Synopsis – Notice of Intent to Issue Sole Source Purchase Order for Power Analysis for Optimal Design of a Passive Acoustic Monitoring (PAM) Network in the Atlantic Ocean
This notice is in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement.
The purpose of this notice is to announce the intent to award a firm-fixed-price type of purchase order on a sole source basis to Regional Wildlife Science Collaborative (RWSC) pursuant to FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items and in accordance with FAR 13.106-1(b), Soliciting from a single source. The anticipated period of performance for this Firm-Fixed-Price (FFP) project is 9 months. The applicable NAICS Code is 541690 (Other Scientific and Technical Consulting Services).
The Coastal States Stewardship Foundation is the administrator of the Regional Wildlife Science Collaborative (RWSC), which was specifically created to serve as an intermediary between multiple sectors: the offshore wind industry, federal and state gov'ts, academics, and non-profits. The Marine Mammal Subcommittee of the RWSC is a group of technical experts that will advise on the best science strategies for monitoring the health of marine mammal populations in the presence of offshore wind. There is no other entity that has this unique multi-sectoral representation. By allowing the RWSC to administer this contract on behalf of BOEM, we ensure that the subcommittee will refine the research questions and make sure that the best possible team does the work, and that we get answers to our most pressing scientific needs. It also ensures buy-in from the broader community, which is key to making sure our Passive Acoustic Network is a success. Otherwise, if BOEM were to fund this work directly, it may seem like we could bias the results.
It is anticipated that a purchase order award will occur on or before April 30, 2022. The anticipated period of performance for this Firm-Fixed-Price (FFP) project is 6 months.
The applicable NAICS Code is 541690 (Other Scientific and Technical Consulting Services). This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a capability statement which shall be considered by the agency if received by the Point of Contact (POC) listed below by 2:00 p.m. ET, March 25, 2022 (reference Solicitation No. 140M0122Q0014). A determination by the Government not to compete this action based on this notice is within the discretion of the Government.
