About this file

This Statement of Work (SOW) details the replacement of an existing potable water well at the Nauset Light Beach bathhouse within Cape Cod National Seashore in Eastham, Massachusetts. The project requires a turnkey installation of a new water well with specific technical requirements, including drilling to a maximum depth of 95 feet, achieving a minimum yield of 29 gallons per minute, and meeting Massachusetts Department of Environmental Protection (MassDEP) water quality standards. The contractor must provide all labor, materials, equipment, and permits, and perform comprehensive tasks such as well drilling, water quality testing, installation of well components (including a 4" stainless steel well screen, submersible pump, PVC casing, and electrical connections), and complete site restoration.

Key technical specifications include using a 1-1/2 HP submersible pump operating on 230-volt, 1-phase power, 1" 200 psi NSF poly pipe for water lines, and 4" PVC schedule 40 well casing. The contractor must conduct a 4-hour yield test, submit detailed documentation including well completion reports and pumping test reports, and ensure the well is installed more than 100 feet from existing septic systems. Additional requirements involve obtaining all necessary permits, following Massachusetts and local building codes, maintaining site safety, minimizing environmental disturbance, and coordinating with Dig Safe for utility marking prior to ground disturbance.

STATEMENT OF WORK

INSTALLATION AND REPAIR OF WATER WELL

Nauset Light Beach Bathhouse, Eastham, MA

CAPE COD NATIONAL SEASHORE

WELLFLEET, MA

General:

Provide a turnkey installation of a potable water well, including all required equipment, labor, materials, and permits, as described below.

At Nauset Light Beach bathhouse, the contractor shall replace the existing operating potable water well, which serves the Nauset Light Beach commercial facilities. The work includes drilling, placing, fitting, and switching over from the existing water line, as well as performing all required testing and documentation. The well shall be drilled to a depth sufficient to achieve a minimum yield of 29 gallons per minute (GPM). The contractor is required to cease drilling as soon as the yield of 29 GPM is achieved, and no further drilling shall be performed beyond that point, provided the water quality meets applicable potable water standards. If the water does not meet potable water standards (as defined by MassDEP and other applicable regulations), the contractor shall continue drilling, if necessary, to obtain water of sufficient quality or depth, up to the maximum depth of 95 feet

If a yield of 29 GPM is achieved before reaching the maximum depth of 95 feet, the contractor shall conduct water quality testing to ensure the water meets the required standards for potable water, including but not limited to levels of iron, manganese, sulfur, and total coliform. If the water does not meet these standards, the contractor shall continue drilling to obtain water of sufficient quality or depth, up to the maximum depth of 95 feet.

In the event that the required yield of 29 GPM is not met by 95 feet, the contractor shall immediately cease drilling and notify the Contracting Officer. The Contractor shall provide a written evaluation including:

1. Summary of subsurface conditions encountered

a. Yield testing results

b. Professional recommendations for achieving the required yield, which may include increasing well depth

The contractor shall obtain and pay for all required permits, including but not limited to those required by the Massachusetts Department of Environmental Protection (MassDEP) for the abandonment of the existing well and development of the new well. The contractor shall submit a stamped shop drawing, prepared by a Massachusetts-licensed professional engineer, showing the proposed well location in compliance with MassDEP siting requirements. (See Attachment A:

Proposed Well Location Plan.)

The Contractor shall minimize disturbance to the site unless otherwise directed by the Contracting Officer. All disturbed areas shall be restored to pre-project condition at no additional cost to the Government.

Quality Assurance, Safety, and Code Requirements:

All work shall be completed using industry-standard materials and methods, and in full compliance with applicable state and local codes, including Massachusetts General Laws, Town of Eastham Board of Health Regulations, OSHA, and NIOSH guidelines. The Contractor shall provide all labor, materials, tools, and equipment required to complete the work. Any necessary demolition, cutting, or removal of existing work to facilitate the installation of the new well shall be considered part of this contract.

All work shall conform to the following codes, as applicable and in effect at the time of construction:

a. Massachusetts State Building Code (780 CMR)

d. Applicable local Town of Eastham Board of Health and building regulations

Measurements:

Estimated dimensions and quantities are provided as a guide only. The contractor is responsible for verifying all measurements and dimensions. The contractor shall take all measurements for quantities of materials and note existing conditions for the installation of new work.

Operational Testing:

Upon completion of the well installation, the contractor shall perform a well yield test in accordance with the Commonwealth of Massachusetts Private Well Guidelines (latest edition) and National Ground Water Association (NGWA) best practices.

The test shall demonstrate a sustained yield of at least 29 GPM over a continuous 4-hour period using a calibrated flow meter.

The following documentation shall be submitted within 10 days of the yield test:

1. A graph or table showing flow rate over time

2. Well Completion Report (Mass DEP form)

3. A Well Driller’s Pumping Test Report, signed and dated by the Massachusetts-licensed well driller, indicating:

a. Start and end time of test

b. Static and dynamic water levels

c. Pumping rate and drawdown data

d. Flow measurement method (e.g., calibrated flow meter or weir)

Site Examination:

It is the responsibility of the Contractor to examine the work site to confirm existing conditions and required quantities prior to submitting a proposal on this project.

Utilities and Services:

Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. Notify Contracting Officer and utility companies of proposed locations and times for excavation. If damage occurs to an unknown utility, repair utility immediately and notify Contracting Officer.
