TECHNICAL SPECIFICATIONS

MCNARY NAVLOCK TAINTER VALVE PUMPING SYSTEM

1.0 INTENT

The following specifications pertain to the supply and delivery of two (2) high head submersible pump systems, one

(1) medium head pump system, spare parts, and O&M Manuals (see sections 3.0, 4.0, 5.0, 7.0 below) to be utilized for dewatering of the Navigation Lock Tainter Valves at McNary Lock & Dam, Umatilla, OR. The pump system(s) will be part of a complete temporary dewatering piping system that McNary Dam currently owns. The complete system will be utilized during normal and emergency maintenance periods.

2.0 SCOPE

The successful quoter shall supply two (2) high head portable submersible pump systems, one (1) medium head portable submersible pump system, a spare parts package for all systems, and technical manual packages. All furnished items shall be new and not refurbished and conform in strength, quality of materials, workmanship, and sound engineering standards. All items shall be from the same manufacturer. All pumps and control systems shall be standard items offered by the manufacturer. Individual one-off custom pumps and controls shall not be allowed.

All equipment shall be shipped in a single shipment.

3.0 HIGH HEAD SUBMERSIBLE PUMP SYSTEM (CLIN 0001) (CLIN 0002)

The successful quoter shall supply two (2) high head portable submersible pump systems. Each pump system is independent of each other. The high head portable pump system shall have the minimum following salient characteristics:

3.1 Submersible Pump

3.1.1 Pump shall be capable of operating at a flow rate of greater than 900 GPM at 125 feet of head.

3.1.2 Pump shut off head shall be greater than 320 feet of head.

3.1.2.1 Pumped fluid is river water ranging from 35-75 degrees Fahrenheit.

3.1.3 Pump discharge shall be 4-inch NPT.

3.1.4 Pump impeller shall be an open design.

3.1.5 Pump shaft and fasteners shall be stainless steel.

3.1.6 Pump outer casing shall be stainless steel.

3.1.7 Pump shall be considered heavy duty for pumping of abrasive liquids.

3.1.8 Pump shall have protective anode system. Anodes shall be factory installed.

3.1.9 Pump shall not have a minimum submergence requirement.

3.1.10 Pump shall contain a mechanical seal system with innovative plug system for speedy installation.

The seal shall be tungsten carbide material.

3.2 Motor

3.2.1 Motor shall be rated at 58HP, 460VAC, 3-phase, 60HZ.

3.2.2 Motor shall be rated at 64 Amps current running.

3.2.3 Motor shall be rated insulation class H.

3.2.4 Motor shall have a duty rating of S1.

3.2.5 Motor shall operate at 3540 RPM.

3.2.6 Motor cable shall be oil and wear resistant rubber.

3.2.6.1 Motor shall be supplied with a power cable for VFD controlled pump at motor rating with 150 feet of length of cabling.

3.2.6.2 The power cable shall be installed at the factory.

3.3 Control, Variable Frequency Drive System, 150 Feet of main power cable.

3.3.1 Controllers shall be installed in a rainproof enclosure with a minimum rating of NEMA 3R control box.

3.3.1.1 Controllers shall be provided with an appropriately sized circuit breaker for overload and short circuit protection.

3.3.1.2 The control panel shall be surrounded by a roll cage to provide for protection from external damage while in operation, transporting to and from the site, and short/long term storage.

3.3.1.3 Controllers shall contain an appropriately sized power switch that is suitable for operation in the elements and maintains the rainproof rating.

3.3.1.4 Low level of pump operation shall be controlled with a float switch. The float switches shall have 200’ long cables.

3.3.1.5 Controllers shall have line and load reactors as necessary for protection of equipment.

3.3.1.6 Power cables. Each pump shall be wired to the control panel. Additionally, there shall be a

150-foot-long power supply cable per control panel with no end connection.

4.0 MEDIUM HEAD SUBMERSIBLE PUMP SYSTEM (CLIN 0003)

The successful quoter shall supply one (1) medium head portable submersible pump system with the following minimum salient characteristics:

4.1 Submersible Pump

4.1.1 Pump shall be capable of operating at a flow rate of greater than 500 GPM at 36 feet of head and greater than 200 GPM at 80 feet of head.

4.1.2 Pump shut off head shall be 100 feet or greater.

4.1.2.1 Pumped fluid is river water ranging from 35-75 degrees Fahrenheit.

4.1.3 Pump discharge shall be 4-inch NPT.

4.1.4 Pump impeller shall be hard iron.

4.1.5 Pump shaft and fasteners shall be stainless steel.

4.1.6 Pump frame and outer casing shall be 6063T6 Aluminum – hard anodized.

4.1.7 Pump discharge case, diffuser, and suction case shall be 356T6 Aluminum – hard anodized.

4.1.8 Pump shall not require priming, suction hose, or foot valves.

4.1.9 Pump shall have protective anode system. Anodes shall be factory installed.

4.1.10 Pump shall contain a 300 series stainless steel strainer with 0.375” holes.

4.1.11 Pump shall also have a Low Suction Collar that can be attached or removed.

4.1.12 Pump shall contain a mechanical seal system with innovative plug system for speedy installation.

The seal shall be tungsten carbide material.

4.2 Motor

4.2.1 Motor shall be rated at 8.9HP, 460VAC, 3-phase, 60HZ.

4.2.2 Motor shall have rated current of 11 Amps.

4.2.3 Motor shall have starting current of 79 Amps.

4.2.4 Motor shall be insulation Class H.

4.2.5 Motor shall operate at 3485 RPM.

4.2.6 Motor cable shall be oil and wear resistant rubber.

4.2.6.1 Motor shall be supplied with a power cable for automatic controlled pump at motor rating with 150 feet of length of cabling.

