Subj.: SOLE SOURCE MEMORANDUM TO ACQUIRE TEST CABLE SET
Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).
Nature and/or description of the action being approved.
Authorization to procure test cable sets to support the Landing Craft Air Cushion (LCAC) 100 class (LCAC-100), Command, Control, Communications, Computers, and Navigation (C4N) Systems projects from General Micro Systems, Inc., 8358 Maple Place, Rancho Cucamonga, CA 91730 on the basis of other than full and open competition.
A description of the supplies or services required to meet the agency’s needs (including the estimated value).
This requirement is to purchase the following:
Description Part Number Quantity SB1002-FSS Test Cable Set 76-0092-000
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. All items will be delivered no later than twenty-two (22) weeks after award of the order.
Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1.
NSWC PCD is the Systems Engineering Manager (SEM) for LCAC 100 C4N systems. The Expeditionary C4N Systems Branch, NSWC PCD Code E31, utilizes the SB1002-FSS test cable set for connection to the LCAC-100 Data Storage Device (DSD) to pull log files, perform verification and validation of software updates, and perform maintenance and troubleshooting. These items are not suitable for full and open competition for the following reasons. The LCAC-100 utilizes the DSD as part of its baseline and General Micro Systems is the sole vendor and Original Equipment Manufacturer (OEM) of the DSD and its support items. Utilizing a vendor other than General Micro Systems will require the reverse engineering of the DSD to identify the electrical connections of the unit, identification of components, assembly, and testing of the cable, resulting in greater risk of damage to the DSD and other components and delaying work performed as part of the SSC platform. No other source for this item currently exists.
No other source for this item currently exists. Reverse engineering the assembly and creating either a drawing package from it or new assembly would be cost prohibitive. The total estimated cost to create a drawing package to generate a different product to satisfy this requirement, and the lead time associated with the engineering, procurement, and assembly of this requirement is estimated at 22 weeks. Therefore, it is in the Government’s best interest to award on a sole source basis to General Micro Systems.
A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.
A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
This requirement will be synopsized via posting on the Commercial Opportunities website at www.SAM.gov per FAR 5.2. No additional market research was conducted for the reasons specified in paragraph 4 above.
Any other facts supporting the justification:
None.
A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, General Micro Systems is the only company that can meet the requirement.
