Performance Work Statement

U.S. Army Corps of Engineers Baltimore District

Raystown Lake Project Boundary Monument Location Contract

1.0 Introduction: The U. S. Army Corps of Engineers at Raystown Lake requires boundary rectification services for portions of Government owned land and flowage easement to locate, mark, or reestablish survey monuments identifying USACE fee and flowage easement boundaries. Contractors shall be capable of providing services on Federal lands in Huntingdon and Bedford Counties in Pennsylvania. The Contractor shall furnish the required personnel, equipment, instruments, and transportation, as necessary to accomplish boundary rectification services on the Raystown Lake Project. The Contractor shall furnish to the Government a report of work activity and results of survey actions. During the execution of the work, the Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of the work. Generally, the purpose of this contract is for the Contractor to locate and/or replace missing USACE fee boundary and flowage easement boundary survey pins at Raystown Lake.

2.0 Background: Raystown Lake staff conducts annual fee boundary and flowage easement boundary inspections.

Raystown Lake Project has approximately 72 miles of fee boundary and 16 miles of flowage easement boundary spanning across Huntingdon and Bedford Counties. These boundary lines are/were marked by metal fence posts and ground level survey monuments or pins. Over years of farming, excavation, erosion, and flooding, various survey pins have been removed, covered, or otherwise went missing. Most boundary lines are well marked, however specified pins along these lines have not been located. According to most recent inspection data, there are currently 143 missing fee boundary pins and 174 missing flowage easement boundary pins. Raystown fee property is marked by red painted metal fence posts with blazed trees and flowage easement is marked by fluorescent yellow painted metal fence posts only.

3.0 General Requirements: The Contractor shall provide all management, supervision, labor, transportation, equipment, supplies, materials, and quality control necessary to complete boundary rectification services at the Raystown Lake Project, Baltimore District, U.S. Army Corps of Engineers in accordance with the specifications contained herein. The Contractor must comply with all applicable county, state and Federal laws and regulations;

specifically, those related to surveying activities. The Contractor must comply with the safety requirements detailed in the USACE Health and Safety Manual, EM 385-1-1, available at https://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1- 1.pdf?ver=7Cpck_22Ct_-w6QSGyOKVQ%3d%3d.

The Contractor will be paid based upon the sections of boundary completed, as identified in section 3.1.2, and as verified by Government inspectors. Access to missing pin locations varies from directly alongside paved roads to rough, forested terrain which can only be accessed on foot.

The Contractor and all Contractor employees shall be subject to the rules and regulations provided in Title 36, Code of Federal Regulations, Part 327, during the performance of this contract. Upon request a copy of these provisions can be provided by the Government.

Any work performed outside the scope of this contract must be negotiated in advance. Failure to acquire advance approval will result in the Contractor not being compensated for the work performed outside the scope.

3.1 Work Task Description: Fee and flowage easement boundary have been broken up into 4 focus areas of missing pins to be located, marked, and/or reset in place. These areas are circled on the map in Appendix B and broken down into bid items on the Bid Sheet. Bid items 0001, 0002, and 0003 are base items and items 0004-0009 are optional items. The Contractor must bid on all 9 bid items to be considered for award.

Surveying for Boundary and Easement Pins

3.1.1 For each boundary pin to be located, the Government will provide the Contractor with maps containing meets and bounds of all boundary pins. Boundary pins marked or otherwise designated as “MISSING” in Appendix D are to be located and/or replaced using standard surveying procedure, with either a Global Positioning System or traditional surveying methods of bearings and line of sight. If a boundary pin is determined to be absent, the Contractor will replace the pin in its proper location with a Government provided survey monument. For fee boundary pins determined to be absent from their surveyed location, replacement will include digging a 3-foot-deep hole in the soil and inserting the provided aluminum survey monument into the hole at the missing pins surveyed location. Once backfilled with dirt, the monuments pin head should be at or above ground level 3 inches. If a 3-foot hole cannot be dug due to rocky soil or other limitations, the Government may approve replacing aluminum monuments with a pin head mounted on a 5\8” X 24” steel rebar rod (provided by govt.) on case-by-case basis. For flowage easement boundary pins determined to be absent from their surveyed location, replacement will require the Contractor to pound a 24-inch section of 5/8” steel rebar (provided by govt) into the ground and cap it with an aluminum pin head.

Rebar must be pounded 21” into the ground (3” above ground level) and follow the above specifications. All pins replaced by the Contractor will be stamped with the pin’s appropriate ID number as listed in Appendix D. When a missing pin is found or replaced, provided metal fence posts of the appropriate color (red for fee boundary, yellow for flowage easement boundary) will be installed by the Contractor. These fence posts are to be pounded at least 12 inches into the ground within a 12-inch radius of the boundary pin. Aluminum survey monuments, rebar rods, pin heads, and metal fence posts will all be provided by the Government. The Contractor is responsible for determining ideal workdays and shall coordinate all dates with the Government.

The overall objective is to locate and/or place missing pins in the correct surveyed location. Re-performance of unacceptable services at no additional cost is the course of action when appropriate.

3.1.2 Missing pin inventory:

See maps in Appendices A and B

3.3 Compliance: All work conducted under this contract shall be performed in compliance with all applicable county, state, and Federal laws, and regulations.
