SECTION 2
STATEMENT OF WORK
UNOLS Support: Fiscal Year 2023 Cycle
2.1 INTRODUCTION
The United States Department of the Interior, Bureau of Ocean Energy Management (BOEM) has a mandate to conduct environmental studies needed for the assessment and management of environmental impacts on the human, marine, and coastal environments. To accomplish this, BOEM has joined with other federal agencies to support the University-National Oceanographic Laboratory System (UNOLS), currently headquartered at the University of Washington (UW).
UNOLS is a consortium of more than fifty (50) U.S. academic institutions and national laboratories dedicated to research and educational programs in various aspects of oceanographic infrastructure.
2.2 SCOPE OF WORK
The UNOLS infrastructure is composed of myriad assets including ships and deep submergence vessels, aircraft, and major instrumentation. Institutions or federal agencies own these facilities and it is through the UNOLS system that the community has access to them. The University of Washington (UW) School of Oceanography (SoO) is hosting the UNOLS Office for an initial five-year term beginning in May 2019.
The UNOLS Office will provide, as is prudent, the following services:
Ensure the efficient scheduling of UNOLS vessels for the science and education that needs to be conducted at sea, so that these valuable assets are utilized in the most cost-effective manner possible;
Ensure that science operations are conducted safely;
Foster a civil climate free of harassment and/or discrimination for seagoing scientists and ships’ crews;
Collect, sort, analyze, and present data that tell the comprehensive story of at-sea research conducted within the UNOLS domain;
Facilitate the continued close working relationships and cooperation that exists throughout the UNOLS coalition to drive the success of the UNOLS concept;
Continue to foster the sharing of experiences, ideas, knowledge, and skills amongst the
UNOLS institutions;
Mentor young scientists, technicians, and mariners so that they continue the extraordinary work accomplished at sea, in the laboratories, and in the classroom by those who came before them; and
Facilitate communication between the Federal agencies and the UNOLS operating institutions so that necessary information is shared in a timely fashion and essential taskings and requests are quickly responded to.
This proposed effort will support the staff, facilities, and operations needed to carry out the goals and activities of UNOLS.
2.3 DELIVERABLES
The Contractor shall provide the Contracting Officer’s Representative, identified in Section 3.3, a quarterly newsletter that shows UNOLS activities supported for the preceding quarter and anticipated tasks to perform in the succeeding quarter. Deliverables can be emailed or submitted with the invoices for payment.

All work performed must comply with the DOI Scientific Integrity Policy posted to http://www.doi.gov, or its equivalent as provided by their organization or State law.
