1.0 PROJECT INTRODUCTION
1.1 General
Services performed under this contract shall be performed in accordance with applicable regulations (Federal, State and local) and accepted industry standards.
1.2 Location
The performance location is the Cliffside Facility at 13301 Brickplant Road, Amarillo, TX
79124. The Cliffside Facility is approximately 15 miles North West of Amarillo, Texas.
1.3 Period of Performance
The period of performance is one base period from May 2nd, 2021 through September 30th, 2021
Option period one is from October 1st, 2021 through September 30th, 2022. Option period two is from October 1st, 2022 through September 30th, 2023.
1.4 Background
Plant operations at the Cliffside Facility continuously produce hazardous liquid waste and used filters. The Cliffside Facility requires hazardous waste disposal services to remove these liquids and filters from the facility as well quarterly servicing of a solvent vat.
1.5 Summary of Work
When requested by the Contracting Officer (CO) or Contracting Officer Representative (COR), the Contractor shall provide hazardous waste removal and disposal services including servicing the solvent vat, removing and disposing of used filters and oil-soaked material, and vacuuming and disposing of waste liquids. The used filters and oil soaked materials are stored at the
Cliffside Facility in waste containers. The Contractor shall remove these containers with the waste and provide replacements. Some of the waste will require chemical analysis to determine the proper method of disposal.
1.6 Contractor Qualifications
The Contractor shall be regularly engaged in the collection and disposal of hazardous waste from industrial facilities. The Contractor shall meet all regulatory and permitting requirements for vehicles, personnel, and the company. Contractor employees shall have the necessary training, equipment, personal protective equipment, and licensing to perform the work required by the contract The Contractor must be available to pick up waste within 72 hours of BLM/COR request unless an earlier timeframe is specified in the Project Requirements.
2.0 PROJECT DETAILS
2.1 Project Requirements
A. Service solvent vat.
Supply a minimum 60-gallon solvent vat including hose with a brush attachment, a work light and service with 150 °F solvent. Service is required approximately every three (3) months. Service shall be performed when requested by BLM/COR.
B. Remove and dispose of used amine filters.
Supply containers for storage of used amine filters. Remove and dispose of all used amine filters into supplied containers. Service is required approximately every six (6) months. Service shall be performed when requested by the BLM/COR.
C. Remove and dispose of miscellaneous used oil filters.
Supply containers for storage of used oil filters. Remove and dispose of all used oil filters located in supplied containers. Service is required approximately every six (6) months.
Service shall be performed when requested by BLM/COR.
D. Remove and dispose of oil-soaked material.
Remove and dispose of oil-soaked materials into containers supplied by Contractor.
Service is required approximately every six (6) months. Service shall be performed when requested by BLM/COR.
E. Remove, analyze, and dispose of used coalescing filters on the feed gas separators.
Remove, analyze, and dispose of all used coalescing filters from the feed gas separators on the helium enrichment unit. Filters will be located in supplied containers. Analyze and dispose of according to analysis results. Service is required approximately every six (6) months. Service shall be performed when requested by BLM/COR.
F. Replace waste containers removed during disposal.
Provide new containers to replace those removed during disposal.
G. Vacuum Service – remove waste liquids from three 500-gallon tanks.
One 500-gallon tank is located at the pipeline compressor; one is at the Helium
Enrichment Unit and one at the booster compressor building. Vacuum the tank and dispose of all liquids. Service is required approximately every week. Service shall be performed when requested by BLM. Contractor must be available to pick up liquids within 48 hours of request by BLM/COR.
H. Vacuum Service – analyze and remove DGA solution waste liquid.
The DGA solution containment system is located at the Helium Enrichment Unit.
Contractor shall analyze, vacuum, and dispose of the waste liquid. Service is required approximately every three (3) months. Service shall be performed when requested by
BLM/COR.
I. Remove and dispose of hazardous waste from unplanned events.
Unplanned events such as compressor oil spills may require services including removal and disposal of waste-soaked materials or vacuuming of waste liquids from vaults and secondary containments. Service is required approximately every six months. Service shall be performed when requested by BLM/COR.
2.2 Quality Assurance
The Contractor shall be responsible for quality control. If an issue arises that could affect performance of the Contract, the Contractor shall notify the CO and COR in writing as soon as possible. The Government will monitor contractor performance in accordance with Performance
Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP).
2.3 Government Furnished Property
No Government Furnished Property will be issued. The contractor shall provide all labor, equipment, materials, and supplies for the performance of this contract.
2.4 Treatment of Government Property
Spills, waste, and debris left at the site by the Contractor shall be the responsibility of the
Contractor to remedy at no additional cost. The Contractor shall ensure no damage occurs to government property. Damage caused by the Contractor shall be reported to the CO and COR.
The Contractor shall repair or replace such damage at no additional cost if directed by the CO.
2.5 Payments
Request for payment shall be made on the basis of monthly itemized invoices submitted for completed work in accordance with the Contract Clauses.

OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within __10 days__ [insert the period of time within which the Contracting Officer may exercise the option];
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least _30__ days [60days unless a different number of days is inserted] before the contract expires. The preliminary notice does not commit the Government to an extension.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records
Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.
(a) Definitions. As used in this provision—
"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
Forced or indentured child labor means all work or service—

Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. (2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.
