Statement of Work Summary

This is a Statement of Work (SOW) for pile wrapping work at the National Oceanic and Atmospheric Administration (NOAA) station 8728690 located in Apalachicola, Florida (coordinates 29° 43.5 N, 84° 58.8 W). The work involves inspection, documentation, and protective treatment of four wooden support piles for an elevated measurement platform that is part of the National Water Level Observing Network (NWLON). The existing 4-pile platform, constructed in 2009, shows minimal marine borer damage limited to the tidal zone with small pitting (less than ½ inch intrusion). The contractor must inspect and document current pile conditions, re-plumb/straighten the piles, and install a pile wrap system such as Seashield FX-70 or Snap Jacket or equivalent mortar/cement-based encasement product. The work must consider water type, hurricane resistance, high-quality data collection requirements, pile material, existing condition, and installation processes. The period of performance is 90 days from contract award.

The contractor is responsible for all supervision, labor, materials, equipment, permitting, and debris disposal. Key requirements include: attending a post-award conference within 10 business days of award; submitting a project-specific Safety and Health Plan conforming to U.S. Army Corps of Engineers Safety Manual EM385-1-1 within 14 days; submitting a detailed Work Plan and Project Schedule within 7 business days after the post-award conference; obtaining all federal, state, and local permits in advance including compliance with Clean Air Act, Clean Water Act, Coastal Zone Management Act, Endangered Species Act, Marine Mammal Protection Act, Magnuson-Stevens Fishery Conservation Act, National Historic Preservation Act, and Resource Conservation and Recovery Act; following Environmental Compliance Best Management Practices including floating containment boom requirements and daily debris collection; protecting existing facilities; providing advance notification and final inspection sign-off; coordinating hours of operation; submitting personnel and vehicle lists two days before mobilization; and certifying proper disposal of all debris according to federal and state requirements with no materials disposed in water.

8728690 APALACHICOLA, FL PILE WRAPPING

1.0 OBJECTIVE

The Center for Operational Oceanographic Products and Services (CO-OPS) operates and maintains station 8728690 Apalachicola, FL as part of the National Water Level Observing Network (NWLON). The measurement station provides accurate and reliable oceanographic and environmental data from locations along the Gulf of Mexico coast to enhance navigation safety, hazardous material spill response, search and rescue operations and environmental management.

Timely and high-quality operation and maintenance of the station is vital to network sustainability and operation.

This Statement of Work (SOW) covers the NWLON measurement station located at:

Station Name Lat/Long

8728690 Apalachicola, FL 29° 43.5 N, 84° 58.8 W

The existing structure is a 4-pile elevated wood platform. The platform is located on the west side of the Apalachicola Municipal dock and is approximately 3 meters / 9 ft above the pier deck. Construction of the elevated wood platform was completed in 2009.

The four-pile platform shows minimal signs of marine borer damage. The pile condition was observed during a visual inspection on November 16, 2023 and during a dive inspection conducted on December 12, 2023 (see section 8 Attachments for Dive Report). The damage was observed to be only in the tidal zone. The tidal zone is delineated by the mean low water level and the mean high water level. Personnel needing to access the station must do so with extreme caution, as the municipal pier leading to the platform has been damaged by recent hurricanes.

The City of Apalachicola has plans to rebuild the pier.

The Contractor must provide all supervision, labor, tools, materials, equipment, transportation, subcontractors, engineering, inspection, monitoring, and debris disposal necessary to perform the work as stated below. The Contractor must obtain and follow all permits (federal, state, and local) required to perform this work, if required. 3.5 ENVIRONMENTAL COMPLIANCE BEST MANAGEMENT PRACTICES

The Contractor is required to follow standard industry Best Management Practices (BMPs) shown below and the CO-OPS Environmental Compliance Best Management Practices (EC-BMPs) – see attached document.

- All work should be confined to within a floating containment boom. The need for a boom, and specifications regarding its type and size should be determined on a project specific basis, taking into consideration the project size, habitat, water flow conditions. A description of boom placement and management must be included in the permit application. A small boat should be available at all times during active work to manage the boom and captured debris. If used, anchors must be removed once the project is complete.

- The boom shall be located at a sufficient distance from all sides of the structure or piling that are being removed to ensure that contaminated materials are captured.

Extracted piles shall be transferred to the containment basin without leaving the boomed area to prevent loss of treated wood chemicals (e.g., creosote) and debris to the water column and sediments. The boom shall stay in its original location until any sheen present from removed piling has been absorbed by the boom or removed utilizing absorbent material.

- Any shavings, sawdust, woody debris (splintered wood, fragments, loose piling) on the water or sediment surface must be retrieved and placed in the containment area.

Likewise any pile-associated sediment and adhered organisms must be collected daily, contained on site, and ultimately disposed at an approved upland disposal site along with the extracted piling and decking,
