STATEMENT OF WORK AND SPECIFICATION

FOR

METALWORK AT BUILDING 203D

BELTSVILLE AGRICULTURAL RESEARCH CENTER

STATEMENT OF WORK

PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. 203D, Beltsville, Maryland, 20705

In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to Government requirements. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Officer (CO) within 24 hours.

Prior to commencing work, the contractor is required to obtain vehicle permits, and identification badges. These can be obtained from the 10300 Baltimore Ave, Building 003 from Security office. Vehicle permits and identification badges shall be returned to the government prior to the final payment being issued.

All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement of Work and attached drawings, graphics and performed in accordance with all applicable local building codes and construction standards. The contractor shall notify the contract officer representative Tom Callsen using: (301)504-8019 or cell

(301) 440-9930 at least 24 hours before any work is scheduled to start.

1.0 Mobilization:

1.1 Mobilize all necessary personnel, specialized tools, equipment, approved materials, dumpsters, safety items and all other necessities to initiate work upon receiving the notice to proceed.

2.0 Scope of Work:

Metal Work

2.1. Fourteen 7’ X 5’ steel frames are to be assembled with bolts into 7 pairs or units. Once paired, the units are 7’ by 10’ and X4’-4” high. The contractor shall trim individual metal support legs (See list below of provided materials by the government) that bolt to the frames within a pair and each pair of two frames must also be level in length and width across the unit and are restricted to the height of existing frames in the same room. The floor is uneven. The rear of the pairs rest in a drain channel requiring these legs to be approximately 7” in length and the legs at the front of the pairs to be approximately 4”. Each pair will have 8 legs in total. This work is required for 7 pairs, totaling 56 legs to be cut and reassembled for level. Reference points must be established to allow accurate points to measure and make cuts on the steel legs which will lower and level the frames. (See Fig. 1).

The following items are to be furnished by the government:

56 Metal support legs of the cages 20 (1/4 inch x 4 inch x 6 inch) steel braces.

80 Retention pins.

2.2 The contractor shall weld government provided small horizontal steel braces on the two 7’ sides of each pair of frames. The brace must be approximately 6” length and rise 2” above the framing. The brace must be made of steel flat bar (1/4inch x 4 inch x 6 inch) and edges of the brace must be rounded, with no sharp edges. These braces must be installed on a total of 10 pairs of frames (includes 3 existing frames) for a total of 20 braces. No painting is required.

2.3 The contractor shall drill two ¼ inch holes through a U-shaped bracket in 3 ft x 4 ft steel assembly. The holes will be drilled approximately 4 inches from the top and bottom of the U-shaped bracket. The drilling is a double penetration, through the front side of the bracket and then through the back side of the bracket. (total of 64 drillings). This is necessary to insert retention pins. (See Fig. 3)

2.3 The cages are paired and placed in two rows of five in the farrowing house. (See Fig. 4)

3.0 Performance Requirements and Warranty:

3.1 The Contractor shall provide a one-year warranty on the work.

4.1 Delivery, Storage and Handling:

- Store materials in their original undamaged containers in a clean, dry, protected location and within the temperature range required by manufacturer.

- Protect stored material from direct sunlight.

4. General Conditions:

A. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed at approved landfills.

B. Field Verification: The contractor is responsible for field verification of all measurements, quantities, and field conditions prior to commencing work.

C. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the contractor’s risk. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.

D. Construction Project Schedule: None.

E. Formal Meetings: As scheduled.

F. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor are subject to confiscation and will be reported to the

Contracting Officer.

G. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update). High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry. Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.

H. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data Sheets (SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.

I. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work. Open Flame Permit form.

J. Scheduling: The total contract period shall be 59 calendar days from the point of contract award.

K. Submittals: None

PL. Complete Work: It is the intent of this project to contract for a complete, functioning system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship.

M. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of one (1) year for labor from the date of final acceptance against defective materials, design, and workmanship. The material shall be as specified in the manufacture’s specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor.

WARRANTIES SHALL BE TURNED OVER TO THE COR PRIOR TO FINAL

INVOICING.
