NOTICE OF INTENT TO SOLE SOURCE

Super Continuum Laser (SCL)

The U.S. Army Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL) has a requirement for a new broadband Super Continuum Laser (SCL) with agile wavelength selection capabilities to be procured on a sole source basis from NKT Photonics, Inc (CAGE Code: 5LT64). ERDC GRL seeks to acquire a new broadband Super Continuum Laser (SCL) with agile wavelength selection capabilities. The laser is manufactured by NKT Photonics, Inc. ERDC-GRL requires the purchase of the broadband Super Continuum Laser for customer support, investigations, troubleshooting, and further research improvements.

NKT Photonics is currently the only manufacturer of the broadband Super Continuum Laser. NKT Photonics only uses authorized product parts and servicing technical expertise for replacement and calibration of the technical instrument. NKT Photonics, Inc is currently the only provider of the broadband Super Continuum Laser with options for technical support and training. These systems must meet the National Defense Authorization Act (NDAA) security act outlining approved countries of origin.

The GRL needs to a procure a US Army compliant Super Continuum Laser (SCL) with agile wavelength selection capabilities SCL and wavelength agile systems from NKT photonics. The agile wavelength selection and SCL systems allow the Government to conduct IV&V study. The system will help the GRL to provide agile illumination that is coherent and narrow band frequencies. This system will be used by the GRL researchers to collect independent validation and verification data. Because the GRL is primarily interested in military and civil-works data, a system that allows for the accurate, rapid, and reliable acquisition of spectral data for a wide variety of camera characterization will benefit GRL reimbursable customers and other research projects in the lab.

The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This notice of intent is for information purposes only.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Anna Crawford at Anna.Crawford@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 12:00 PM CST, Tuesday, July 25, 2023.
