOYEES. The contractor shall be responsible at all times for the supervision and control of the employees that may be assigned to render services under the contract. Fully qualified work personnel shall be available for work on the date this purchase order begins and shall be maintained throughout the period of performance.

xv. LICENSES-PERMITS. The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses or permits, and for complying with any Federal, State, and Municipal laws, codes and regulations in connection with the execution of the work.

xvi. ACCIDENT PREVENTION AND FIRE HAZARDS. The contractor shall take all necessary precautions to prevent fires or injury to the public, building occupant(s), or damage to property of others during the performance of this contract. For the purpose of this contract, the public or building occupant shall include all persons not employed by the contractor or a subcontractor working under his/her direction. If welding is required, permission shall be obtained from the COTR.

xvii. INDEMNITY. The contractor shall confine all work on Government premises to areas authorized or approved by the Contracting Officer or COTR. The contractor shall save and keep harmless and indemnify the Government against any and all liability claims, and costs of whatsoever kind and nature of injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole or part from the negligent acts or omissions of the contractor.

xviii. GREEN ACQUISITIONS. The USGS is committed to promoting the natural environment and protecting the health and well-being of people. In the performance of work under this contract, the Contractor shall exert its best efforts to provide services in a manner that will promote the natural environment and protect health and well-being. Green purchasing or environmentally preferable contracting includes the initiatives described below:
