Statement of Need / Required Specification Infrared Camera with Compatible Software and Lens(es) Background The Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) is currently enhancing its structural testing capabilities by outfitting the structural testing laboratory in Building 226 with new infrared (IR) measurement capabilities. Structural testing includes, among others, testing of reinforced concrete beams, columns, and shear walls that may be wrapped with fiber-reinforced polymer (FRP) composites. In order to detect and monitor delamination in concrete or debonding of FRP, a high-resolution thermal imaging infrared camera with associated software for image data acquisition and image analysis will be required to measure structural defects in specimens during testing and to meet EL’s research needs in this area.

Purpose The purpose of this acquisition is to obtain one (1) High-resolution Infrared (IR) Camera with Compatible Software and lens(es) that has a suitable interface for communicating with a personal computer, and the associated software must provide video compression options and raw data export capabilities.

Specifically, the desired package shall accommodate the ability to take precision measurements of:

(1) an area approximately 6.0 in x 3.0 in (152 mm x 76.2 mm) from a distance of 2 in to 3 ft (50.8 mm to 914 mm), and

(2) an area approximately 4.0 ft x 3.0 ft (1219 mm x 914 mm) from a distance of 2 ft to 8 ft (610 mm to 2440 mm).

Description of Required Products

Specifically, the contractor shall provide one (1) High-resolution Infrared (IR) Camera with Compatible Software and lens(es), meeting or exceeding the following minimum specifications:

Item 1: High-resolution Infrared Camera Specifications

1.1. The IR resolution of the camera shall be at least 640 pixels x 480 pixels

1.2. The camera shall include a built-in visual camera at a resolution of at least 640 pixels x 480 pixels

1.3. The camera shall provide an adjustable frame rate with a maximum frame rate of at least 20 Hz at full viewing window

1.4. The camera shall have a dynamic range of at least 16 bits

1.5. The camera shall have an accuracy of magnitude less than or equal to 2 degrees Celsius (C) (or, +/-2 %), whichever is smaller

1.6. The measurement temperature range of the camera shall be from at least 0 degrees C (32 degrees Fahrenheit (F)) to 120 degrees Celsius (248 degrees F)

1.7. The camera shall be capable of operating in ambient temperature conditions from at least 0 degrees Celsius (32 degrees F) to 40 degrees Celsius (104 degrees F)

1.8. The camera, when paired with compatible lens(es) (see Item 2 below), shall have the ability for automatic and manual focusing

1.9. The camera shall support standard Ethernet connectivity

1.10. The camera shall mount on a standard ¼ inch – 20 mounting hole, for compatibility with commercially available tripods

1.11. The camera shall be equipped with software to operate and visualize images/videos from a personal computer. The vendor shall provide a stand-alone software license valid for at least 3 years, including providing software updates for at least 3 years. The software shall be executable without an internet connection. The vendor shall furnish any license key or software development kit required to acquire data and export the unfiltered raw data in standard text or comma separated variable file formats

1.12. The software shall permit high-speed preview on a personal computer during on-going capture of thermal images in real- or near-real-time

1.13. Recorded images shall be exportable in standard image formats, such as .BMP, .TIFF, .JPG, or .PNG

1.14. Video recordings shall be exportable in standard video formats, such as .MP4 or .AVI

1.15. The vendor shall provide at least one year of technical phone support

1.16. The vendor shall provide an initial thermographic calibration covering at least the full measurement temperature range of the camera.

1.17 The camera shall be compatible with standard power supply of 120 volt and 60 Hz with NEMA plug type L5-20P.

Item 2: Lens(es) compatible with Infrared Camera Specifications:

2.1. The high-resolution infrared camera shall be equipped with lens(es) that are suitable for taking precision measurements on:

(1) an area of approximately 6.0 in x 3.0 in (152 mm x 76.2 mm) from a distance of 2 in to 3 ft (50.8 mm to 914 mm), and

(2) an area of approximately 4.0 ft x 3.0 ft (1219 mm x 914 mm) from a distance of 2 ft to 8 ft (610 mm to 2440 mm) Note: If more than one lens is provided, the lenses shall be interchangeable and shall mount to the infrared camera in a turnkey manner.

Warranty Requirements The contractor shall warrant the entire product in accordance with the Original Equipment Manufacturers’ (OEM) standard commercial item warranty, to include the following warranty for a minimum of 12 months: 1.) Labor, 2.) Parts, 3.) Travel and 4.) Cost and Liability for returns.

Delivery Requirements The Infrared Camera shall be ready to operate upon delivery. Delivery shall be made F.O.B. destination. Delivery shall occur within the vendor’s standard commercial lead time, but no later than 12 weeks after contractor receipt of order. The product shall initially arrive for delivery and truck inspection at the NIST Shipping and Receiving address identified below.

NIST Shipping & Receiving 100 Bureau Drive Building 301 Gaithersburg, MD 20899-0001

F.O.B. Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

Due to the current campus access restrictions at NIST, delivery shall occur at a mutually agreed upon date between the contractor and the NIST technical point of contact (TPOC). The contractor shall NOT deliver any items until the delivery date has been agreed upon in writing, and the contractor has received written approval from the NIST TPOC to proceed with delivery. Contractor failure to acquire written approval from NIST prior to shipping products shall release the Government of any liability and may result in the delivery being disallowed onto NIST’s campus. NIST is a controlled-access facility, therefore delivery personnel must be a U.S. citizen or a U.S. permanent resident.

The Contractor shall comply with the NIST Visitor and Contractor Protocols for Mitigating COVID-19 Exposure on NIST Campuses as identified at this link: https://www.nist.gov/about-nist/visit/nist-visitor-and-contractor-protocols-mitigating-covid-19-exposure-nist-campuses

Inspection & Acceptance Inspection and Acceptance: NIST will inspect the delivered product within seven (7) business days after delivery to ensure conformance with the requirements identified in this Statement of Need. The IR Camera must operate in accordance with the specifications listed in the Statement of Need. If all other requirements are also met, the product shall be accepted.
