GREAT AMERICAN OUTDOORS ACT (GAOA)
PROJECT
BLM GOOSEBERRY TRAIL, WORLAND, WYOMING
BLM Gooseberry Trail
Design Build
Statement of Work Design/Build
For BLM Gooseberry Trail Worland Wyoming
(LAT/LONG-440 00’23.41”N 1080 28’29.68”W)
A. Project Objective:
a. Design and build a safe, traversable walking trail for the public to enjoy the
Gooseberry Trail Wyoming Badlands.
i. Visual Resource Management Class II Objectives and landscape preservation shall be included in all design features.
ii. Safety of visitors shall be included in all design features.
iii. Contractor shall prioritize materials that have long life cycles. The goal is for minimal maintenance for 20 years.
iv. Contractor shall prioritize sustainability and environmentally responsible products throughout the design.
b. Design and build a usable trailhead area including signage, ADA/ABA parking lot utilizing parking barriers placed around the parking lot, two gazebo covered day use picnic areas with wheelchair access free-to-use telescopes (dual head design), and interpretive area that educates the public on the geology and history of the area.
B. Site Conditions:
a. The Gooseberry Badlands Scenic Overlook is a beautiful example of the badland formations within the Bighorn Basin of Wyoming. The site includes an interpretive panel area, a concrete walk that is ADA accessible with a bench and a walking trail that is approximately 1.5 miles long. The trail is differentiated into three sections, the upper, middle, and lower trails. The upper trail is approximately 400 feet of accessible, hard surface trail. The middle and lower trail sections are approximately 1.4 miles of primitive trail. The walking trail takes you down the bottom of the bowl and then back up the top side with great scenic vistas. This site sees heavy visitation from all over the world in the summertime and draws in tour buses and travelers heading to Yellowstone via Thermopolis.
b. The trail undergoes heavy erosion throughout the low elevation section anytime there is precipitation. In this section of trail there are many ephemeral water crossings that can flow quite strong when heavy rains fall. Culverts are used under the trail to prevent erosion from water flow, however in many places water finds another path across the trail or washes out the culverts. The staircase that leads to the middle and lower sections of the trail is dangerous, susceptible to erosion, and does not meet trail safety standards or BLM guidelines for quality trail experience
(See Figure 1, Appendix 1). The lower section of the trail is challenging to follow and leads hikers over areas that are hollowed out from erosion creating a dangerous situation. There are a few markers with numbers that correspond to a brochure that assist hikers in following the middle and lower trail sections.
c. For additional detail see Appendix 1 for photographs, and site maps.
C. AFTER AWARD/ISSUANCE OF NOTICE TO PROCEED (NTP)
a. The Contractor shall submit the documents listed in this section for approval within 14 calendar days.
i. Project Schedule. List the principal project tasks in rough chronological order and show the duration (number of days) anticipated start and end time dates for each task. Update the schedule to indicate planned verses actual accomplishments as the project progresses. Such outlines and revisions shall be in sufficient detail to enable the COR to judge as to the adequacy of the
Contractor's operations and to anticipate such conditions as may tend to impair or retard the progress and completion of the work.
ii. Single Point-of-Contact: Designate in writing, the Contractor’s single point-of-contact for the project, typically the Project Manager who will see the project through from design to end of construction.
Submit the contact’s name, email, mailing, address and telephone number(s) to the CO and COR.
iii. List of Key Project Personnel and their responsibilities.
iv. List of Subcontractors and their responsibilities.
v. Schedule of Values and Payment Schedule: The Contractor shall furnish the COR a detailed payment schedule. This schedule shall be based upon the Schedule of Values with sufficient detail to allow accurate calculation of the monthly progress payments. Planning, permitting, testing, field investigation and surveying shall be broken out separately. All the previous elements as well as design items shall be broken down into percentage completion. Lump sum items for construction shall be broken down into their component parts, i.e., mobilization, bond and insurance, excavation, backfill, forming, metalwork, concrete work, etc. with a cost figure for each.
D. Project Description:
a. Contractor shall design and build a sustainable, easy to maintain, walking path that stays within the bounds of the project location as shown on the map. The resulting trail shall be approximately 1.5 miles in length. The
Contractor shall build the path to the latest State and Federal Standards for public paths and minimize the disturbance of construction and maintenance.
b. The Contractor shall include at least 1 resting area along both the middle and lower trail. The resting areas shall have a seating area for at least 2 people and shall meet ADA/ABA requirements.
c. The Contractor shall include two covered resting areas on the upper trail that shall meet ADA/ABA requirements.
d. The Contractor shall include improvements to the parking area that include, new fencing, gates, parking structures, additional entrance for a maintenance access route that can facilitate a skid steer type piece of equipment to the middle and lower trail sections, and an enclosed interpretive visitor information kiosk.
e. The Contractor shall install a handrail along the upper-level walking path.
Appendix pages 2, 3, 4.
f. The Contractor can use any combination of man-made and natural elements to achieve the goals set forth in this SOW.
g. The project is broken into 3 different areas:
i. The upper trail section. See Map Appendix page 5
ii. The middle trail section. See Map Appendix page 5
iii. The lower trail sections. See Map Appendix page 5
h. A boardwalk staircase was added to the trail at the first hill in 2019 (See
Appendix page 6). This staircase does not meet OSHA regulations and is showing signs of erosion. This project will determine the best course of action for bringing this area into compliance with all Federal and State codes. This includes OSHA, ABA, and ADA regulations. At least 2 alternatives, at a 10% design level, shall be given to the Government for this area which could include reroute, replace, repair, or remove. The alternatives shall incorporate what materials are being proposed for the surface of the trail to meet all applicable codes.
i. The middle trail does not meet ADA or ABA compliance. As part of 10% design, the Contractor shall evaluate the feasibility of making this portion of the trail ADA/ABA compliant including a class C cost estimate. The
Contractor shall demonstrate how the design meets all applicable codes.
The ADA/ABA trail would get users to the vista of the trail that ends in an overlook viewing area. The ADA/ABA feasibility study shall evaluate if the trail needs to be rerouted to achieve ADA/ABA compliance.
j. The second portion of the lower trail (See Appendix Page 7) is not well marked and being undercut. This project shall design a reroute or stabilization of this area. The design shall incorporate visual resources and recreational opportunities such as guide signs or informational signs into the design.
k. The lower trail follows a small stream. The trail has multiple drainage structures including culverts, geofabric, and gravel. The trail has washed out multiple times each year even with these drainage structures in place.
l. The lower trail shall be designed to withstand a 100 – year storm event.
The trail can be built from any combination of man-made structures to natural structures. The trail shall be traversable during spring run-off, rain events, and snow events. The trail shall keep all travelers free from walking through mud. The trail surface shall be easily traversed. The trail shall complement the surrounding landscape with use of colors or materials to blend in and not be distracting of the surrounding landscape.
m. There is a staircase that connects the lower trail to the middle trail on the east side. The staircase was built into the existing soil with timber. The staircase has major erosional issues. The Contractor shall design and build a trail up to the upper trail that meets all State and Federal regulations. The Contractor can re-route the existing trail if the trail stays within the project area as shown on the map. (See Image Appendix Page
8).
n. The Contractor shall stay within the $1.1 million budget for total design and construction.
