STATEMENT OF WORK
FOR
A22-042 B52 Pig Pen
FSC: 8145
NAICS: 332439

1 SCOPE. This Statement of Work (SOW) defines the effort required for the construction of three (3) each B-52 Pig Pens which are used with the aircraft to protect personnel working on the aircraft.
2 REQUIREMENTS. The Contractor shall, at a minimum, comply with the following requirement.
2.1 Produce three (3) B52 Pig Pens, constructed in accordance with the following drawings (See Attachment A):

2.2 The Contractor shall be a certified welding fabricator, and shall provide evidence of “AWS D1.2 Structural Welding Code – Aluminum” certified personnel.
2.3 Company shall have at least 15 years of experience in machining and fixture fabrication and shall provide evidence.
2.4 Company shall have at least 15 years of experience fabricating fall protection equipment IAW OHSA 1910/1926 and ANSI Z359 fall protection regulations and shall provide evidence.
2.5 Quality assurance specialist who will val/ver the assembly shall have at least 5 years of experience with the ASME Y14.100 specification including appendices B through E, contractor shall provide evidence.
2.6 All welds shall be visually inspected by a weld inspector / quality inspector with experience working under AWS D1.2 Structural Welding Code – Aluminum.
2.6.1 Welds must be inspected for any defects, including but not limited to, improper fillet depth, cracking, porosity, or over-heating.
2.7 All welds must undergo visual Non-Destructive Inspection (NDI) according to the processes described in AWS D1.2 Structural Welding Code – Aluminum. This inspection shall be completed by an experienced non-welding personnel.
2.8 The final fit and function of stand shall be inspected to ensure angle and fit conformity post-welding per AWS D1.2 Structural Welding Code – Aluminum.
2.9 The results of all weld and assembly val/ver inspections shall be compiled in a report and provided to the Government along with the finished stands.
2.10 A final post-build quality inspection shall be conducted by contractor verifying dimensions and conformity to the drawing, with a report detailing the results being provided to the Government.
2.11 Any changes made to the design described by attachments 1-6 shall be approved in writing by the Government Subject Matter Expert.
3 PROPOSL REQUIREMENTS
3.1 Proposal Pricing: The Contractor shall provide detailed cost pricing as directed in the Request for Quote (RFQ).
3.2 All work stated in writing by the contractor shall encompass shipping, handling and/or transfer fees. This is a firm fixed price contract and no monetary changes shall be made.
4 ACCEPTANCE AND TESTING
4.1 The contractor shall deliver one (1) completed Pig Pen within 45 days after receipt of contract.
4.2 The Government Subject Matter Expert (SME) will conduct an initial review of the pig pen once delivered to verify that the pig pen is in accordance with the following attached drawings:

4.3 If the pig pen is acceptable then the 565th AMXS will accept delivery of the pig pen and the SME will make arrangements for testing (explained below in section 4.4) to begin of the delivered pig pen. Within fourteen (14) days of delivery of the Pig Pen, the SME will inspect the delivered product for quality and accuracy. If the pig pen is not built to specifications; the SME will reject the pig pen and the Contractor shall arrange for shipment back to their location (at contractors expense) to correct deficiencies and then return for review of corrections. The Contractor shall complete required alterations within thirty (30) days of receipt of the Government’s written notification.
4.4 Form and Fit Testing. The pig pen will be subjected to testing to assess the viability of the item in the production maintenance process. Once the assessment is complete; the SME will provide the results to the Contracting Officer in writing. If the pig pen needs modifications as a result of the review, the SME will provide for the Contractor updated drawings along with a brief description in writing of the needed updates. These updates will be provided within thirty (30) days of the initial delivery of the Pig Pen. The Contractor shall arrange for delivery of pig pen from Tinker AFB to their location, or the contractor may come on-site to make the required alterations. Contractor is responsible for all costs associated with delivery and/or travel for any required modifications. The Contractor shall complete required alterations within thirty (30) days of receipt of the Government’s written notification.
If modifications are made, the SME will again inspect the modified Pig Pen upon delivery to Tinker for correctness; checking for any manufacturing defects or deviations from the drawing.
If the result is non-acceptance, the SME will provide notice to the Contractor and Contracting Officer within 7 days, and the Contractor shall complete any repairs or changes necessary within 30 days. If the pig pen is acceptable, the Contracting Officer shall be notified of final acceptance in writing within 7 days of delivery.
4.5 After final acceptance, the Contractor shall deliver two (2) additional completed pig pens within seventy-five (75) days of receipt of final acceptance notification of the initial first unit.
These pig pens shall be subject to the correctness acceptance procedures described in Section 4.3, but shall be exempt from further Form and Fit testing.
4.6 Assemblies shall be packaged and shipped in a manner that prevents them from being damaged or destroyed.
4.7 All deliveries shall be made to Building 2121 during the hours of 7:00AM to 4:00PM, Monday through Friday and coordinated through the OC-ALC/OBCB Contract Monitor.

