About this file
This notice seeks capability statements from small businesses for a flow cytometry system. The National Institutes of Health National Institute on Drug Abuse requires a replacement flow cytometry system to continue research in its Viral Immunology Section. Interested vendors must be able to provide a system with a UV/V/B/YG/R laser, automated sample loader, and APD assay. Capability statements are due by April 14, 2022 and must address technical qualifications and ability to meet the requirements. The replacement system will allow the agency to continue accomplishing research goals and plans involving clinical studies and characterization of lymphocyte populations.

PURCHASE DESCRIPTION
1. Statement of Need and Purpose: This acquisition is necessary to provide the Viral Immunology Section (VIS) with a Flow Cytometry System to replace an existing LSRII (Becton Dickinson) flow cytometer that has been used in the Neuroimmunology Branch and the VIS. The LSRII is no longer under warranty and can no longer be serviced.
2. Background Information and Objective: The LSRII flow cytometer has been the reliable and unique machine used for our flow cytometric research for the past fifteen (15) years and vital to the collaborative work done in the National Institute of Neurological Disorders and Stroke (NINDS) clinical laboratories. All clinical studies within VIS; including natural history and interventional studies, use the LSRII to phenotypically characterize lymphocyte populations from blood and Cerebrospinal fluid (CSF) of patients with chronic neurologic disease and controls, over the course of illness and in response to experimental therapies.
The replacement of the LSRII with a Flow Cytometry System will allow VIS and the entire branch to continue to accomplish all present and future goals and plans.

5. Salient characteristics. All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition.
Vendor must be able to provide these specifications:
a) Small footprint system containing a paradigm-shifting optical design that provides unprecedented flexibility, enabling the use of a wide array of new fluorochrome combinations without reconfiguring our system for each application.
b) Optics and state-of-the-art low-noise electronics with excellent sensitivity and resolution.
c) Flat-Top beam profiles, combined with a uniquely designed, vacuum-based fluidic system, translate to outstanding performance at high sample flow rates.
d) Ability to deliver high quality data, and easily resolve rare and dim populations, regardless of assay complexity and all will contribute to ease-of use, and reproducibility of data.
6. Delivery Date: Thirty (30) days after receipt of the purchase order.
