About this file
This document is a Determination to Solicit from a Single Source for the purchase of a polymer mesh belt and sprockets required for the Burbank Fish Screen Facility. The Bureau of Reclamation has determined Intralox, LLC as the sole source provider due to the facility's existing Intralox screening plant and the need for compatible replacement parts. The total estimated cost is $X for the specified belt and sprocket items. The agency will solicit this requirement as a total small business set-aside, and will obtain competitive quotes to determine a fair and reasonable price. Previous sole source purchases have been made from Intralox, LLC, with the most recent being a small business set-aside. Any future acquisitions for replacement fish screens at the Burbank or Chandler facilities will continue to be brand name items set aside for small businesses.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

4. Description of Circumstances, including why only one source is reasonably available.
Bureau of Reclamation, Burbank, WA currently has an Intralox rotating fish screening plant installed. The screening plant requires direct replacement of worn parts including the series 1800 sprockets and belt. No other brand has compatibility to the Intralox screening plant because of the pitch diameter of the sprockets and required poly mesh top belt material.
5. Determination of Fair and Reasonable Price.
This requirement will be solicited as a total small business set-aside. Although this is a brand name requirement, the manufacture will provide quotes to small business sources provided that they let the manufacturer know that the quote is for the Bureau of Reclamation. Fair and reasonable price will be based on competitive quotes IAW FAR13.106(a)(1).
6. Description of Market Research.
Market research revealed that previous purchases were made on a sole source basis to Intralox, LLC for the same or similar items under purchase orders R17PX00347, 140R2018P0006, 140R2019P0020 140R2021P0052, and 140R1722P0007. The most recent purchase was solicited and awarded as a total small business set-aside under purchase order 140R1722P0042. The manufacture of the product initially did not allow resellers to offer their products but now will allow it provided resellers specify that the quote is for the Bureau of Reclamation, and they identify what project the screens are for.
Any future acquisition to purchase replacement fish screens at the Burbank Pumping Plant or Chandler Power and Canal Facility will continue to be brand name but will be set aside for small business.
