REVISED PERFORMANCE WORK STATEMENT (PWS)

For

Video Teleconferencing Suite Equipment and Installation United States Marine Corps Detachment

Fort Leonard Wood, Missouri

1. 0 BACKGROUND.

1.1 Marine Corps Detachment Fort Leonard Wood (FLW) requires a new Video Teleconferencing Suite (VTC) suite to replace/upgrade their existing antiquated and failing conference room VTC suite with 2 projectors, IP codec such as WebEx or equivalent, camera, speakers, method to control them, all necessary materials such as cables, connectors, wires etc., and provide a Service Plan to maintain the newly installed VTC suite. Currently, Fort Leonard Wood conference room VTC suite equipment is only compatible with ISDN BRI connectivity, which has been decommissioned by the area service provider, and the current equipment is antiquated and failing after more than 13 years of continuous use. All military commands and units were ordered to adhere to the Government’s social distancing policy due to the COVID 19 pandemic outbreak. This means all meeting are to be conducted via VTC, teleconferencing, or via other virtual methods. This Marine Corps Detachment’s VTC equipment is non-serviceable, therefore requires procurement of a new updated VTC suite.

2.0 OBJECTIVE.

2.1 Procure, install, and configure new VTC suite to conduct meetings and other forms of communication with Higher/Adjacent Headquarters’ (HQ) due to geographical separation, COVID 19 restrictions, and the Government’s social distancing policy. Installation of new VTC allows HQ to safely plan and discuss important issues and events surrounding the military and their commands/unit such as, COVID 19 restrictions, updates, policy changes,

3.0 SCOPE.

3.1 The Contractor shall procure, deliver and install all the necessary equipment, parts, and materials for a new VTC suite, in the Conference Room. This requirement includes the procurement for VTC audio and video infrastructure, source, display and processing equipment. The Contractor shall configure, test, and program the complete newly installed VTC suite for proper functionality and operation. The Government expect the VTC controls to allow for intuitive, simplified and practical operation of the entire VTC suite and to be completed by the Contractor’s qualified VTC technician/installer.

3.2 Priority Service Plan: The contractor shall provide a priority service plan for the 12 month base period and the four (4) 12 month option periods. Service plan shall include proactive preventive checks & services and break-fix callout support with guaranteed response times and priority escalation. The services should be designed to minimize downtime, maximize operation capabilty through proper maintenance and improved life-cycle management of the VTC suite.

4.0 OVERALL TASKS – VTC EQUIPMENT.

4.1 The Contractor shall provide all management, personnel, equipment, tools, materials, supervision, transportation, and other required material, products and services necessary to complete the required tasks. The installation will adhere to all applicable VTC standards and installation guides and procedures.

4.2 The Contractor shall ensure all cables/wires are compatible with all associated equipment and components. The Contractor shall neatly bundle, strap, and support wiring at all locations. The Contractor shall bundle microphone, line-level, video and power cables separately from each other. The Contractor shall identify and sequentially mark all equipment wiring using wire markers at both ends of the cable. The Contractor personnel shall remove all existing cabling/wires that are not used by the system.

4.3 The Contractor shall neatly bundle, strain relief, and secure all cabling, and apply cable labels. Signals such as microphone, line level audio, video and power cabling will be separated from each other in the ceiling and rack.

5.0 REQUIRED TASKS.

5.1 The Contractor shall remove existing 4:3 projectors and wall mounted fixed frame screens. The Contractor shall furnish and install two (2) new 16:10 109-inch diagonal fixed frame screen, which include .08 gain to reduce the glare from window, or lighting fixtures. New lamp free laser projectors need have a native resolution of 1900x1200 with a minimum throw distance of 13.5 ft. and repositioning as required. Each projector requires a scaling receiver.

5.2 The Contractor shall furnish, install, and ensure workstation is equipped with a 24-inch monitor capable of providing annotations and has a clear screen button on the touch panel. The mount panel shall be a rigid articulating arm for annotation, so it can be easily relocated.

