About this file

This memorandum documents a sole source justification to acquire six T30 Data Logger Systems and the option to purchase four more within 12 months from NVision Solutions, Inc. The Navy Experimental Diving Unit requires these systems to provide remote and local capabilities for collecting temperature, pressure and depth information from in-water diver test subjects and interface with their Data Acquisition System. NVision Solutions is identified as the only responsible source because they have developed the proprietary polyurethane encapsulated components and connectors used in the Navy's data collection systems for over 25 years. Acquiring replacement systems would require extensive reconfiguration and testing at significant cost and downtime. The total estimated value of this acquisition is $272,907 to be funded with FY21 and FY22 Operation and Maintenance, Navy funds.

Identification of the justification rationale and, if applicable, a demonstration of the 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).

Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1(a)(2)(iii)(B). The equipment listed above is provided by NVision Solutions, Inc., and they are the only source for that meet this requirement for the following reasons: NEDU uses various data loggers that provide remote and local capabilities for collecting temperature, pressure and depth information from in water diver test subjects and can interface with other NEDU Data Acquisition System (DAS). Using these data loggers, virtually any collection of file_50.png file_51.wmf file_52.png file_53.png file_54.wmf file_55.wmf data from active in water divers can be accommodated and routed to the DAS. NVision provides reliable, cost effective, and modular, polyurethane encapsulated components and connectors that have been developed over many years for use in any test or measurement environment. For over twenty five years, these components have becom file_56.png file_57.wmf file_58.png file_59.png file_60.wmf file_61.wmf file_62.png file_63.png file_64.png file_65.wmf file_66.wmf file_67.wmf file_68.png file_69.wmf file_70.png file_71.png file_72.wmf file_73.wmf file_74.png file_75.wmf file_76.png file_77.png file_78.png file_79.png file_80.png file_81.wmf file_82.wmf file_83.wmf file_84.wmf file_85.wmf file_86.png file_87.wmf during our diving research protocols. NVision polyurethane moldings and connector components make up the core of our data collection system. NVision is the sole source provider of these type polyurethane component components and connector in use at NEDU.

Having to replace the current NVision Data Logger System would require hundreds of hours to reconfigure, rewire, and then test the replacements. New hardware cost plus labor hours would run in to the 10s of thousands of dollars. When adding in the added down time of the test facility it is not justifiable to replace the NVision components and connectors at this time. These are propriety items; other sources do not have the rights, parts and molds to manufacturer, or provide these parts. As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement.
