Solicitation 140P4323R0019 Recycle Waste Collection

CONTINUATION OF SF 1449

RECYCLING COLLECTION AND DISPOSAL SERVICE AT BOSTON NATIONAL HISTORICAL

PARK IN CHARLESTOWN NAVY YARD BOSTON, MASSACHUSETTS.

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) 140P4323R0019 and a written solicitation will not be issued. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2023-02. 03/16/2023 and are available in full text through Internet access at http:// www.acquisition.gov/far/. The National Park Service contemplates award of a Firm-Fixed-Price (FFP) purchase order because of this combined synopsis/solicitation.

Before submitting a proposal or any questions regarding the solicitation, please be sure to read the entire solicitation package carefully. Submit your proposal and questions via email to the contracting officer.

Mailed/hard copy proposals will not be accepted.

This Request for Quote (RFQ) is made using the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), will evaluate quotes in response to this solicitation without discussions and will award a contract to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, considering lowest price technically acceptable.

Award is restricted to small businesses in accordance with Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set asides for Small Business Concerns. under NAICS Code: 562111, SOLID WASTE COLLECTION [$41.5 million SBA Size Standard].

Location of Work: United States Department of the Interior, National Park Service, Boston National Historical Park, Charlestown Navy Yard, Boston, MA, (Suffolk County).

The order of magnitude for this project, inclusive of options, is estimated to be between $50,000. and $100,000.

EVALUATION OF OFFERORS

FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (NOV 2021), applies to this acquisition.

The Government anticipates awarding a purchase order resulting from this solicitation to the responsible Offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, Price and other factors considered. The following factors shall be used to evaluate offers:

Non-Price Evaluation Factor One – Experience:

Technical Factor 1 requires the Contractor to possess a minimum of 5 years’ experience on projects of comparable size and complexity with demonstrated experience with routine refuse removal. Contractor shall provide three prior experiences of projects in similar size and scope within the past five years to include:

The Offeror Vendor Responsibility. Federal Databases such as FAPIIS/CPARS will be utilized.

Information recorded in FAPIIS and SAM and will be used to determine a contractor's responsibility.

Non-Price Evaluation Factor Two – Approach:

Technical Factor 2 requires the Contractor to provide a basic approach for conducting the project activities (limit to two pages), use June 01, 2023, as your start date.

Non-Price Evaluation Factor Three – Vehicles/Transportation/Containers:

Technical Factor 3 requires the Contractor to provide information concerning current vehicles and containers that will be used in meeting and completing the requirements of the Statement of Work.

Non-Price Past Performance: Satisfactory past performance.

Price:

Offerors shall submit a Firm-Fixed Price (FFP) proposal by completing the Price Quote Schedule above.

The total price noted on the Price Quote Schedule will be used in price evaluation. All amounts shall be rounded to the nearest dollar. The NPS shall analyze prices, in accordance with the FAR. Pricing must be determined fair and reasonable.

Options. The Government will evaluate offers for award purposes by adding the total price for all options and the possible 6-month extension to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The Offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (MAY 2022), or provide proof that the Representations and Certification are registered in SAM.gov by providing the first page of the SAM registration with its quote.

BASIS OF AWARD:

Quoters must submit prices for the Base Quote and all Options. Any quoter failing to comply with this requirement will be determined to be ineligible. Award will be made based on the total low Quote on the base plus all options and the possible 6 months extension in accordance with Provision 52.217-5, Evaluation of Options (July 1990) and 52.217-9 Option to Extend the Term of the Contract. (Mar 2000). EVALUATION

OF OPTIONS WILL NOT OBLIGATE THE GOVERNMENT TO EXERCISE THE OPTIONS.

Award will be made to one quoter in accordance with the Federal Acquisitions Regulations.

Quantities for unit priced Quote items are estimated. Payment will be made only for actual quantities delivered and accepted.

Recycle Waste Collection

DESCRIPTION/SPECIFICATIONS

Scope:

This contract is to provide recycling collection and disposal services of paper, plastic, cardboard, cans, glass, etc. for Boston National Historical Park and its affiliates in the Charlestown Navy Yard to reduce the amount of solid waste generated by the park and its visitors. Services will be provided on a weekly, monthly, and as needed basis (On Call).

Description and Specifications:

1. The contractor shall supply all collection vehicles, labor, materials, and supervision needed to unload the collection containers into the disposal vehicle and dispose of the materials from Government property.

