SOLE SOURCE JUSTIFICATION
FOR SIMPLIFIED ACQUISITIONS
From: Damione Moody, Code 7320
To: Code 02 Acquisition Branch
Subj: SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
Naval Surface Warfare Center Carderock Division (NSWCCD), Code 732 has identified reliability and maintainability issues with its current MILCOTS Panel PCs (PPCs) as part of the AN/BQH-9(V) Signal Data Recording Set (SDRS). In FY19, NSWCCD decided to identify a replacement unit, and identified, evaluated, and procured a prototype Aydin Displays Model 8820 PPC. The purchased unit was designed to be form, fit, and operational replacement, which would be seamlessly integrated, without a redesign or re-engineering of the existing AN/BQH-9(V) SDRS.
The purpose of this procurement is to purchase additional units to be placed into Fleet service. NSWCCD is requesting the procurement of eight (8) Aydin Displays Model 8820 Panel PCs, with a total value of $
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
For background, the current display and primary system interface for the AN/BQH- 9(V) SDRS is a PPCs. The units are custom military grade all-in-one PCs, with an integrated touchscreen and computer, in a ruggedized chassis. The units were designed to meet the physical and technical specifications of the AN/BQH-9(V) SDRS, and they are required for the Fleet to operate the AN/BQH-9(V) SDRS. Over the past 4 years, the units have exhibited reliability issues and higher than acceptable failure rates, and they are not expected to meet their 10 yr. operational life cycle goal.
Additionally, the manufacturer, has not able to offer technical or logistical solutions to improve the reliability or maintainability of the current PPC. As a result of the failure trends, in FY19 NSWCCD was tasked to identify a functional form, fit, and operational replacement unit, that could be seamlessly integrated into AN/BQH-9(V) system, without a redesign or re-engineering of existing hardware or software.
NSWCCD conducted technical and market research during FY19 and decided to procure a prototype Model 8820 PPC from Aydin Displays. The prototype was purchased under contract N0016719P0183.
NSWCCD received the Model 8820 PPC prototype unit in FY20. The prototype unit underwent a testing and evaluation process, and NSWCCD has determined the Aydin Model 8820 Panel PC is a form, fit, functional replacement to the current failure prone units. As a result, NSWCCD is procuring an additional 8 units to replace high failure units and units that are no longer repairable.
3. MARKET SURVEY
In FY19, NSWCCD conducted vendor, technical, and market research as part of the prototype procurement. This procurement is a continuation of those efforts, which were part of a two-step process. Step 1 was to identify, test, and evaluate a prototype, and Step 2 is procure a replacement that has been determined to be technically acceptable. Identifying additional vendors and/or procuring additional prototypes would present an unacceptable technical risk, as well as unacceptable time and financial costs.
In the first three (3) Qtrs. of FY20, 30% of our existing Panel PC units have failed and a growing portion of the failed units have been deemed unrepairable by the manufacturer. The failure and repair issues, of the current units, is causing supply chain and fleet support problems, which will be amplified by a delay in the procurement of replacement units. This procurement is required to mitigate further supply chain and fleet support interruptions, as well improve the overall reliability of the AN/BQH-9(V)
SDRS
