Statement of Work
B-29 Superfortress Static Display
Charleston AFB requires a B-29 Superfortress to be on static display for the duration of the Charleston Airshow. The contractor shall provide and staff a B-29 daily during the Charleston Airshow April 19th-21st. Friday, the 19th of April, is a STEM and Military Family Day. The 20th & 21st are both full production days of ‘Heroes of Flight.’ The contractor shall arrive at Charleston AFB no later than 1200L EST on Friday the 19th of April, 2024, due to the airfield closure for the practice day.
1. Contractor Responsibilities
1.1 The contractor shall provide static appearances in support of the 2024 Charleston
Airshow as detailed below.
1.2 The contractor shall provide a static B-29 Superfortress and staff the aircraft to answer guest questions and provide pertinent information about the aircraft for the duration of the Charleston Airshow.
1.3 If available, the contractor website shall include, as a minimum, airshow location, time, and date. The contractor shall coordinate with JB Charleston Public Affairs (POC Ms.
Shellby Hamson) in order to keep the Charleston Airshow website up to date on performer details.
1.4 Before arrival, the contractor shall work with the Air Operations Officer, Air Boss, and event announcer to ensure performer requirements are satisfied (fuel type, support requirements, etc.).
1.5 Contractor shall staff their static display 20 April and 21 April 2024 between 0900 and 1700 EST. During the practice day, the contractor shall staff their static display between the hours of 1000 and 1700 EST.
1.6 The performer shall interact with the crowd to the maximum extent. The contractor shall be available for crowd autographs, photos and questions from spectators.
1.7 Before and during commencement of the 2024 Charleston Airshow, the Contractor shall make regular contact with the Open House Director and Air Operations Officer. The contractor shall keep these staff members apprised of any events that may affect the Airshow.
1.8 The contractor shall submit a listing of their personnel who shall be performing services under this contract for security checks no later than 15 March 2024. The contractor shall provide those names to the Air Operations Officer.
1.9 AIR TRANSPORTATION: The contractor shall handle their own round-trip travel in and out of Charleston, SC, as necessary.
2. The 2024 Charleston Airshow will provide the following services to the Contractor:
2.1 Lodging: Airshow team shall provide 2 hotel rooms for Thursday 18 April through
Monday 22 April 2024. Hotel rooms shall be at JB Charleston Inn or contract quarters in Charleston, SC. Departure shall be no later than 23 April, 2024.
2.2 Ground Transportation: One rental car will be provided for the Contractor for the duration of the airshow. Vehicle passes will be provided for base access as well as display ramp access.
2.3 Site Access: Airshow team will provide limited access with military escort, when necessary, to Airshow functions, including access to flight line during the Airshow, any receptions, briefings, and media day events.
2.4 Aircrew Logistics: Airshow team will provide full access to telephone and computer equipment during full duration of the event for attending aircrews and for aerial demonstration coordination. The contractor shall coordinate with the Air Operations Officer for acquisition of smoke oil, fuel, engine oil, oxygen, and nitrogen requirements, as required.
2.5 Charleston Airshow will provide 100LL Aviation Gas for flights to and from the contractor site (approximately 600 gallons). Joint Base Charleston will also provide oil for transportation to and from the show site (approximately 30 quarts of aircraft-required oil). The contractor shall coordinate with the Air Operations Officer and Air Boss for any additional smoke oil, fuel, engine oil, oxygen, hydraulic fluid, and nitrogen requirements, as required.
