1. Description of Services

The contractor shall provide technical expertise to be able to effectively implement various SolarWinds modules into it’s current network management system. Services are to be provided on location at RAFM, Suffolk, United Kingdom. Multiple modules for the SolarWinds network management system are owned by the 100 CS. The contracting effort would assist technicians at the 100 CS, to have a greater understanding and knowledge of how to utilize the SolarWinds network management system on the RAFM cyber terrain.

1.1 RAF Mildenhall SolarWinds Engineer: The contractor is required to develop SolarWinds Software Training and implementation of SolarWinds network management environment.

Contractor must be a Subject Matter Expert III or equivalent to conduct onsite SolarWinds Training/implementation of network management system at RAF Mildenhall. The training shall cover the material from the books and provide training based off the licenses the customer owns and how they need to implement Solarwinds at their unit. 100 CS currently pays for multiple module types and the unit has limited knowledge of how to properly use them. These training/implementations shall provide 20-30 days of custom training for their modules and initial implementation so the unit can use them to better manage NIPR/SIPR networks.

1.1.1 If the contractor is unable to instruct a scheduled class, the contractor will notify 100 CS Leadership as far in advance as possible by phone. The phone call should be followed by e-mail contact to ensure notification is received. If the contractor is unable to provide an instructor for a required scheduled class, the contractor can seek approval from 100 CS Leadership to offer alternative class.

3. General Information

Hours of Operation: Base hours of operation are 07:30 – 16:30. The Contractor may find it necessary to deviate from the normal base hours of operation, to ensure timely completion of work under this PWS at no additional cost to the government.

3.1.1 Federal Holidays: The contractor will not be required to work the following United States federal holidays: New Years’ Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.

3.1.2 Down days & Family days. The contractor will not be required to work on down days or Family days. 100 CS will provide notice of dates upon base notification.

3.1.3. Performance of Services during Crises Declared by the National Command Authority or Overseas Combatant Commander: The contractor will not be required to work.

4. Performance Management

4.1 Quality Control: The contracting office will investigate upon five un-provided classes, if further action is applicable. Repeated failures to perform to the terms identified within this document can and will lead to administrative documentation. The discrepancies will be submitted to the Contracting Office which could lead to possible termination of contract.

4.2.1 Additional Quality Control: The contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted safe commercial practices for Certified Fitness Instructors. The contractor shall develop and implement procedures to identify and prevent defective services from recurring. At a minimum, the contractor shall develop quality control procedures that address the areas identified in page five (5), Performance Requirement Summary. The government evaluator must have a specific quality control inspector to receive customer complaints. However, the Government reserves the right to perform additional inspections as necessary, using the Government’s Quality Assurance Surveillance Plan (QASP) and the inspection/acceptance provisions in the clause FAR 52.212-4 Contract Terms and Conditions -- Commercial Items.

4.2.2 Government Quality Assurance: The government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received according to the contract. The government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor’s quality control program and receipt of complaints from base personnel. The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if merited by performance.

5. Security Clearances

5.1 The contractor shall provide a complete roster of all personnel (including contract Manager and alternates) to CO no later than pre-performance conference. The roster must include his/her name, address, telephone number, and identification number of employee. The contractor shall maintain a current listing of employees, providing updates as changes occur and provide to CO when updated.

5.2 Contractor shall not employ persons for work on this contract if such employees are identified to contractor by CO as a potential threat to health, safety, security, general wellbeing, or operational mission of the installation and its population in accordance with DoDD 5500.07, Standards of Conduct.
