FEDERAL BUSINESS OPPORTUNITIES ANNOUNCEMENT

PRESOLICITATION NOTICE SOLICITATION# 140D0423Q0143

The Department of the Interior – Interior Business Center (IBC), Acquisitions Service Directorate (AQD) in support of the Bureau of Land Management, intends to solicit for exclusive use of helicopter services in Anchorage, Alaska as follows:

DESCRIPTION

This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The Department of the Interior, Bureau of Land Management, has a requirement for, two contractor operated and maintained aircraft that seat three insured passengers each, MD500D/E, BH206, AS350 or other qualifying helicopter, which meets the solicitation minimum aircraft requirements for pre-determined exclusive use periods of performance. The intent of this contract is to obtain flight services to transport personnel and/or cargo for remote radio site maintenance, support of geological and land water surveys, precision grids and low level using precision GPS guidance, numerous confined area operations, Single-skid Toe-in and hover Exit/Entry Procedures (STEP), slope operations, external load (sling) operations, and other administrative and related activities. This work will also include high and low level reconnaissance. The Government will direct the aircraft to support its missions and objectives 24 hours per day, 7 days per week during the exclusive use period.

There will be one solicitation and one awarded Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract will have an estimated 5-year ordering period from 1 May 23 – 30 Apr 28. The exclusive use period each year is estimated to be on or around 30 May – 2 Aug (65 calendar days each aircraft). The anticipated issue date of the solicitation is on or about 4 Jan 23, with a projected closing date of 5 Feb 23.

Services are currently being provided by Temsco Helicopters, a small business, under contract 140D8118D0003. The existing contract has a five-year ordering period, expiring April 30, 2023, and awarded for $4,250,000.00.

Contractor services include provision of a helicopter, personnel, fuel (when not provided by the government), and all other associated equipment, to support missions as prescribed in the solicitation. The Contractor shall possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135, 133, and 137.

The contract aircraft must have a Standard Airworthiness Certificate and have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder.

Installation of any equipment required by this contract must be FAA approved.

This acquisition will be accomplished in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This Request for Proposal will be solicited as a 100% small business set-aside, under NAICS code 481211 which has a small business size standard of 1,500 employees or less. It will be a requirement that the successful awardee be registered in the System for Award Management (SAM). The solicitation will be posted here on SAM.gov.