4.2.6.2 The power cable shall be installed at the factory.

4.3 Control, Automatic Panel with no floats or pump control modules.

4.3.1 Controller shall be installed in a rainproof enclosure with a minimum rating of NEMA 3R control box.

4.3.1.1 Controller shall be provided with an appropriately sized circuit breaker for overload and short circuit protection.

4.3.1.2 Controller shall contain an appropriately sized power switch that is suitable for operation in the elements and maintains the rainproof rating.

4.3.1.3 Pump operation shall be controlled by the automatic control panel. No mechanical floats or pump installed modules will be utilized.

5.0 SPARE PARTS MODULE (CLIN 0004)

The successful quoter shall supply the following spare parts for one year’s maintenance cycle.

5.1 Pump parts

5.1.1 One basic rebuild kit for each pump.

5.1.2 One O’Ring kit for each pump.

5.1.3 One Zinc anode kit for each pump.

5.1.4 Lubricating oil for two complete changes per pump to include SDS information. Shall be in suitable containers for transportation and storage.

6.0 FACTORY TESTINGS

The successful quoter shall test the pumping system(s) at the manufacturer’s shop to demonstrate that the proposed pump system operates without instability and complies with specified performance.

Factory test shall establish that the performance requirements of these specifications and the warranties under this contract have been fulfilled. Perform the performance test with the pump/motor assembled as an operating unit to simulate field installation unless otherwise approved by the Contract Performance Specialist.

The factory testing shall be witnessed by McNary Dam personnel and may be in person or by available means of adequate video transmission. The date and location of the testing shall be provided to the Contract Performance Specialist no later than 30 days prior to the testing. Factory test results, including performance curves, shall be furnished electronically to the Contract Performance Specialist and within the O&M Manuals.

7.0 OPERATION AND MAINTENANCE MANUALS

Four (4) complete printed copies of the Operations and Maintenance Manuals (O&M Manuals) shall be submitted for the new pumping systems. The O&M Manuals shall include detailed drawings, test results (using IEEE standards forms) and compliance certificates, order-specific instructions on the pump systems, normal and abnormal operations, maintenance, repair, troubleshooting, warranty, and a list of recommended spare parts (if applicable).

Individual parts lists shall be provided for only the items supplied under this contract. Any information pertaining to models or components not supplied under this contract shall be crossed out.

The O&M Manuals shall also include a sheet at the front of the manuals listing the name, phone number, contact information for the manufacturer, and a distributor where spare parts can be purchased. The complete contract award number (as found on the contract award document) shall be included.

8.0 WARRANTY

All items shall be covered by a minimum 1-year warranty on all parts, labor, and workmanship from factory defects.

The warranty shall include on-site troubleshooting and repair of all components.

The warranty period shall start once all items have arrived and been accepted by McNary Dam. Certificates shall be provided to McNary Dam that state the start and end date of this warranty period.

9.0 SUBMITTALS

Descriptive materials (brochures, illustrations, drawings, data sheets, etc) for “brand name” bids shall include a complete list of features, to include accessories and options, in order to verify the bid meets the specified technical requirements. These submittals shall be provided with your quote.

Prior to an award of an “or equal” quote, submittals shall be subject to technical approval by the Government.

Submittals shall include a copy of manufacturers catalog cuts, specification sheets, and warranty. Changes in dimensions from the original design shall be submitted as drawings showing both old and new dimensions. All submittals are to be sent to James L. Brown, at james.l.brown@usace.army.mil for approval. Submittals shall include, but not be limited to, copies of manufacturer’s catalog cut sheet, specification sheets, pump performance curves, VFD curves and analysis, and warranty.

10.0 SHIPMENT AND DELIVERY

10.1 All items shall be delivered FOB destination to McNary Lock and Dam within twelve (12) weeks of contract award.

10.2 The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Lock and Dam.

10.3 No shipments are allowed other than during normal business hours of Monday through Thursday, 7:00 AM - 4:00 PM, excluding Federal holidays.

10.4 All shipments shall be delivered to:

INSTRUCTIONS TO OFFERORS

This is a request for quote for the supply and delivery of two (2) high head submersible pump systems, one (1) medium head pump system, spare parts, and O&M Manuals (see sections 3.0, 4.0, 5.0, 7.0 in the specifications) to be utilized for dewatering of the Navigation Lock Tainter Valves at McNary Lock & Dam, Umatilla, OR.

52.204-26 COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES--REPRESENTATION (OCT

2020)

(a) Definitions. As used in this provision, “covered telecommunications equipment or services” and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(c) Representations.

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (FEB 2021)

ALTERNATE I (OCT 2014)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.

(a) Definitions. As used in this provision--

"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

"Forced or indentured child labor" means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

"Highest-level owner" means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

"Immediate owner" means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

"Inverted domestic corporation," means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

"Manufactured end product" means any end product in product and service codes (PSCs) 1000-9999, except—

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

(4) PSG 89, Subsistence;

(5) PSC 9410, Crude Grades of Plant Materials;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

"Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

"Reasonable inquiry" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

"Sensitive technology"—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

"Service-disabled veteran-owned small business concern"—

(1) Means a small business concern—

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

"Small business concern"—

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

"Small disadvantaged business concern, consistent with 13 CFR 124.1002," means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

"Subsidiary" means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

"Veteran-owned small business concern" means a small business concern—

(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

"Women-owned small business concern" means a small business concern --

(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

"Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127)," means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
