Solicitation Number: 140L2623Q0067 Project Name: Pocatello Road Grading Project 2023 Point of Contact: Patricia A. Fort, Contract Specialist, pfort@blm.gov Project Location: Curlew Road Grading starts approximately 4.0 miles Southeast of Juniper, Idaho. Pleasantview Road Grading starts approximately 1.2 miles East of the Woods Canyon Road and Arbon Valley Road intersection in Holbrook, Idaho Magnitude of Construction: Between $100,000 and $250,000 Estimated Period of Performance: 90 calendar days after issuance of the notice to proceed North American Industry Classification System (NAICS) Code: 237310 - Highway, Street and Bridge Construction Product Service Code: Y1LB - Construct Highways Roads Streets Railways Small Business Size Standard: $45.0 Million Solicitation Set-Aside: Total Small Business - Only companies that qualify as a small business under the applicable size standard will be considered.
Solicitation Issuance Date: The BLM anticipates issuing a subsequent request for quotations (RFQ) around August 21, 2023 Quotation Submission Deadline: Exact date unknown at this time/ 30-days after the issuance of the RFQ Registration Requirements: Perspective offerors must have a Unique Entity ID (UEI) and an active System for Award Management (SAM) profile to included completed representations and certifications. https://sam.gov/content/home Site Visit: Yes - Approximately 2-3 weeks after the issuance of the RFQ. Refer to FAR provision 52.236-27 within the subsequent solicitation Project Description: Grading Location #1 - Curlew Road Grading The work involves all labor, supervision, transportation, equipment, tools, supplies, and materials to perform maintenance/improvements of roads to specified dimensions. Roads shall be graded and compacted to the template provided (Section 303, Figure 1). Includes approximately (25) miles of grading ditches, removing vegetation from ditches, and reshaping of naturally surfaced existing roadways. Work includes mobilization, traffic signing, site preparation, watering, grading, compaction, and finish work. There has been one mobilization allocated for this project. The Contractor shall be responsible for all costs associated with additional mobilizations. Any damage to the roads to the project site caused by travel back and forth to the project site must be repaired.
Grading Location #2 - Pleasantview Road Grading The work involves all labor, supervision, transportation, equipment, tools, supplies, and materials to perform maintenance/improvements of roads to specified dimensions, removal, and replacement of one 36”x26’ pipe culvert, and loading, hauling, placing, shaping, watering and compaction of contractor furnished surfacing aggregate material to BLM roads. Roads shall be graded and compacted to the template provided (Section 303, Figure 1). Material shall be Grade B (Subbase) according to Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP 14, Table 703-2. Includes approximately (5.3) miles of grading ditches, removing vegetation from ditches, and reshaping of naturally surfaced existing roadways. Prior to placement of road surfacing material, the road prism and ditches shall be reconditioned, and the ditches shall be cleaned. Construct (1) new ditch in cases where roads have no existing ditches. 500 cubic yards of contractor furnished Grade B surface material shall be placed onsite at locations determined by the contracting officer’s representative (COR) during the period of performance. Work includes mobilization, traffic signing, site preparation, tree trimming for grader clearance, watering, grading, materials testing, compaction, and finish work. There has been one mobilization allocated for this project. The Contractor shall be responsible for all costs associated with additional mobilizations. Any damage to the roads to the project site caused by travel back and forth to the project site must be repaired.