6 ON-BASE REQUIREMENTS
6.1 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
6.1.1 Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air
Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
6.2 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the Contract Monitor (CM) and Unit Environmental Coordinator (UEC). The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
6.2.1 One (1) copy to CO, two (2) copies to the CM, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill http://www.e-publishing.af.mil/
4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
6.3 Forms, Technical Orders (T.O.), AFI, Air Force Material Command Instructions (AFMCI), and Publications: The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via the internet at www.epublishing.af.mil.
In the event a form or publication is not available online, the GPOC will provide the form, instruction, or publication to the Contractor upon the Contractor’s written request (e-mail is acceptable). In the event, laws, regulations, T.O.’s, AFI’s, or AFMCI’s change during the term of this contract, the Contractor shall be required to comply as the changes come into effect.
Contractors delivering or handling official United States Air Force (USAF) records shall comply with the applicable records management regulations in AFI 33-322, Chapter 3, in its entirety.
6.4 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.
6.5 Foreign Object Damage (FOD) and Dropped Object Prevention: Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Re- fresher). The Contractor and Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by the GPOC or the You Tube site, http://www.youtube.com/watch?v=tYcbodjFPnM.
6.5.1 The Contract Manager shall provide written certification to the GPOC for each employee within ten (10) business days after the contract award date. The certification shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure all new employees view the FOD/DOP training and provide written certification of training to the GPOC prior to the employees starting work in the OC-ALC shops. Every 36 Months, the Contractor and Contractor personnel shall be required to review the FOD/DOP training and to provide written certification to the GPOC.
6.6 Tool Control and Accountability: While performing contract services in or around Maintenance Production Shops, which includes ramp areas, the Contractor shall comply with AFI 21-101_AFMC Supplement 1, 21-101, Chapter 10 (all paragraphs) and OC- ALCI 21-112, paragraph 14.1. And 14.5.3. The Contractor shall provide the completed MXRIWRS Form 032 prior to performing work in the OC-ALC industrial areas. The MXRIWRS Form 032 is available from the GPOC. The Contractor shall provide a Contractor Tool Listing, MXRIWRS Form 032, to the GPOC within five (5) business days after PM/RM actions. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. The Contractor personnel shall immediately notify the GPOC of any http://www.e-publishing.af.mil/ http://www.youtube.com/watch?v=tYcbodjFPnM tools that are missing or lost from the work area or container (e.g. tool or job box or tool bag).
The GPOC will report any missing Contractor’s tools which have not been located within one (1) hour after notification to the appropriate Government personnel. The Contractor shall obtain the Form 32 from the GPOC. The CM shall ensure each employee on the job site receives a briefing from the GPOC about Housekeeping, FOD/DOP, and Tool Control prior to starting work in OC- ALC Industrial Areas.
6.7 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFI 24-302, in its entirety for the operation of POVs within Tinker AFB.
6.7.1 Visitor Pass: The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
6.7.2 Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
6.8 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, GPOC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, GPOC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.
6.9 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation.
The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
