This is a Request for Quote for commercial items additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Any resulting purchase order will contain standard commercial government clauses.

Please provide a quote via email for the items listed below by 2:00 PM Central European Summer

Time (CEST), Tuesday, 2 September 2020. All questions regarding this Request for Quote are due in writing by 2:00 PM CEST, 2 September 2020.

Questions shall be submitted via email to anthony.bilal@us.af.mil and evan.porter.1 @us.af.mil. The

Government has no obligation to answer any questions received after the due date and time.

This will be a firm-fixed price contract with one Contract Line Item Number, (CLIN) Please provide pricing for each Item Number.

The Government will review the lowest priced quote for technical acceptability. If that quote is found to be technically acceptable, the Government will not review any other quotes for technical acceptability. If the lowest priced quote is not technically acceptable, the Government will review the next lowest priced quote for acceptability, and if found acceptable, no other quotes will be reviewed. This process will be followed until the Government finds a technically acceptable offer. The Government intends to award without discussions, but reserves the right to enter discussions with offers as deemed appropriate by the

Contracting Officer. The Government reserves the right to conduct interchanges with offers as deemed appropriate by the Contracting Officer.

Automated Benchstock Characteristics

Control

- Access limited to CAC scan or employee number.

- Limited access but readily accessible to the maintainers.

- Each item is separated into bins with parts cups that are accessed individually in less than 10 seconds. This eliminates cross contamination of bins.

- Individual bin access to prevent access to multiple or specific bins. (Doing so would allow us to control Spare Tools in the same unit, further reducing our footprint).

Ease of Use:

- As stated, user can easily scan CAC for immediate access.

- A digital Shadow Board on the Item Issue Screen shows the image in addition mailto:anthony.bilal@us.af.mil mailto:evan.porter.1@us.af.mil mailto:anthony.bilal@us.af.mil mailto:daira.rodriguez@us.af.mil to providing item details, eliminating the need for outdated physical shadow boards.

- Multi-search fields: Search by part number, NSN, nomenclature or bin location, and category (i.e. screw...phillips...button head...etc...)

- The software tracks each user's individual bench stock issues with an option to view the last 30 recent issues. This means items like engine shop grabbing cam-locks all the time, no longer have to be looked up every time .

- Task oriented sorting. One button issue based on a task input (i. e. Input task: Fuel

Quantity Probe Replacement - Benchstock provides full list/quantities of consumables and issues them out).

Management:

- Lot Control/Shelf Life Items-are managed automatically. When an item reaches its expiration date we want the automated system to lock out the item.

Furthermore, the systems needs to dispense by the earliest expiration dates first, effectively automating the shelf life management program.

- Min/Max Levels-Benchstock needs to be managed at the 100% stock level and prevent the stocking of an item over the 200% level. System needs to be able to generate Restock Reports when an item reaches 50% to help reduce human error and low stock. Essentially, no more manual flagging system.

- Required to report bin usage since last inventory to reduce inventory times.

- Requires scale for weighing bins for inventory quantity to save time for inventory.

- Low maintenance. Reduced moving parts to eliminate maintenance needs as a result of breaking.

- Resizable bins for freedom of inventory movement.

- Restricted access to specific bins. This allows spare tools to be managed in the same cabinet as benchstock.

- System must be expandable to include further cabinets and lockers. This allows growth.

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it “does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument” in the provision at 52.204-26, Covered Telecommunications Equipment or Services— mailto:anthony.bilal@us.af.mil https://www.acquisition.gov/content/52204-26-covered-telecommunications-equipment-or-services-representation#id19CAC0P0ESS

Representation, or in paragraph (v) of the provision at 52.212-3, Offeror Representations and Certifications-

Commercial Items.

(a) Definitions. As used in this provision—

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video

Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019

(Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—

(i)Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii)Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year

2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a

Federal contract. Nothing in the prohibition shall be construed to—

(i)Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii)Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award

Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(d) Representation. The Offeror represents that—

(1)It □ will, □ will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.

The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds “will” in paragraph (d)(1) of this section; and

The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds “does” in paragraph (d)(2) of this section.

(e) Disclosures.

(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded

“will” in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:

(i)For covered equipment—

(A)The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B)A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C)Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii)For covered services—

(A)If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as

OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B)If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded “does” in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

(i)For covered equipment—

(A)The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

52.225-7 Evaluation of Foreign Currency Offers (Feb 2000)

If the Government receives offers in more than one currency, the Government will evaluate offers by converting the foreign currency to United States currency using:

(a) For acquisitions conducted using sealed bidding procedures, on the date of bid opening.

(b) For acquisitions conducted using negotiation procedures-

(2) On the date specified for receipt of proposal revisions.

ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT

2015)

Paragraph (b)(6) Price--

Offerors shall insert a unit price and extended total amount for each CLIN they are offering on as listed in the price schedule of the RFQ. Quotes shall provide enough information to allow the government evaluator(s) to determine that the items being offered meet the salient characteristics as stated in this

RFQ.