5.3 The Contractor shall furnish and install an HDBaseT Digital Media 8x4 switcher to include the Creston professor for the control system or a product Equal to the Manufacturer.

5.4 The Contractor shall furnish and install a Blu-Ray player with RS232. OFE shall reside in the rack. The Government will provide mouse and keyboard. The Contractor shall furnish and install rack mounted Contemporary Research CATV unit; Cisco Codec Pro with P60 Camera, which will be re-installed in the same location. The Contractor shall replace the extension unit. The Contractor shall ensure the new VTC suite operates as unclassified H.323 over IP.

5.5 The Contractor shall remove all existing microphones, cabling, and speakers, which requires the removal of some ceiling tiles and obtain new customer provided ceiling as required to accommodate new VTC suite locations only.

5.6 The Contractor shall furnish and install one ceiling mounted microphone, Brand Name or Equal to Shure MX910-A, ensuring center room coverage over table; ensure pick up lobes do not reach the side walls, and microphone should not have any in-room voice lift. The Shure MX910-A, shall consist of eight (8) individual internal microphones. The Contractor shall configure the ceiling microphone to the DSP as DANTE on provided switch. The Seat in the conference room is fixed allowing for all maximum participation in any VTC.

5.7 The Contractor shall provide a Blamp TesiralFORTE Digital Signal Processor (DSP) for mixing and equalizing audio for the VTC suite. DSP must have built in Acoustic Echo Cancellation (AEC) capable of removing an echo.

Audio conferencing shall be trough the Cisco CODEC Pro.

5.8 The Contractor shall custom program the control system to control required functionality; and shall have their programmer obtain customer approval of the touchscreen layout prior to commencing with actual programming. The Contractor shall furnish and install a new 10-inch tabletop touch panel with increased robust processing, current Creston module usage, and SMART graphics.

5.9 The Contractor shall furnish and install one (1) Cisco port POE network switch for the control system communication to be located in the AV rack, not on the customer’s network. Programming features shall include System ON/OFF; VTC Mode, ATC mode, Presentation mode, Microphone mute/unmute, Camera control, Volume control of one zone, Clear All (annotation button), and source selection. Source selection shall include Codec Pro – unclassified, Blu-Ray non 4k, CATV, HDMI wall plate #1 for GFE laptop at workstation, and optional Document Camera.

5.10 The Contractor shall furnish and install a new equipment rack, pre-wired and tested prior to delivering to worksite location. The new equipment will be at the same location as old equipment; next to the operator’s workstation. The Contractor will turn over the existing equipment rack to the Government. The Contractor shall furnish and install a UPS system in the rack for improving the AV network uptime, reduce possible burnouts or voltage fluctuations. The Cisco touch Ten shall remain in the rack for servicing.

6.0 SPECIFIC TASKS – PROJECT STARTUP.

6.1 A kickoff meeting via video teleconferencing or agreed an upon method, within five (5) days after award will occur between Marine Corps Detachment Fort Leonard Wood and all parties involved. The Time and Date TBD.

The meeting will be with key representatives from all parties to ensure there is a common understanding of the requirements, what the expectations are, and the ultimate products. The Contractor shall discuss the overall understanding of the project and review the background information and materials provided by the Government.

6.2 Discussions will also include the scope of work; deliverables to be produced, how the efforts will be organized and project conducted assumptions, made and expected, and the results. A concerted effort shall be made to gain a thorough understanding of the Government’s expectations. The discussions between the Government and the Contractor shall be not construed as adding, deleting, or modifying any task requirements, including deliverable specifications and due dates.

6.3 The Contractor shall provide all warranty information and user/operation manuals to the Government.

6.4 The Contractor shall provide onsite warranted trouble call service on 100 percent of all work performed for a period of one (1) year following the date of acceptance of completed work, to include any necessary adjustments to the audiovisual system. The contractor shall provide four (4) hour maximum on-site response time for service calls for all work performed.

7.0 CONTRACT MANAGEMENT.

7.1 The Contractor shall perform all stated requirements and tasks contained in this PWS. If any of the requirements or tasks cannot be completed in the time specified, the Government must be notified in writing. The Contractor will appoint a Project Manager for oversight of contract requirements.

