SYNOPSIS OF PROPOSED CONTRACT ACTION
Bureau of Indian Education
The solicitation associated with this synopsis will not be available until approximately April 18, 2025.
Contractors should not contact the contract specialist or contracting officer seeking the solicitation.
However, this is a commercial service acquisition and therefore, the contracting officer may establish a shorter period than 15 days for issuance of the solicitation if needed. The solicitation, 140A2325R0033, will be posted to Contract Opportunities (SAM.gov), the Government-wide point of entry (GFE) between April 18, 2025, and April 30, 2025.
The Government’s intent is to award one (1) Firm-Fixed-Price contract, with award anticipated no later than June 2, 2025, utilizing the PWS and it’s supporting documentation. The period of performance (PoP) will be a base year and will include four (4) option years. The NAICS code is 611710, Educational Support Services, and the Small Business Size Standard is $24M. The classification code is U099, Education/Training General.
The Bureau of Indian Education (BIE) requires the provision of student assessments aligned with BIE's standards in English Language Arts (ELA) and Mathematics. These assessments are to be designed for students attending BIE-funded schools. The BIE has schools in 23 states with approximately 45,000 K-12 grade students. There will be approximately 33,000 students who will be assessed in grades 3-8 and high school.
The proposed contract action is anticipated to be awarded for school year 2025-2026 and will consider annual renewal options through school year 2029-2030. The BIE standards, assessments and accountability system shall be unified for assessments in all schools for all students, the state assessment system will not be utilized.
The Performance Work Statement (PWS) is broken down into the following components:

• Component 3: Reporting – Paper Copies
• Component 4: Test Administration and Data Integration Training
• Component 5: Project Management Services

The sources sought, DOIAFBO250033, that was posted to SAM.gov on March 17, 2023, yielded results proving that there is not sufficient competition to solicit this requirement as a set-aside, thereby this acquisition will be solicited as Full and Open, utilizing Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation.
Any interested contractors must be registered in the System for Award Management (SAM) at www.SAM.gov. Any prospective bidder’s SAM registration must include the applicable NAICS code 611710 for this acquisition.
