About this file

This document is a Justification for Brand Name and/or Sole Source Acquisitions for a federal contract opportunity. The key details are:

The requirement is for six (6) Allen-Bradley, Rockwell Automation PowerFlex 755 Variable Frequency AC Drives, along with associated accessories. The total estimated value is not provided. The justification explains that the brand name equipment is required to match and be compatible with the customer's existing systems, in order to achieve cost savings through interchangeability, maintainability, and common spare parts. The sole source is justified based on the need for compatibility and to avoid excessive additional manufacturing, research, and development costs. The government plans to remove any barriers preventing the procurement of the exact components in future acquisitions.

The related federal contract opportunity has Solicitation Number W519TC24Q2274 for the PowerFlex 755 VFD AC Drives, with the same brand name and model number requirements. Bids must be submitted via email by the firm delivery date specified in the solicitation. This solicitation is posted on SAM.gov.

SIMPLIFIED ACQUISITON PROCEDURES (SAP)

Justification for Brand Name and or Sole Source Acquisitions Over $3,500 but not Exceeding The Simplified Acquisition Threshold (SAT)

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLE AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION, WHICH LIMTS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENTS REQUIREMENT. STATEMENTS SUCH AS “ONLY KNOWN SOURCE” OR “ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE “ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE THE

CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:

1. PURCHASE REQUEST OR REQUISITION NUMBER

2. PROJECT/TASK NUMBER

3. ESTIMATED AMOUNT

4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE.

Quantity of six(6) for Brand Name Only Allen-Bradley, Rockwell Automation, 20G1AND156JA0NNNNN, PowerFlex 755 Variable Frequency AC Drive 156Amp, 125 Horsepower, Normal Duty, 100 Horse Power, Heavy Duty, 380 - 480 Volt AC, Open Type, 3-Phase, Frame 6, Filtered, CM Jumper Installed, DB Transistor, Blank (No HIM), To include one (1) each of the following: Catalog No. 20-750-S;

Catalog No. 20-HIM-A6; Catalog No. 20-750-2262C-2R

5. UNIQUE CHARACTERISTIC THAT LIMIT AVIALIABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. MOST RECENT MARKET RESEARCH CONDUCTED (INCLUDE DATES & DETAILS). IF MARKET RESEARCH WAS NOT

CONDUCTED, EXPLAIN.

Name brand only - must match existing equipment part and model number. These are electronic spare parts to have in inventory to use in the event of equipment failure which must be compatible with existing name brand equipment for cost savings in interchangeability, maintainability, and spare parts.

6. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES. COMPATIBILITY WITH EXISTING SYSTEM, IF APPLICABLE, & NON-CONPATIBILITY COULD RESULT IN EXCESSIVE ADDITIONAL MANUFACTURING AND/OR

RESEARCH AND DEVELOPMENT COSTS.

Installing similar systems where possible ensures part compatibility and cost savings to the government due to redundancy in O&M and shop stock, where similar parts can be stocked for interchangeability and be applicable to several systems if repair is needed. This is paramount with these types of systems because of their critical importance in explosive operations and the potential of mission delay or failure.

7. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN

COMMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.

For the aforementioned reasons, efforts should be directed toward procuring similar systems due to the nature of the operations they support and their long-lead manufacturing. Redundancy is important for these types of systems where components are not readily available for order and keeping them on-hand for different types of systems is costly and can be avoided.

8. PROVIDE A STATEMENT OF ACTIONS, IF ANY THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIER TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. IF THIS IS A FOLLOW-ON ACTION TO A PREVIOUSLY COMPETED ACTION, SO STATE.

Due to the nature of the equipment and the operations to which it supports, the government should remove any barriers preventing the procurement of the exact components.
