PRE-SOLICITATION NOTICE

This notice does NOT constitute a request for proposal. The intent of this synopsis is to provide notice of a proposed contract action Construction Services to Renovate areas within the Creative Resources building first and ground floors, and West Pond ground floor, to fulfill the need of additional and future office, Shepherdstown, West Virginia, Jefferson County.

PROJECT DESCRIPTION: CONSTRUCTION SERVICES - The scope of work includes to renovate the Creative Resources admin waiting room, Room 129, into office space with the northeastern corner wall having a 45-degree partition for the door. Door to be of similar wood and glass rail/stile design and finishes as used throughout the rest of the facility. Modify HVAC, sprinkler, electrical and lighting requirements as necessary. Add communications and data cabling.

Bring renovated areas up to current code requirements

The agency issued the RFP in accordance with the procedures of Federal Acquisition Regulation (FAR) part 15, Contracting by Negotiation. The solicitation contemplated the award of a fixed-price contract on a Lowest Price Technically Acceptable tradeoff basis, considering the following factors, listed in descending order of importance: price, technical and past performance with technical factors when combined are significantly more important than cost or price.

In accordance with Federal Acquisition Regulation 19.502, this project requires Total Small Business Set-Asides.

The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 Commercial and Institutional Building Construction, and the Small Business Size Standard is $39.5 Million.

In accordance with FAR 36.204, Disclosure of the magnitude of construction of the project is between $500,000 and $1,000,000.

The drawings and specifications for this project will be posted with the solicitation and are not available at this time. The Request for Proposal (RFP) will be issued on or about March 19, 2021. All documents will be in Adobe PDF file format and downloadable from the beta.SAM.gov website.