8.0 TEST AND ACCEPTANCE.

8.1 Upon completion of VTC suite installation, per the Contractor notification, a Government Quality Assurance (QA) person and the Technical Representative will test all equipment for operation and compliance with the upgraded equipment package. All deliverables identified in this PWS shall be provided to and accepted by the Government prior to final acceptance. The work site will be inspected for workmanship, completeness, and cleanliness. All work shall meet the identified performance standards.

8.2 The Contractor shall test the units installed under this PWS and demonstrate to the Government the complete functionality of all components/capabilities. The VTC suite must pass all testing requirements and all related performance objectives prior to acceptance. Delivery and installation shall be coordinated with the Government Technical Representative.

9.0 MATERIALS AND EQUIPMENT

9.1 Materials: The Contractor shall provide all materials, other than Government furnished equipment (GFE), necessary to achieve timely completion of the requirements/tasks and identified the performance criteria in this PWS. All products and materials developed, prepared and/or purchased by the Coontractor for use or ownership of the Government becomes the property of the Government. The Contrator shall document the transfer of all materials.

9.2 The Contractor shall inspect all delivered products and materials for accuracy, completeness, and condition before installation. The Contractor shall resolve all shipping discrepancies including shortages and return/replacement of improper or damaged item(s). Any missing or damaged products must be replaced prior to installation and final Government acceptance.

9.3 Equipment: The Contractor shall ensure all components are compatible with all equipment in the integrated unit to include Government provided infrastructure and provided GFE. The equipment shall have all the characteristics and functionality described in this PWS.

9.4 The Contractor shall provide all necessary material, equipment and tools required to support this requirement to include non-marking, rubber-wheeled hand trucks, dollies, and carts. The Contractor shall be responsible for securing all their equipment, materials and supplies, and tools.

9.5 The Government will not be liable for any stolen or damaged property that is left unsecured by the Contractor.

9.6 Incidental Equipment/Materials: The Contractor shall furnish all wiring, cables, connectors, and fixtures necessary to connect and mount the various components of the integrated units systems to meet performance and acceptance criteria identified in this PWS.

9.7 Removal and Disposal of Parts and Material: The Contractor shall not dispose of any Government property being removed. The Contractor shall clean-up and dispose of all refuse materials and trash in accordance with this PWS and applicable federal, state, and local regulations, standards, codes and laws. The Contractor shall keep the job site clean, including the staging and storage areas, and free from an accumulations of debris, packing materials and scraps. All project related trash must be removed on a daily basis to deter and eliminate potential fire or safety hazards. The Contractor shall pay any fees or charges incurred for disposal of materials.

10.0 PROJECT MANAGEMENT.

10.1 The Contractor shall provide full-time on-site management, coordination, and personnel necessary to complete installation of the new equipment and other materials in accordance with this PWS. The Contractor shall identify a Project Manager (PM) who shall be responsible for the performance for each task. The name of the Primay PM and Alternate(s) PM shall be designated in writing to the Contracting Officer (CO).

10.2 Installation: The Contractor shall provide carts, dollies or other handling equipment as required installing new equipment and any other materials required to and from the work site. The Contractor shall utilize precautionary measures (runners, pads, etc.) to protect the building walls, floors, doorjambs, equipment, etc. from damage during all phases of the project. The Contractor shall be responsible for any damage to the building and equipment, which occurs because of material delivery, handling, workstation disassembly/assembly and final installation. The Contractor shall identify any existing damage to the building during any pre-installation visit and walk-through inspection. The Government Technical Representative will conduct a post installation inspection to ensure any incidental damages are documented for Contractor resolution.

11.0 Place of Performance. The place of performance will be at the following location:

11.1 The specific dates and times for work shall be in accordance with the schedule coordinated between the Contractor and the Government Technical Point of Contact (TPOC). All work will be scheduled to occur within the below time slots to minimize disruption to Government personnel and mission.

Hours: Monday – Friday 7:00AM ET – 4:00PM CT Closed on weekends and federal holidays.

