Environmental Science Associates has an intimate knowledge of the history, technical parameters, and current hosting and operation situation. The company also has a comprehensive understanding of CSRO business and program needs due to a previously conducted extensive evaluation CSRO business practices and workflows. The company is very familiar with the Federal Columbia River Power System (FCRPS) issues and the CSRO habitat program's role in meeting the Biological Opinion commitments.

Due to Environmental Science Associates history in the design, development, and support of both the CBfish and Endangered Species Act databases, and the reporting and compatibility mechanisms between the systems, they are uniquely qualified for further Endangered Species Act Database development and support. No other firm possesses the requisite understanding of the databases and their communication mechanisms.

6. Description of efforts made to maximize competition (FAR 6.303-2(b)(6)).

Under the authority of FAR 5.203(a)(2) and 12.603 the combined synopsis/solicitation procedure will be used for publicizing this requirement. The combined synopsis/solicitation will be posted on the Governmentwide Point of Entry, SAM.gov, for no less than 20 days.

In order to further encourage competition, a statement that all responsible sources may submit a proposal or capability statement, which shall be considered by the agency will be included in the solicitation pursuant to FAR 6.302-1.

In the event that a source other than Environmental Science Associates responds, their response will be thoroughly evaluated, and the solicitation will be amended to allow additional time for proposal submission, if necessary.

7. Determination of Fair and Reasonable Cost (FAR 6.303-2(b)(7)).

Prices will be evaluated for fair and reasonableness in accordance with one or more criteria listed in FAR 13.106-3(a)(2). It is anticipated that price fair and reasonableness will be determined based on a comparison to previous purchases, and, if necessary, cost analysis.

8. Description of Market Research Conducted (FAR 6.303-2(b)(8)).

Market research was conducted by the contract specialist from July 2023 through January 2024. The research consisted of a query of mandatory and established sources, a review of previous purchases, a review of DOI-AAAP-0088 mandatory use IT contracts, posting

(04/2021) a notice on the Acquisition Gateway, and posting of a sources sought. No additional source was identified.

9. Any Other Supporting Facts (FAR 6.303-2(b)(9)).

Specifications for full and open competition are not practical because Sitka developed BPA's parent database. BPA and Reclamation databases must be compatible. BPA's database contains Sitka's proprietary data which will be the foundation for Reclamation's new database. It is not possible to estimate the cost to the Government to have a database implemented under full and open competition because Bonneville Power Administration and other agencies would still have to adopt that database model.

10. Listing of Interested Sources (FAR 6.303-2(b)(10)).

No other sources capable of the development and support of the Endangered Species Act Database have been identified.

11. Actions Taken to Remove Barriers to Competition (FAR 6.303-2(b)(11)).

The proprietary nature of the Taurus and Pisces systems make competition impracticable.

FAR 52.227-14, Rights in Data-General will be included in this contract. Regardless, a sources sought will be published to give businesses a chance to review the requirements and notify Reclamation if they believe their business can meet the requirements of the contract.
