GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around 3/16/2022. The entire solicitation package, including all attachments, will only be available electronically at:

PROJECT SCOPE: Catoctin Mountain Park (CATO) in Thurmont, MD is soliciting arboreal services to perform cyclic tree maintenance in targeted areas of the park. These services will include felling, removing, stump grinding, and pruning trees identified along three roads, within the Round Meadow, Poplar Grove, Owens Creek Campground, Misty Mount, and Greentop public use areas, the Visitor Center, Park Headquarters, and Owens Creek Picnic area. The roads include Park Central Road, Manahan Road, and Foxville Deerfield Road. Considering the park is a second growth forest, and the recreational utilization of the park’s amenities is increasing, there is a need to continue maintaining public safety via cyclic tree maintenance. For the past several years, the park has identified, felled, removed, and pruned trees that have posed a threat to life, neighbor’s property, and Government property. In addition to the base requirement, this requirement also has several options, all of which are subject to available funds.

The services will take place in campgrounds that are used by the public for recreational purposes. This means that coordination with the COR is critical because services will coincide with public use of the aforementioned camping facilities.

Felling trees is not permitted between June 1, 2021, and July 31, 2021 to protect the habitat of the Northern Long Eared Bats, which are listed as a threatened species under the Endangered Species Act – quote accordingly.

The portion of Park Central Road containing tree tag numbers 198-323 and all of Manahan Road north of Park Central Road will be closed to traffic between December 1, 2021 - March 1, 2022, and between December 1, 2022 – March 1, 2023, therefore flagging operations will not be required during that time on Park Central Road and Manahan Road.

Place of Performance: Catoctin Mountain Park, Thurmont, MD Estimated Magnitude of Construction: N/A – The requirement is a service PROCUREMENT TYPE: The Government anticipates awarding one firm fixed-price contract to meet this requirement.

Set-aside: This acquisition will be a 100% Small Business Set-aside. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be rejected.

North American Industrial Classification System (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 561730 Landscaping Services, and the small business size standard is $8.0.

PRODUCT SERVICE CODE (PSC): F014, Natural Resources/conservation- Tree Thinning.

BONDS: No Bonds will be required; however, a Certificate of Insurance will be required after award, at amounts specified by the Contracting Officer in the solicitation.

PERIOD OF PERFORMANCE: The contract performance period is expected to be 5/2/2022 – 5/1/2023.

SITE VISIT: It is anticipated that a Site Visit will be scheduled on or around 3/28/2022. Specific details regarding the site visit will be provided in the solicitation.

SOURCE SELECTION PROCESS: Low Price Technically Acceptable (LPTA) The solicitation and resulting award will be conducted under FAR Part 12 – Commercial Items, using FAR Part 13 - Simplified Acquisition Procedures, as authorized by FAR 12.102 (b). The Government will award a single contract because of this solicitation to the responsible quoter whose price and other factors listed in FAR 52.212-2 are present and determined to be fair and reasonable as outlined in FAR 13.106-3.

Additionally, as authorized by FAR 13.106-2 (b)(3) when using price and other factors the offers will be evaluated in efficient and minimally burdensome fashion. The quotes/offers will be evaluated in a comparative manner, and there will be no competitive range established as authorized by FAR 13.106-2 (b)(3).

System for Award Management: Offerors shall be required to have a DUNS number, Unique Entity ID number, and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website. It is important to note that the provision at 52.204-24 must be completed and submitted with the contractor’s quote package.
