Statement of Need / Required Specifications Optical microscope for metallography

Background The Production Systems Group (PSG) in the Intelligent Systems Division of the Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) develops, advances and deploys measurement science and standards to speed development, adoption, and integration of leading-edge intelligent technologies to advance U.S. manufacturing performance. The PSG conducts research and development in the areas of measurement methods, models, instrumentation, sensors, and data to improve scientific understanding and control of manufacturing processes, equipment, workpiece properties and the descriptive science of the structure and properties of metals.

Purpose The purpose of this acquisition is to procure one (1) Optical Microscope, which will allow NIST’s additive manufacturing (AM) research to expand its characterization capabilities to support qualification of AM parts. The new capability will include macro- and microstructure characterization and quantification for metallography.

Description of Required Products The contractor shall provide one (1) Optical microscope which meets or exceeds the MINIMUM technical requirements and specifications detailed below.

1.1. Motorized Stage – automated for x, y and z travel.

1.2. Motorized objective and filter turrets for automatic changing.

1.3. Total magnification: 50x, 100x, 200x, 500x, and 1,000x (e.g., a 10x eyepiece magnification with 5x, 10x, 20x, 50x, and 100x objective magnifications)

1.4. Imaging modes / filters: Bright field, dark field, C-DIC.

1.5 Camera: 6 Megapixel color camera.

1.6 Software: automated acquisition, batch analysis, image stitching and stacking, measurement tools.

1.7 Workstation: Windows 10 pro or enterprise, 64Gb RAM, graphics card, 4TB Hard drive.

1.8 The microscope shall be upright and not inverted.

1.9 Electronic media shall contain a licensed copy of the microscope acquisition, analysis software and electronic manuals. Instrument software shall be Section 508 Compliant.

Warranty Requirements

A minimum of one-year warranty for all parts and labor in accordance with the manufacturer’s commercial item warranty practice is required for the entire product.

Additional Contractor Responsibilities

The Contractor shall be responsible for providing a vendor technician onsite to perform uncrating or unpacking, equipment setup and training of microscope. The training shall be performed on-site for two (2) NIST employee staff present to receive the training. Training shall include providing an overview of the operations, maintenance, troubleshooting and safety protocols relevant to maintaining effective use of the microscope.

Government Responsibilities

The Government shall be responsible for ensuring a standard electrical outlet and benchtop space is available for delivery, installation and training of the microscope as described herein. The Government shall also provide testing samples for the contractor technicians to use in demonstrating proper functioning and providing training of microscope.

Delivery Requirements

Delivery, installation and training shall be made F.O.B. Destination to the National Institute of Standards and Technology at the address identified below. Installation and training may be completed at time of delivery to be scheduled in accordance with the Technical Point of Contact (TPOC) and completed not later than 9/1/2021.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

Note: The NIST Gaithersburg, MD campus is a controlled-access facility and is also under limited access restrictions due to COVID-19. Deliveries are only accepted when arranged in advance. The Contractor shall request approval of delivery time with the NIST Technical Point of Contact (TPOC) in advance of shipment. The Contractor shall comply with the NIST Visitor and Contractor Protocols for Mitigating COVID-19 Exposure on NIST Campuses as identified at this link: https://www.nist.gov/about-nist/visit/nist-visitor-and-contractor-protocols-mitigating-covid-19-exposure-nist-campuses

Contractor failure to confirm delivery method and procedures and to receive TPOC approval prior to shipment shall release the Government of any liability and may result in payment being withheld until the campus access restrictions have been lifted and the item can be received and physically inspected.

Installation Requirements

The Contractor is responsible for installing the optical microscope. Installation shall be performed in accordance with the NIST Visitor and Contractor Protocols for Mitigating COVID-19 Exposure on NIST Campuses identified above. Installation and training must be coordinated on a date and time in mutual agreement with the TPOC. Installation and training may take place the day of delivery or another time within 1 month after delivery.

Inspection & Acceptance

NIST will inspect delivered products within seven (7) business days after delivery, installation, and training to ensure conformance with the requirements identified in this Statement of Need. If all other requirements are also met and the equipment is operational, the product shall be accepted.

The place of installation, training, inspection and acceptance shall be: NIST, 100 Bureau Drive, Building 233, Room A102, Gaithersburg, MD 20899.

Payment Schedule The contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice in accordance with the following terms:

· 100% after receipt, inspection, and acceptance of deliverables (delivery, installation, and training) by the TPOC.
