PRESOLICITATION NOTICE ONLY

Subject: Hazard Tree Package 3 – Catoctin Mountain Park, Thurmont, MD
This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. This requirement is 100% set-aside for small business as authorized by FAR 19.502-2(b). The contractor shall be registered in System for Award Management (SAM) under the appropriate NAICS code: 561730; the size standard is $8.0 and shall submit verification of their firm’s registration in the SAM database with their quote.

The Service Contract Act wage determinations for Frederick County, Maryland apply.
This requirement will be issued as a Request for Quote (RFQ) under FAR Part 13. The RFQ will result in a single firm fixed-price award from the terms and conditions set forth in the solicitation once it is released.
The solicitation package and documents WILL NOT be provided in paper hard copy format, but rather transmitted exclusively via www.beta.sam.gov. The solicitation, subsequent to this announcement, may be canceled at any time.
This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any quote preparation costs. The complete solicitation with attachments will be posted on or about June 8, 2021.
Description of Services:
The contractor shall furnish and be responsible for all labor, supervision, materials, tools, supplies, signs, traffic control measures, transportation, license, certificates, permits, personal protection equipment, and equipment incidental to and necessary to perform tree removal, pruning, chipping, and felling services at Catoctin Mountain Park in Thurmont, MD. The contractor must be an ISA Certified Arborist and/or Licensed Maryland Tree Expert in good standing.
The National Park Service, Region 1, National Capital Area, West Major Acquisition Buying Office, intends to issue a Request for Quote (RFQ) for arboreal services to perform hazard tree mitigation in targeted areas of Catoctin Mountain Park (CATO) in Thurmont, Maryland. These services will include felling, removing, possible stump grinding, and pruning trees identified along three roads, which include Park Central Road, Manahan Road, and State Route 77. Traffic control setups “Flagging Operations” on Rt.
77 will be required when conducting services along the roadway in accordance with state and local regulations. The portions of Park Central Road and all of Manahan Road will be closed to traffic between December 1, 2021 and March 1, 2022, therefore flagging operations will not be required during that time.
Other areas in which services will be rendered include Round Meadow public use area, and Chestnut picnic http://www.beta.sam.gov/ area. Considering the park is a second growth forest, and the recreational utilization of the park’s amenities is increasing, there is a need to continue maintaining public safety via hazard tree mitigation. For the past several years, the park has identified, felled, removed, and pruned trees that have posed a threat to life, neighbor’s property, and Government property. In addition to the base requirement, this requirement will have several options, all of which are subject to available funds.
Felling trees is not permitted between June 1, 2021 and July 31, 2021 to protect the habitat of the Northern Long Eared Bats, which are listed as a threatened species under the Endangered Species Act – quote accordingly.
Site Visit:
A site visit date, time, and meeting location will be announced in the solicitation. Offerors are strongly encouraged to attend the scheduled site visit to inspect the site to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
