BLM Alaska - 140L6322Q0031 – Attachment 01 - SOW

Statement of Work

Soil Characterization and Removal – Phase 2

Black Rapids Airport - Alaska

Introduction The Bureau of Land Management (BLM) is in the final phase of cleanup at Black Rapids Airport. This project is the final phase of a multiyear effort to remove environmental and physical hazards from an illegal solid waste dump, referred to as the Black Rapids Airstrip Dump (BRAD). A storage building located adjacent to the airstrip, referred to as the BRAD Garage, was removed in 2021. Two locations near the BRAD Garage need to be more fully characterized. Preliminary data collected at both locations suggest a potential release of fuel hydrocarbons. The objective of this project is to characterize soil in the two areas near the BRAD Garage and remove contaminated soil as necessary (refer to Figure 1).

Site Features Prior to cleanup, two aboveground storage tanks (ASTs) were located near the BRAD Garage. A 1000 gallon tank was located on the south side of the garage and a 500 gallon AST was located a short distance north of the garage. The 1000 gallon AST was connected to an oil stove inside the garage via a subsurface line that ran outside the garage along the south wall, entering the building near the southeast corner. The 500 gallon AST does not appear to have been connected to the oil stove.

The two ASTs and the subsurface line have been removed and the BRAD Garage has been demolished. Those removal actions are documented in the following work plan and reports:

1. Final Letter Report for the Limited Removal Action and Soil Sample Collection at the Black Rapids Airstrip Dump, Black Rapids, Alaska (North Wind, 2017)

2. Technical Memorandum – Black Rapids Airstrip Characterization and Removal Action Work Plan (Brice Engineering, 2020)

3. Technical Memorandum – Black Rapids Airstrip Characterization and Removal Action Report (Brice Engineering, 2021)

All three documents are attached to this Scope of Work. Figures contained in the 2017 and 2021 reports (listed above) illustrate the locations of the ASTs and fuel line relative to the garage structure. Previous sampling results at both locations are also summarized in the 2017 and 2021 reports.

Scope of Work The Contractor shall furnish all personnel, equipment, supervision, transportation, supplies, and incidentals to perform all work necessary for completion of the three tasks in this Statement of Work (SOW). This project follows the action taken at the BRAD Garage in 2021. The contractor shall adopt the sampling and soil removal approach documented for the 2021 effort. Initial sampling was conducted at one of the two areas to be characterized as part of this scope of work.

Task 1: Soil Characterization Soil characterization shall be conducted at two locations:

1. The previous location of the 500 gallon AST

2. A section of the subsurface fuel line near the southeast corner of the BRAD Garage footprint The contractor shall collect surface and subsurface samples at each location and field screen the soil to define the affected area and to establish which samples will be sent offsite for laboratory analysis. The combination of field screening results and analytical data shall define the lateral and vertical extent of the zone impacted by fuel hydrocarbons released at each location. In the event that either location can be adequately characterized using fewer than eight samples, the unneeded samples can be used to characterize the other location.

The contactor shall assume that eight soil samples, including QA/QC samples, will be collected at each location. Samples shall be submitted to an Alaska Department of Environmental Conservation (ADEC) qualified laboratory to be analyzed for the following parameters: GRO (AK101), DRO (AK102), BTEX (EPA 8260) and PAHs (EPA 8270

SIM).

The soil characterization task shall be performed in a manner consistent with 18AAC 75, 18AAC 78 and all applicable State of Alaska guidance.

Task 2: Soil Removal, Transport and Offsite Disposal The contractor shall remove contaminated soil as defined by characterization performed under Task 2 of this SOW. The soil shall be placed in appropriate containers and transported offsite for disposal. The excavated areas shall be backfilled with uncontaminated soil. The contactor shall assume that up to 2 cubic yards of soil shall be removed to an offsite facility for disposal.

Contaminated soil excavation, removal, transport, disposal and reclamation shall be performed in manner consistent with all applicable state and federal regulations. The contractor is responsible for submitting a signed Contaminated Media Transport and Treatment or Disposal Approval Form prior to transporting the contaminated soil offsite.

Task 3: Submittals Project Schedule The contractor shall submit a project schedule to the BLM no less than 30 days prior to submitting the draft work plan. The schedule shall be formatted as a Gant Chart with accompanying table of milestone dates and task durations and saved as a PDF. The BLM will review the schedule and comment as needed. The contractor shall coordinate with the BLM Project Manager informally on all revisions to the project schedule.

Site Characterization/Removal Work Plan:

The characterization methods shall be consistent with those documented in the 2020 work plan and reported in the 2021 report. The contractor shall compile a letter addendum to the 2020 work plan. The contractor shall follow the steps listed below in finalizing the letter addendum to the 2020 work plan:

The draft work plan shall be reviewed and revised per the following steps:

• The contractor shall submit the draft work plan to the BLM as a bookmarked PDF, including all figures and attachments. The draft work plan text shall be submitted to the BLM as an MS Word 2010 (Word) document along with the PDF.

• The BLM will provide comments using track changes in the Word document within 30 days of receiving the draft work plan.

• The contractor shall revise the document per BLM comments and submit a revised draft work plan in PDF, including all figures and attachments within 14 working days of receiving comments.

• The BLM will transmit the revised draft work plan to the ADEC for review and comment.

The contractor shall assume that ADEC requires 30 days to provide comments.

• The contractor shall compile formal responses to ADEC’s comments and submit to BLM for consultation.

• The contractor shall submit the revised responses to BLM for transmission to ADEC within 14 working days of the response resolution meeting with the BLM. The contractor shall meet with BLM and ADEC to resolve responses to comments

• The contractor shall modify the document per ADEC the comment resolution discussion and submit a final work plan addendum within 14 working days of the meeting with BLM and ADEC. A final set of comments with responses shall be submitted with the final work plan.

The contractor shall submit 4 hardcopies of the final work plan addendum and a fully compiled PDF including all figures and attachment.

Summary report:

A draft report shall be submitted to BLM for review and comment. The contractor shall follow the same steps toward a final document as those listed for the work plan. The contractor shall submit 4 hardcopies of the final report and a fully compiled PDF.

Meetings The contractor shall plan for the following meetings:

• Kickoff meeting and Initial Site Visit with BLM PI – 8 hours

• Meeting with BLM PM to discuss work plan comments

• Meeting with BLM PM to discuss responses to ADEC Comments on work plan

• Meeting with ADEC and BLM PM to resolve ADEC comments on work plan

• Three meetings to address comments on the report, structured as described above for the work plan Changes in the project schedule do not require ADEC comment and can be addressed informally with the BLM Project Manager.
