BRAND NAME JUSTIFICATION
1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey plans to contract by means other than full and open competition. This document sets forth the justification and approval for award of an EdgeTech 3200 Rack Mount Topside Processor on a limited source basis as required by FAR 13.106-1.
2. Nature of Action Being Approved. The USGS Saint Petersburg Coastal and Marine Science Center in St. Petersburg FL requests a new purchase order of an EdgeTech 3200 Rack Mount Topside Processor.
3. Description of Supplies or Services. The Topside Processor is required for powering, controlling, and recording data from EdgeTech SB-424 and SB-0512i Towfish equipment.
These units are already owned and required for geomorphologic studies performed in direct support of USGS St. Petersburg Coastal and Marine Science Center’s mission.
4. Estimated Dollar Value. The estimated dollar amount of this requisition is approximately is approximately
5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of Section 201 of the Property and Administrative Services Act of 1949 (40 USC 501) and FAR 13.106-1.
6. Rationale Supporting Use of Citation in No. 5. The Edgetech system is a direct replacement for an existing EdgeTech 3200 topside processor that is now obsolete and no longer supported.
The replacement of the 3200 topside processor is the only commercially available device capable of powering, controlling, and recording data with towfish equipment already owned by the St.
Petersburg Coastal and Marine Science Center. Purchasing another brand of processor would render existing hardware, valued at over $100,000.00, obsolete. Replacement of the entire system would cost over $150,000.00.

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.
Based on internet research, colleague inquiries, and industry knowledge; there are no other brands compatible with existing Edge Tech equipment owned by the facility.
9. Actions to Overcome Barriers to Competition: Any future, related procurement will be competed to the maximum extent allowable.
10. Recommendation and Certification from Program Office
Based on the above, I recommend this acquisition be conducted on a limited source basis. I certify that technical data which form a basis for this justification, that are the responsibility of technical or requirements personnel are complete and accurate.
