140L6319Q0035 – NPRA Bulk Fuel – Attachment #1

NPR-A Fuel Statement of Work

1.0 Background

The Arctic District Office has two aviation fuel tanks that need to be filled primarily during the 2019-2022 field seasons (April - October) as the fuel is used. The tanks are located at Inigok and Umiat. Due to field operations and when fuel is needed, fuel must be delivered within 5 days of request. Meaning, communication from the field indicates the amount of gallons needed to be delivered, the vendor is contacted regarding the need for a delivery, and the delivery occurs within the 5 day timeframe.

This is to ensure continuous operations. Setting up "delivery days" on the calendar will not work, since the amount of fuel that is used (or drawn out of the tanks) by the helicopters is dependent upon how much flying is done. There are many unknown factors that affect the amount of fuel that is used such as weather, whether the helicopter is operational or not flying due to maintenance, and wind speed. The BLM will track the usage of the tank and when it gets to a particular level, the BLM will call the vendor and schedule the delivery. The vendor is then required to deliver the fuel within 5 days of the BLM notifying them (weather permitting).

2.0 Objective

The objective of this contract is to allow for rapid fuel delivery of the maximum amount of gallons necessary to fill the two fuel tanks in the NPR-A as needed without a delay in field operations. This amount has customarily been around 2,000 gallons per delivery per tank, and it is very common for a split load to be scheduled (2,000 to one tank; 2,000 gallons to another tank under one delivery).

Although it is unknown the actual amount of fuel that will be required during the 2019- 2022 field seasons the following is an estimate for each tank for each fiscal year:

Base Year: 2019-2020 Inigok - 7,000 Umiat - 6,000

Option Year 1: 2020 - 2021 Inigok - 6,000 Umiat - 5,000

Option Year 2: 2021 - 2022 Inigok - 5,000 Umiat - 4,000

Total Estimated Amounts 2019-2022 Inigok - estimated 18,000 gallons Umiat - estimated 15,000 gallons
