Pre-Solicitation Notice: The National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for construction services. The acquisition will be conducted using FAR Part 13, Simplified Acquisition Procedures. The NPS intends to award a firm-fixed price, construction contract in response to this RFQ.

Solicitation No.: 140P6321Q0037.

Background: Delta 01 Launch Control Facility constructed in 1962 with wood, double hung, single pane windows installed with a storm/screen window. These windows are past their life cycles and have started to deteriorate. The windows are developing cracking in the frames, storm window glass is cracked in a few of these, along with the metal screens coming out. Project would replace 31 windows and storm/screen windows. Replacement of these items will preserve the facility and reduced future maintenance costs. Existing windows as described herein will be replaced with new metal clad aluminum frames with double pane thermal insulated double panes with storm windows and screens. New window systems to match profile and look of existing windows. The facility is a historic building and highly valued by NPS. The work must be conducted with special care to protect the facility and surrounding areas.

Project Location: Minuteman Missile NHS, Delta-01 Launch Control Facility – located at 24301 200th 6th Avenue, Philip, SD 57567 – Exit 127 off of Interstate 90, ½ mile north of overpass.

Project Description: The work for this project consists of demolishing all existing windows associated with this facility. Install (31) new aluminum clad wood windows with thermal insulated double panes with storm windows and screens. New window systems to match profile and look of existing windows. Windows to have solar film to provide 89% visible light, 99% ultraviolet light rejection. This film will allow natural lighting but protect against ultraviolet light. In addition (4) windows will have blackout film applied at location of existing windows with black out painted panes, film to match historical intent of blackout paint.

Performance Period: The performance period is expected to be 120 days and includes material lead time and delays encountered by normal weather patterns.

Magnitude: Between $25,000 and $100,000

The associated NAICS code is 238350 Finish Carpentry Contractors. The small business size standard is $16.5 million.

This acquisition is 100% set aside for HUBZone Small Business concerns. See 52.219-3, Notice of HUBZone Set-Aside or Sole Source Award. Note that the Contracting Officer has waived the 50% requirement for limitations in subcontracting in accordance with FAR 19.1308(c). The 25% requirement remains.

The government intends to issue a formal Solicitation with construction specifications and drawings on or about May 20, 2021. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 30 days after the RFQ issue date, on/about June 21, 2021. The specific date and time will be announced in the solicitation that will follow this notice.

A site visit will be scheduled, and the details announced with the release of the RFQ.

The RFQ package, including applicable specifications and drawings, will be posted to FBO/beta.sam. No hardcopies or email copies will be provided. Offerors must have a DUNS number and be registered and active in the System for Award Management (SAM) http://www.sam.gov in order to be eligible for award.
