PRE-SOLICITATION NOTICE:

The National Park Service, Interior Regions 3/4/5, Nekota Major Acquisition Buying Office, is issuing an Invitation for Bid for the replacing of HVAC system for the visitor center at Jewel Cave National Monument., South Dakota. The acquisition will be conducted using Invitation for Bids (IFB)/Sealed Bid process.

SOLICITATION NUMBER: 140P6324B0003

Project Description: Removal of the boiler and hot water pumps, chiller and all associated chilled water piping and system, fan coils and some associated ductwork and a ground mounted rooftop. Additionally, a split system serving the elevator equipment room will be removed. A new air handler will be installed on the 2nd floor to serve the space served by the fan coils and rooftop unit. The new air handler will utilize VAV boxes with hot water reheat to provide zoning to the building. A new hot water boiler will be installed in the basement to provide heating. An air-cooled condensing unit will be connected to the air handler to provide cooling. A new split system will be installed in the elevator equipment room on the 3rd floor.

Associated electrical and architectural work to support the mechanical work is also included.

Temporary heating and cooling are not anticipated based on coordination of downtime of systems during mild weather, however the contractor will be required to provide temporary heating and cooling if systems are shut down during times of the year when temperatures are more extreme.

PROJECT MAGNITUDE: Between $500,000 and $1,000,000

Period of Performance: 240 calendar days, after the issuance of the Notice to Proceed.

TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor in February 2024, with performance to begin in Spring 2024. Construction Wage Rate Requirements for Custer County will apply.

North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238220 plumbing, heating, and air conditioning contractors), and the size standard is $19 million. This project is 100% unrestricted ( No set asides).

The contracting office will not provide hardcopies or email copies of the solicitation.

REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.

The government intends to issue a formal Solicitation with construction specifications on or about December 4, 2023. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 30 days after the IFB issue date and it is anticipated to close on January 5, 2024. The specific date and time will be announced in the solicitation that will follow this notice.