12.0 Deviations/Modifications: Any deviations or modifications will need to be brought to the attention of MCIA’s designated Government Technical Point of Contact and may only be approved by the Contracting Officer.

13.0 Base Access: The Contractor shall contact the customer Government Point of Contact for directions and instructions to gain access to the Fort Leonard Wood Army Base.

14.0 WARRANTY.

14.1 The Contractor shall provide a one (1) year onsite warranty on all equipment and work performed. The Contractor shall provide a copy of all product warranties during final acceptance by the Government.

14.2 The Contractor shall provide products and services, except for those products or services specifically stated as being government furnished. The contractor shall be responsible for furnishing everything needed to perform this contract.

15.0 PERIOD OF PERFORMANCE.

15.1 The Period of Performance is 17 July 2020 - 16 July 2025.

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (DEC 2019)

The Offeror shall not complete the representation in this provision if the Offeror has represented that it “does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument” in the provision at 52.204-26, Covered Telecommunications Equipment or Services--Representation, or in paragraph (v) of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items.

(a) Definitions. As used in this provision--

Covered telecommunications equipment or services, critical technology, and substantial or essential component have the meanings provided in clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Contractors are not prohibited from providing--

(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(d) Representation. The Offeror represents that it [ ] will, [ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.

(e) Disclosures. If the Offeror has represented in paragraph (d) of this provision that it “will'' provide covered telecommunications equipment or services”, the Offeror shall provide the following information as part of the offer-https://www.sam.gov/

(1) A description of all covered telecommunications equipment and services offered (include brand; model number, such as original equipment manufacturer (OEM) number, manufacturer part number, or wholesaler number; and item description, as applicable);

(2) Explanation of the proposed use of covered telecommunications equipment and services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b) of this provision;

(3) For services, the entity providing the covered telecommunications services (include entity name, unique entity identifier, and Commercial and Government Entity (CAGE) code, if known); and

(4) For equipment, the entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(2) While not required, the Contractor may include in its subcontracts for commercial items a minimal number of additional clauses necessary to satisfy its contractual obligations.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 15 Days;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 Days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 Months.

252.225-7048 EXPORT-CONTROLLED ITEMS (JUNE 2013)

(a) Definition. ``Export-controlled items,'' as used in this clause, means items subject to the Export Administration Regulations (EAR) (15 CFR Parts 730-774) or the International Traffic in Arms Regulations (ITAR) (22 CFR Parts 120-130). The term includes--

(1) ``Defense items,'' defined in the Arms Export Control Act, 22 U.S.C. 2778(j)(4)(A), as defense articles, defense services, and related technical data, and further defined in the ITAR, 22 CFR Part 120; and

(2) ``Items,'' defined in the EAR as ``commodities'', ``software'', and ``technology,'' terms that are also defined in the

EAR, 15 CFR 772.1.

(b) The Contractor shall comply with all applicable laws and regulations regarding export-controlled items, including, but not limited to, the requirement for contractors to register with the Department of State in accordance with the ITAR. The Contractor shall consult with the Department of State regarding any questions relating to compliance with the ITAR and shall consult with the Department of Commerce regarding any questions relating to compliance with the EAR.

(c) The Contractor's responsibility to comply with all applicable laws and regulations regarding export-controlled items exists independent of, and is not established or limited by, the information provided by this clause.

(d) Nothing in the terms of this contract adds, changes, supersedes, or waives any of the requirements of applicable Federal laws, Executive orders, and regulations, including but not limited to—

(1) The Export Administration Act of 1979, as amended (50 U.S.C. App. 2401, et seq.);

(2) The Arms Export Control Act (22 U.S.C. 2751, et seq.);

(3) The International Emergency Economic Powers Act (50 U.S.C. 1701, et seq.);

(4) The Export Administration Regulations (15 CFR Parts 730-774);

(5) The International Traffic in Arms Regulations (22 CFR Parts 120-130); and

(6) Executive Order 13222, as extended.

(e) The Contractor shall include the substance of this clause, including this paragraph (e), in all subcontracts.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
