About this file

This document is a sources sought notice and draft brand name purchase description for water filters and capsules. The U.S. Geological Survey National Water Quality Laboratory requires approximately 180 disposable 0.45um filters per year and 360 capsule filters per year that meet or exceed the salient characteristics of Pall filters. Interested parties should provide organization details, documentation of filters that meet the brand name characteristics, and capability statements by February 8, 2021. Responses will be evaluated to determine market capacity to provide the filters to specification, apply necessary resources, and comply with the government's inspection and acceptance period of 120 days. Based on responses, this requirement may be set aside for small businesses or procured through full and open competition.

BRAND NAME PURCHASE DESCRIPTION

Background: The U.S. Geological Survey (USGS), National Water Quality Laboratory (NWQL), located in Lakewood, CO, has a requirement for filters for use in Water Mission Area (WMA) water sampling and testing programs. The USGS, WMA, and NWQL strive to maintain national consistency in all environmental samples collected by their personnel. The scientific analytical data from these samples is available and presented for use by other agencies and the public. It is extremely important that the filters acquired hereunder will continue to provide consistency with the data that has been obtained, in some cases, for over a decade. Consistency in data is critical for the NWQL and USGS programs across the country for which the Lab does analysis. Unlike commercial labs, the NWQL, and the USGS programs they support, monitor trends in the data.

Scope: This purchase description covers the requirement for filters required by the NWQL to conduct their analysis.

Requirement: Pursuant to Clause 52.211-6 Brand Name or Equal, this purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient characteristics that “equal” products shall meet are specified herein.

The following information concerning the brand name providers for each item is provided for the convenience of offerors. PALL (WWW.PALL.COM), manufactures the below listed supplies.

Offerors offering other than PALL products shall meet or exceed the following brand name salient characteristics. Offerors shall include product documentation, including certificates of analysis (COAs) for the two most recent lots, which readily verifies that the product meets or exceeds the brand name salient characteristics listed below. See Clause 52.211-6 Brand Name or Equal.

4. Lot requirements for both products:

All filters shall be from one capsule and media/membrane lot per shipment. Include a certificate of compliance/analysis with each shipment. Certificate of compliance/analysis shall list the lot number and filter media/membrane of the filters.

Quality Assurance: The acceptability of items delivered hereunder will be determined by quality assurance (QA) testing of each lot at the NWQL. The capsule and disk filters shall be of sufficient quality to support the detection limits attainable by the NWQL for all applicable methods. In addition to the placed order, the offeror shall supply fifty (50) capsule filters and twenty (20) disk filters of each lot to accommodate this QA testing. These capsule filters and disk filters shall be provided at no cost to the Government. Acceptance of the entire lot will be based on the results of these analyses.