2. Facility Information:

• Charlestown Navy Yard: See Collection Location Specifics Under Item #3 2nd Avenue:

• Building 109:

(Up to 5) 64 Gallon Blue Totes at Side of Building 109

• Building 107:

(Up to 5) 64 Gallon Blue Totes in Front of Building 107 Located at the Intersection of 3rd Avenue and 7th Street

• Building 10:

One 10 Yard Container for Commingled Paper/ Cardboard, Cans, and Bottles Located Behind Building 10 (Location May Change as Necessary)

3. Facility Specifics:

• Charlestown Navy Yard

The contractor shall arrange his work so as not to cause interference with normal conduct of Government business. All 64 Gallon Blue Totes will be collected before 8:00 AM on the same day of the scheduled week (collection day to be determined) unless the collection day falls on a holiday. If so, then the following business day will be scheduled as the collection day. All BOST NHP staff and affiliates shall be responsible for having their designated 64 Gallon Blue Totes in the proper “pick up” areas on the scheduled collection day before 8:00 AM. The 64 Gallon Blue Totes can be placed in “pick up” areas the night before if necessary.

The 10 Yard Container, for Commingled Paper/ Cardboard, Cans, Bottles, and Glass, etc. will be collected at least once every week before 8:00 AM and will be continually on an “On Call” status. When the call is made to the contractor for “On Call” pick up, the contractor will arrive the following day before 8:00 AM to collect the materials.

Recycle Waste Collection

Collection after 8:00 AM may be requested and coordinated by the COR with the contractor when unanticipated circumstances deem necessary. In the case of special events, NPS reserves the right to have the contractor remove the collection containers from Government premises for security purposes or for operational needs. This will be scheduled by the COR.

Initial base bid will be utilized to determine the most efficient schedule for collections and the amount of equipment necessary for any modifications to forthcoming options.

Due to public visitation in these “pick up” areas, the above schedule must be adhered to by the contractor.

A detailed map of the “Pick Up” areas will be provided to the contractor and BOST NHP staff and affiliates.

4. Equipment required and limited to:

• A disposal vehicle able to lift the 64 Gallon Blue Totes and contain all of the materials within.

• A disposal vehicle able to lift the 10-yard container and contain all of the materials within.

• Rental collection containers of the required capacities and sizes with the capability to be locked. Sizes of collection containers shall have a width of over 56 inches.

• Any transport or service equipment to perform standard operational or additional duties.

5. Bidders are encouraged to visit the site and take steps reasonably necessary to ascertain the nature and location of the work, and the general and local conditions which can affect the work and the cost thereof.

6. A lead contact name and 24 hour on-call contact number/s will be supplied by contractor.

7. The contractor will be paid for each collection day, each collection container “pick up”, and the rental fees involved for any of the materials supplied. Sign-in/Tracking Sheets shall not be required; BOST NHP staff and affiliates will monitor the contractor’s weekly collection duties. The contractor and COR will maintain records of the services provided and if the contractor fails to meet the required services by missing a collection day or not collecting a collection container when called, then the payment will be adjusted accordingly, or services may be adjusted for future “pickups” as long as the general requirements of the contract are met.

8. No additional or extra work shall be done by the contractor for which he expects compensation without the additional work being ordered in advance and confirmed in writing by the Contracting Officer. Charges related to operation and not identified on the bid schedule must be identified. For example: travel times, vehicle times, maintenance costs, etc.

9. For the facilitation of the business to be conducted herein, first quality services are required. Hasty and careless performance of the work will not be accepted. Evidence given of such practices as spillage around the containers, trash falling from the contractor's truck, and work that is otherwise sloppy and unsatisfactory will be called to the attention of the contractor who will be required to clean up the areas in question and to initiate immediate action to improve the work and insure satisfactory results. This work will be conducted with no additional charges to the NPS.

10. The contractor shall have a contingency plan to deal with any leaks and spills from equipment and is responsible for costs to abate environmental issues caused by equipment and crew.

11. The Government does not assume any liability from fire, theft, accident, or any other cause resulting in damage or loss of contractor's materials, equipment, personal property or belongings of his employees.

Recycle Waste Collection

12. The contractor will be liable for damages incurred to Park property and items with same property by equipment or employees of the contractor. All repairs to be made by the contractor will be scheduled with the Contracting Officer or authorized designee prior to the closing of the contract.

13. The “Pick Up” areas could change as needed in the future to accommodate any unforeseen logistical concerns or to accommodate local, state, partners, and association feedback. These modifications will be identified by the COR and communicated with the contractor.

14. Successful bidder shall guarantee response to a call by 8:00 AM of the following day for the “On Call” container collections.

15. The contractor shall take all reasonable steps to ensure that the recycling pick-up and disposal operations will be carried out so as not to cause a safety hazard to the public and visitors at the work sites. Where hazardous operations are conducted by the contractor, standing signs shall be provided and placed to call Park employees' and visitors' attentions to the fact that the area is affected by such a hazard.

16. The contractor will not interrupt or interfere with the normal conduct of the National Park Service business or neighbors.

17. All vehicles will be clearly labeled for identification purposes.

18. All vehicles entering the Charlestown Navy Yard premises shall go through a security check before being allowed entrance to the property.

19. The COR or authorized designee will monitor the contractor for compliance with items defined in sections 3 through 18.

(d) Comptroller General Examination of Record. 52.217-8 Option to Extend Services. (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

52.217-9 Option to Extend the Term of the Contract. (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 5 days of expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 months.
